ATTACHMENT A – TASK ORDER 0001 PERFORMANCE WORK STATEMENT
Program Management Office Support, Operational Project Management Support, and
Curriculum Development and Revision
Task Areas 1, 2 and 6
1. INTRODUCTION
The Office of Transition and Economic Development (OTED) is currently serving as VA’s policy and program lead for preparing service members to become civilian ready through its services provided during the Transition Assistance Program (TAP); serving as VA’s authority on
Veteran economic development policies and initiatives, including Chapter 36 Personalized
Career Planning and Guidance; and orchestrating public and private partnerships which support the total well-being of service members, Veterans, and their families before, during, and after their transition from military life. In order to meet the organizational goals, OTED would like to leverage contracted Program Management Office (PMO), Management and Oversight support and Curriculum Development and Revision through the OTED Specialized Support IDIQ contract vehicle under Task Area 1, 2 and 6.
2. PURPOSE
This task order is to provide support to OTED for program and administrative support, assistance in the analysis of the TAP Operations Contract, and the development and revision of the curriculum for TAP. All deliverables and documentation created in support of this Task Order are owned by the Government
3. PERIOD OF PERFORMANCE`
The base period of performance shall be twelve (12) months with four (4) twelve (12) month options, to be executed at the Government’s discretion.
4. PLACE OF PERFORMANCE
Task Area 1 and 6, the place of performance includes four (4) seats in the VA Washington, DC location at 1800 G Street, NW, Washington, DC 20006; Contractor location; and/or telecommute locations approved by the COR as necessary.
Task Area 2, the contractor will be expected to perform duties within and outside the continental
United States and will follow the travel guidance in section 5 of this attachment.
OTED hours of operation are defined as Monday through Friday, 7:30am – 4:30pm. Any work to be performed at the Government site shall not take place on Federal Holidays or weekends unless directed by the COR. VA observes all federal holidays as recognized by the Office of

5. TRAVEL
Travel language from the ID/IQ section 4.5 applies
Task Areas 1 and 6 do not anticipate any travel requirements.
Task Area 2 includes potential locations both CONUS and OCONUS. NTE $500,000 for each contract year.
6. TASK STATEMENT
The task shall include, but not be limited to:
The Contractor shall provide administrative support to the PMO for the administration of the task order. The Contractor shall also support the PMO in tracking, and management of identified deliverables for the TAP Operations contract. The Contractor’s support to the PMO shall work in coordination with designated Government staff and be responsible for performing all non-inherently governmental activities associated with the administration of this task order to include:
6.1 Kick Off Meeting IDIQ Section 2.8
The Contractor shall not commence performance on the tasks in this PWS until the Contracting
Officer (CO) has conducted a kick-off meeting to be scheduled within ten (10) calendar days of the award of the contract or has otherwise advised the Contractor that a kick-off meeting is waived. The Contractor shall attend the kick-off meeting which will include the VA project team, to include COR, applicable OTED Staff and the OTED Executive Director, Deputy
Director, Executive Management Officer and/or designee(s), at a minimum and may include a project advisory group comprised of key stakeholders and Subject Matter Experts. At the kick-off meeting, the Contractor shall brief the details of the contract management plan (CMP) for
Task Order 0001, and this briefing shall include an overview of the Contractor’s intended approach, work plan, and project schedule to include deliverables, tasks, and subtasks, with major milestones indicated, as well as the basic plan for IDIQ. The Contractor will conduct a level set meeting to be scheduled within ten (10) calendar days after each option exercise.
• At the Kick-off meeting, the Contractor will introduce their project team and corporate leadership, as well as other relevant parties as applicable (e.g., background investigations facilitator). The Contractor will also provide a briefing on how they will execute the tasks and manage the project. OTED will provide the Contractor with an introduction to OTED’s mission, functions and staff, and will discuss common administrative procedures (e.g. background investigations). Kick-off meeting participants will discuss contract risks and issues as well as task management procedures. At least the Key Personnel and lead executive shall be in person, others may be virtual.

6.2 Contract Management Plan (CMP) IDIQ Task 1 Section 3.1.1
The Contractor shall submit a draft of the Contract Management Plan (CMP) of Task Order 0001 to the COR no later than five (5) calendar days after the award of the first task order. The COR will review and provide comments within five (5) calendar days of receiving the draft CMP. The
Contractor shall submit a final version of the CMP to the COR no later than 15 calendar days after award of the contract.
The CMP should follow Project Management Body of Knowledge (PMBOK) guidance for best practices and shall include a schedule, to include milestones, for applicable Task Order Deliverables.

6.3 OTED support IDIQ Task 1 Section 3.1
The contractor shall perform administrative and programmatic support for OTED Executive
Director, Deputy Director, Executive Management Officer, and other assigned staff. This support shall include performing liaison responsibilities that include, but not limited to, assisting the
PMO in gathering project requirements; assisting in the preparation of task order packages;
providing technical and administrative support of active task orders; and communicating and reporting as required. (This effort is anticipated to require two project managers, one junior program analyst, and one senior program analyst, with Key Personnel (See Section 8) support part time.)
The contractor shall submit a weekly report of all taskings status, to include assigned, completed, delayed and any risks to the PM and COR.

6.4 Transition Assistance Program (TAP) Operations contract management and oversight IDIQ Task 2 Section 3.2.4
BACKGROUND: The TAP contract supports over 250,000 Servicemembers that leave military service and return to life as civilians, a process known as military to civilian transition. The
TAP, is an overarching program implemented by each of the military services (U.S. Army, U.S.
Marine Corps, U.S. Navy, U.S. Air Force, and U.S. Coast Guard) in order to provide transition assistance, information, training, counseling, and services to eligible service members in order for them to be career ready upon separation, retirement, or release from active duty, thus enabling them to pursue additional education, seek or return to employment in the public or private sector, start their own business, pursue vocational training, or other activities that meets the need of that service member and their family. This task order is mean to provide oversight to all facets of the TAP contract (Attachment A.1 – Solicitation for TAP) The Transition
Assistance includes:
- Onsite support o VA Benefits and Services 8-hour training o One-on-One engagements o Pre-Separation Counseling Support o Warm Handovers o Reserve and National Guard Component Support
- Training o New Hire Training o Refresher Training o Train-the-Trainer Training
- Military Life Cycle Modules
In order to ensure effectiveness and efficiencies within the TAP contract, the VA requires an outside vendor to review the performance to ensure adherence to the laws and regulations as well as effectiveness for Servicemembers. The contractor shall perform duties to determine risk VA has in the TAP program. With prior approval of COR, the below items may require virtual support. Specifically, the contractor shall:
• Assess and monitor the performance of the TAP operations contract under the oversight of OTED management.
• Develop and implement state of the art auditing and performance measurement tools for both in-person and virtual TAP training, as well as one-on-one sessions, by unpacking the requirements within the TAP operations contract, which will be approved by Government prior to using. This shall include a scoring mechanism, which will be documented on a checklist to be used for in class and one-on-one sessions and shall use industry standards and best practices.
• Conduct an assessment of the TAP operations contract under the oversight of OTED management, using the checklist and scoring mechanism noted above.
• Develop an implementation plan and schedule in coordination with OTED management to visit in person TAP instruction in the over 300 military installations to include any virtual instruction.. Contractor shall determine percentage of classes and one-on-ones based on industry standards and best practices. These assessment tools, plans, and schedules shall support all OTED oversight requirements to ensure proper TAP delivery and will include an assessment tool to gauge the performance of the all contract elements within the TAP operations contract.
• Conduct quality interview with Benefit Advisors using Government approved questions. Questions shall verify the BA knowledge base to ensure that the
Transitioning Service Member and/or Veteran is receiving accurate information.
• Review and analyze surveys conducted from Department of Defense (DoD), Department of Labor (DOL), and VA. Provide documentation on areas of risk and improvement, with recommendations for mitigation of risk or improvement.
• Support any government assessment administrative functions necessary to ensure contractor and government assessments are integrated, standardized and reported to a central TAP contract oversight repository that the contractor will develop for the government. Government personnel shall have full read/write access to the repository. Repository shall use Government COR or PM approved commercial off the shelf products and shall be Government owned.
• Support the preparation of reports and other program documentation related to the
TAP contract management oversight.

6.5 Develop and revise TAP curriculum IDIQ Task 6 Section 3.6
This task shall include the complete development, deployment and sustainment of current TAP modules VA Benefits and Services, and Military Life Cycle (MLC). Curriculum development task shall support efforts to delineate the goals, objectives, instructional resources and assessments of TAP modules. The Contractor shall obtain approval for all materials by the
Government PM and COR prior to use and all externally used documents must be 508 compliant.
6.5.1 TAP Virtual Curriculum and Materials Development
The Contractor shall support developing learning objectives, evaluation criteria, and a general course outline for the synchronous virtual curriculum of the VA Benefits and Services TAP briefing with the collaboration of the
OTED curriculum team. The VA Benefits and Services TAP briefing shall be modular, interactive, activity-based and facilitated and shall last no longer than a full day (no to exceed 8 hours of instructor contact). The curriculum must be able adaptable to be presented both in-person and online. The Contractor shall perform the following tasks:
• Based on objectives approved by the COR and PM, develop the instruction and training materials package, including but not limited to slide presentations, classroom activities, worksheets/handouts, and instructor and participant guides.
• Ensure that all TAP virtual curriculum course content remains current and relevant to ensure that service members who are unable to attend TAP in-person have the means to obtain virtual synchronous instruction. Delivery of the VA Benefits and Services virtual curriculum shall be live, instructor-led (i.e. utilizing a virtual classroom)
6.5.2 TAP Curriculum and Materials Revision
The TAP Executive Council (EC) has instituted a fluid review cycle of all
TAP curriculum (VA Benefits and Services) to allow agencies to determine the need for technical or deep dive reviews. During this cycle, the Transition
Assistance Interagency Work Group (TAIWG) and subordinate working groups lead the research, analysis, and planning during a review year followed by implementation and monitoring during the following year. The review cycle consists of conducting technical reviews and deep dive review of the existing curriculum. Embedded in the cycle are continual reviews that will allow for responsiveness to immediate issues and risks. The technical review may be needed quarterly and the contractor shall review content quarterly. Contractor shall support yearly deep dive review. The Contractor shall perform the following:
• Support coordination among multiple business offices in
VBA, VHA, and NCA, to ensure all relevant content is solicited for inclusion in the curriculum, and that it is well orchestrated to be most effectively presented for the participant/learner.
• Support conducting Technical reviews for finding and fixing defects to ensure that all course content and materials remain current and relevant.
• Support conducting Deep dive reviews consisting of performing an extensive analysis of the curriculum for finding and fixing defects to ensure that all course content and materials remain current and relevant.
• The Contractor shall produce revised Instruction and Training
Materials Package, including but not limited to slide presentations, classroom activities, worksheet/handouts and instructor guides and participant guide for in-person, virtual, and eLearning content.
6.5.3 Military Life Cycle Module Curriculum and Materials Development
The Contractor shall support developing learning objectives, evaluation criteria, and a general course outline for the curriculum of the VA Military
Life Cycle Modules with the collaboration of the OTED curriculum team.
The VA Military Life Cycle Modules shall be modular, interactive, activity-based and facilitated and most often last no longer than sixty (60) minutes each. This contract does NOT execute the instructor-led training. The
Contractor shall perform the following tasks:
• Based on objectives approved by the COR and PM, develop the instruction and training materials package, including but not limited to slide presentations, classroom activities, worksheets/handouts, and instructor and participant guides.
• Ensure that all MLC virtual curriculum course content remains current and relevant to ensure that service members who are unable to attend TAP in-person have the means to obtain online instruction. Delivery of the MLC synchronous virtual curriculum shall be live, instructor- led (i.e. utilizing a virtual classroom).
The e-learning content shall be self-paced (i.e. utilizing the DoD approved talent management or training platform.
6.5.4 Military Life Cycle Module Curriculum and Materials Revision
The TAP EC has instituted a fluid review cycle of all TAP curriculum (MLC modules) to allow agencies to determine the need for technical or deep dive reviews. During this cycle, the TAIWG and subordinate working groups lead the research, analysis, and planning during a review year followed by implementation and monitoring during the following year. The review cycle consists of conducting technical reviews and deep dive review of the existing curriculum. Embedded in the cycle are continual reviews that will allow for responsiveness to immediate issues and risks. The technical review may be needed quarterly and the contractor shall review content quarterly.
Contractor shall support yearly deep dive review. The Contractor shall perform the following:
• Support conducting Technical reviews for finding and fixing defects to ensure that all course content and materials remain current and relevant.
• Support conducting Deep dive reviews consisting of performing an extensive analysis of the curriculum for finding and fixing defects to ensure that all course content and materials remain current and relevant.
• Support a deep dive or technical review off-cycle from the TAP
EC review schedule as requested by the Government and approved by the COR.
• The Contractor shall produce revised Instruction and Training
Materials Package, including but not limited to slide presentations, classroom activities, worksheet/handouts and instructor guides and participant guide.
• Curriculum sustainment of current TAP modules VA Benefits and Services, and Military Life Cycle (MLC) approved by the
PMO and COR. The revised curriculum training materials package can consist of but not limited to slide presentations, classroom activities, worksheet/handouts and instructor and participant guides. This curriculum can be conducted physically in person and/or virtual or eLearning

8. KEY PERSONNEL
Key personnel for this task order shall be the Key Personnel. designated on the base IDIQ
Section 4.7. The same Program Manager shall support the overall IDIQ and this first order.
9. GOVERNMENT FURISHED INFORMATION, EQUIPMENT & FACILITITES
TED will provide approximately four (4) on-site workspace, chairs, and office supplies required to perform official duties while on-site.
10. TASK ORDER QUALITY ASSURANCE SURVEILLANCE PLAN
The Government will utilize a Quality Assurance Surveillance Plan (QASP) throughout the life of the contract to ensure that the Contractor is performing the services required by this PWS in an acceptable manner. The Government may use an assessment survey or other methods to compare Contractor performance to the Acceptable Levels of Performance (ALPs). The
Government reserves the right to alter or change the surveillance methods in the QASP at its discretion. The table below defines the Performance Standards and Acceptable Quality Levels for this requirement.
