Va will provide.
Online, a conference transcript of this pre bid conference.
Now I'm going to turn it over to our brokers to do our project overview. Thank you.
Teddy Seifert 21:01 Hey, good morning, everyone.
This is teddy with public properties.
I'll provide a project overview and then pass it over to Brad for some of the technical exhibits to the RLP.
So as Cynthia said, this is a four and outpatient clinic in the Northlands of Kansas City.
This is a SDVOSB set aside. As noted in the RLP package.
Ba is looking for a fully serviced lease between 100 and 100,000.
107,203 to 123,283 aboa square feet with a maximum above 135,611 rentable square feet.
The proposed building could be no more than two contiguous floors, and there's a requirement for 700 on site parking spaces.
So we'll take some time today to review the RLP package.
Specifically, the request for lease proposal GSA form R-100. The lease GSA form L100 the appendices and the standard forms and clauses.
So starting with the request for lease proposal.
As noted in section 1.02 F of the RLP, the lease term shall be up to 20 years.
Firm the pricing proposal documents requesting price proposals for both a 15 year and a 20 year firm.
B. As preference is for a 20 year firm term with a 15 year firm term as a backup in case of OMB scoring issues during the bid phase.
Next year we have section 1.03 of the RLP, noting the delineated area.
This should be a pretty self-explanatory within the RLP package, but we did want to note that buildings with property boundaries on the boundary streets are deemed to be within the delineated area of consideration.
And Please note that any building submitted outside of that area would not be considered.
It's actually 1.04 of the RLP, provides some of the unique requirements.
What we have here is not an exhaustive list of those requirements, but a few items we wanted to highlight.
Item A offered space must be located on a minimum of two contiguous contiguous floors as noted previously.
Loading dock with two bays and a freight elevator is required.
The parking lot must be able to accommodate deliveries by trucks with trailers.
Offered space will not be considered if located.
Adjacent to industrial areas.
And offered space will not be considered if located in close proximity to property with incompatible uses, including but not limited to. The following uses railroad tracks or within flight paths. If flight paths are a noise or vibration disturbance.
Section 1.06 of the RLP provides the list of RLP documents and exhibits to the RP package.
We'll go through a few of those today that we think are pertinent to cover.
Moving to section 1.10 of the RLP for security requirements, the proposed lease contains an attachment with the security requirements and obligations for the building, which are based on the facility security level. Fsl, the federal government, determines the facility fsl's rating, which ranges from a.
One to a four, the FSL is based on client agency mix required size of space, number of employees, use of the space location configuration of the site and lot.
And public access into and around the facility.
The security requirements attached to the RLP and lease includes a list of security countermeasures that must be installed in the lease space.
Moving to section two of the RLP eligible eligibility and preferences for award.
In order to be acceptable for award, the offer space must provide for an efficient layout as determined by the LCO and Elise will not be awarded for any offered property within with a plan for the site disturbance or development within a 1% annual chance floodplain formally refer.
To as the 100 year floodplain, unless the government has determined that there is no practicable alternative.
In addition, Elise will not be awarded for any offered property adjacent to a 1% annual chance floodplain where such an adjacency would.
As determined by the government restrict ingress or egress to the premises in the event of a flood, unless there is no practical alternative.
The offered space must meet the accessibility and Fire Protection and life safety requirements of the RLP and lease.
Continuing with eligibility and preferences for award.
Section 2.11 a offerors must provide at offer awards, sole cost and expense. A current phase one environmental assessment with its initial offer, the study must have been completed within 180 days of the initial offer due date.
Section 2.11 B while the offeror is responsible for performing all environmental due diligence studies of the offered property, the government is responsible for compliance with NEPA, whether in whole or in part on its own, or with the assistance of the OFFERORS.
And Section 2 point.
11 point P/E .4 the government reserves the right to reject any offer where the studies or documentation supporting the NEPA process provided by the offer or for the offer property are inadequate. The offer entails unacceptably adverse impacts on the human environment. The identified adverse impacts cannot be.
Readily mitigated or the level of NEPA analysis is more extensive than is acceptable to the government.
As determined by the LCO, in their sole discretion.
And two more items related to the eligibility and preferences for award section 2.12.
The government is responsible for complying with section 1106 of the National Historic Preservation Act of 1966, as amended.
And reference in section 2.12 and lastly in section 2.13 a cultural resources study report is required with the initial offer.
Moving to section three of the RLP, how to offer?
Cynthia referenced at the beginning of the meeting questions related to the RLP are due on June 10th by 4:00 PM Eastern Time and the initial offer due date for this proposal is July 24th, 2025 by 4:00 PM Eastern Time.
Offerors are asked to submit one technical CD and one price proposal CD.
Or provide the same via e-mail or shared folder.
We do want to note here that offers sent by United States Mail or hand delivered, including delivery by commercial.
Carrier shall be deemed late if delivered to the address of the office designated for receipt of offers after the date and time established for receipt of offers.
The offer proposal compliance matrix offers shall consist of the documents listed in the offer or proposal compliance matrix. Matrix provides a structure for offerors to organize their submissions.
Offerors are to complete and submit the offeror proposal compliance matrix to provide reference as to where details can be located in a proposal.
The Matrix provides an explicit list of what is to be included in the technical proposal and the price proposal.
I just want to add here the.
Kind of stress the importance of the matrix and properly documenting the page numbers for each item.
It does help us in VA quite a bit in review.
And you know, obviously you don't have information missed.
These are large packages, so please use that and and and assist us in being able to find the information within your proposal.
Want to highlight a few items included in the compliance matrix. So in Section 2 of that matrix for price proposal you have GSA Form 1217, GSA Form 1364. The attachment number one to GSA Form 1364 that provides a breakdown of your rental comp.
Within the Excel format.
Form VA 10091 the vendor file request form and the evidence of historic preference.
Moving on, I want to just highlight a few of the additional submittals that you'll find in section 3.06 of the RLP.
Obviously all the information requested within section 3.06 is required to be submitted with your initial offer, but just want to highlight a few items that.
We want to make sure folks are aware of and get in front of.
So section D to 3.06 evidence of ownership or control of building our site. If the offeror owns the property being offered or has a long term leasehold interest, the deed or lease must be submitted to the LCO evidencing the offeror.
Stated interest in the property and any encumbrances on the property.
Continuing with Section D, the following items must be submitted with the OFFERORS proposal. Offeror must submit written evidence that this, that it is authorized by the owner of the site to present the site.
In addition, offeror must provide evidence of site control for longer than the duration of the lease term required in this RLP. So at least 20 years, including the post award design and construction phase as well as renewable options.
Documentation that constitutes evidence of control, including.
But it's not limited to the following fully executed documents. An option to purchase a sales contract, a deed showing fee, simple ownership, or an option to lease the site for longer than the lease term plus the post award design and construction phase and any renewal options.
Again highlighting this, as you know, many folks on this call are developers looking to control sites there in the Northlands of Kansas City.
And I want to make sure this documentation is clearly presented in any offer submitted.
Next, we'll quickly discuss Section 3.06 S of the offeror must provide documentation of the proposed green gloves for new construction credits for two green Globes level certification.
This is just an item that that can often be overlooked or not presented properly, so just wanted to highlight that as well.
Moving to section 3.07 of the RLP, the TI is included in the offer.
10 improvements are the finishes and fixtures that typically take place from the shell condition to a finished usable condition.
The government reserves the right to amortize any portion of the tenant improvements at the amortization rate proposed by the offeror on attachment one to GSA Form 1364.
The unamortized portion of the tenant improvements will be paid by the government in lump sum upon acceptance of the space by the government.
And the last item in section three of the RLP section 3.11 the operating costs government requires a fully serviced lease as part of the rental consideration. The base for the operating cost adjustments will be established during negotiations based upon rentable square footage, the proposed method.
For operating cost adjustment shall include all items specified in the attached lease document.
The minimum requirements for normal hours utilities and janitor janitorial services are specified in the attached lease document.
The offer shall clearly state whether the rental is firm throughout the term of the lease, or if subjects to annual adjustments of operating costs as indicated above, if operating costs will be subject to adjustment, those costs shall be specified in the proposal.
The offeror shall ensure that Public Utilities necessary for operation are available in operable at the site at the time of final inspection.
The offeror is required to pay any deposits and hook up fees relative to utilities.
Water tap fee water connection fee, sewer connection fee, sewer tap fee, etc.
All right, moving to Section 4, the method of award.
So as noted in section 4.04 of the RLP, this is award based on best value.
In accordance with far part 15.101 competitively negotiated best value tradeoff, source selection procedures will be used to evaluate proposals and award will be made to the responsible offeror or offering the best value to the government after evaluation of both the total evaluated contract price.
And non priced technical factors are evaluated.
The government intends to evaluate proposals and award contract without discussion with the offeror.
Accept clarifications as described in far 15 dot 3.06 a. Therefore the Offeror's initial proposal shall contain the offeror's best terms from a cost or price and technical standpoint.
All technical non factors, non price factors when combined are approximately equal in importance to price.
But as proposals become more equal in their technical merit, the evaluated price becomes comparatively more important.
They just want to stress again that the intent here is to award, based on initial offers, with the potential of clarifications.
We want to make sure folks have their offers technically complete. All documentation required both in the RLP and in in its exhibits are submitted.
Quickly go through the technical factors being evaluated starting in section 4.04 of the RLP Factor one location. The areas of consideration for location are the unique requirements, neighborhood amenities, and transportation and visibility and accessibility of the site.
Factor 2.
Technical quality areas of consideration for the technical quality include the architectural concept and building design, quality of site characteristics and development, and the sustainable design and energy efficiency of the proposed building.
Factor 3.
The delivery schedule.
Areas of consideration for the delivery schedule include the design and construction duration or CPM schedule, and the project management plan.
Factor 4, offerors qualifications of past performance areas of consideration for the offeror's qualifications and past performance include the Offeror's past performance through past performance questionnaires, offer or qualifications, and the design team and general contractor qualifications.
Doctor 5 operations and maintenance plan areas of consideration for the operations and maintenance plan include the interior and exterior maintenance of building and grounds routine emergency calls, procedures and response times.
Staffing plan, administrative procedures and quality control plan.
Lastly, factor 6 socio economic status. As noted previously, this is a SDVOSB is set aside and only those will be considered.
So this will this factor will not apply in terms of the competitive nature of the requirements.
Section 4.05 drlp the present value price evaluation.
All technical non price factors when combined are approximately equal in importance to price. But as proposals become more equal in their technical merit, the evaluated price becomes comparatively more important.
Present value analysis free went want to note a few items here and obviously it's actually 4.05 spells out in more detail how the offers will be analyzed, but want to note that the free rent will be evaluated in the year in which it is off.
The gross annual price is adjusted to reflect the pre rent.
And the fees for architectural engineering services.
And the Offerors project management management fees associated with tenant improvements or TIS will be evaluated and we want to make sure folks are competitive with both of those fees for PM and AE.
Move into Section 5. The additional terms and conditions of the RLP.
A few items here. We want to note section 5.02 the cost of off site improvements will be will be borne by the lessor lessor's responsible for determining the cost of the off site improvements prior to lease award and including the cost of off site improve.
In the proposed rent.
Alessor acknowledges its duty to conduct reasonable site inspections for the proposed site, and the offeror must provide evidence of teaming arrangements with both the general contractor and design team that are presented in the OFFERORS.
Proposal.
Last note on the RLP offeror should read all parts of the RLP in its entirety and submit a complete response again with the intent of this being awarded based on initial offers that complete response.
Is a requirement, obviously, and we want to make sure that folks are not eliminated or disqualified for any reason because the initial offer is not complete.
Ensure compliance with section 3.0 two of the RLP offer or proposal matrix should be completed and included in the offer.
All right, moving over to the lease.
So we'll touch on a few of these exhibits fairly briefly.
So starting with lease, which is the first exhibit to the RLP package, a copy of the lease GSA template L100 for VA is included in the RLP package. Upon selection for award, VA will transcribe the successful offer awards, final offered rent and other price data includ.
On offeror submitted GSA lease proposal form 1364.
Here and after referenced as a lease proposal form into a lease template and transmit the completed lease template together with appropriate attachments to the successful.
Offer or for execution.
There's no reason for offerors to input anything into the lease. They don't need to fill the lease out simply there for reference as to the terms of the lease that will ultimately be awarded.
The GSA template L100 for VA includes 7 sections.
Section 1 is the premises rent and other terms.
Section 2.
The general terms, conditions and Standards Section 3.
Construction standards and shell components I have.
This section is important for OFFERORS to fully understand their responsibilities for delivering all the shell components of the building and have those components all included in the shell rent.
Section 4.
Design, construction and post Ward Activities, Section 5.
Tenant Improvement Components Section 6.
Utilities services and allegations during the lease term.
This is another section we want to just kind of highlight in terms of what the operating hours are, what channels janitorial services are included, utilities, etc.
And lastly, section seven additional terms and conditions.
For those folks who might not be as familiar with the VA version of this template, there are sections there.
In Section 7 that are in addition to the the standard GSA template.
So definitely an area to look at and and fully understand.
Two sections of the lease that we want to highlight.
Obviously is a blanket statement to begin with.
I'll offerors should read the lease, the GSA template L100 for VA in its entirety as there are revisions from the GSA L100 specific to VA.
The below serves as an example of a VA deviation from the GSA L100.
So again, Virginia customizes the GSA lease template. If you're familiar with the GSA lease template, please make sure to read through the GSA.
Or the VA version of the GSA lease template and note any deviations there or items that you might be responsible for that you're not responsible for with a standard GSA lease?
The section 3.40, heating, ventilation and air conditioning shell and this has been updated since October 2024, so a fairly recent update.
HVAC systems shall be installed in operational per the requirements of this lease.
Additional codes listed in agency specific requirements identified in dependencies, including all building common areas, the design, operation and maintenance of the systems, will meet American National Standards Institute American Society.
Heating, refrigeration, air conditioning engineers standard 170, ventilation of healthcare facilities, all HVAC systems shall be provided as part of the shell rent.
So that's really the item we want to highlight there is that all of the HVAC costs are shell with how this this lease is structured and make sure that the offers are priced accordingly.
Design Overview design concept submission with the offer.
Design shall include, at a minimum, of the following in relation to Va's program requirements, detailed explanation and analysis of the architectural, engineering, design, description and analysis of the nature of the building, the design concept submitted by the offeror will be used to evaluate technical proposals and develop.
Design development drawings afterward.
Failure to submit plans and specifications in accordance with the government's requirements may cause offers to be deemed unacceptable and non responsive.
The general design criteria the lessor shall design and construct the building and site in accordance with the RLP package to include the least designed narrative and program for design.
Federal regulations.
Facility guidelines institute the Fgi building codes and ordinances in case of conflict.
The most stringent standard shall apply.
Also shall be designed to construct and record green globes for two green globes, as discussed previously.
Accessibility standards. In addition, compliance with local codes and ordinances.
Design, construction and alterations must comply with ABA standards for accessible design VA barrier free design standards uniform accessibility standards.
Lastly, must be in line with Davis bacon wages.
So with that, we will jump into some of the appendices that are specific to the design requirements, and I will pass it over to Brad to go through those.
Brad Seifert 45:54 Great. Thanks, teddy. Appreciate it.
So yeah, we're just going to touch on a couple of the appendices. You can go to the next slide.
The first one's the program for design, so just at a high level, what the program for design?
Is is a document that basically lays out room by room. How we've come up with the total square footage for this clinic.
And so you'll go through.
It's broken out by department.
And you'll see there'll be a room codes.
It'll give you the square footage net for the room, and then there'll be a circulation factor, so that corresponds directly with the concept plan that we're going to be looking at here in just a second.
Appendix One or a one is the project room contents list.
This just kind of builds off of the program for design.
It has the same room names as you'll see in kind of the second graphic on the slide here.
And where?
What functional area it falls within?
It also has the square footage.
What it adds is what's going to be located within that room.
So this is kind of fixtures.
Furniture, things like that, that would be located within each of the rooms.
This this really, you know, comes into play more in post award for the successful offeror as we're laying out the space through the DID and CD process.
But it's good to look at and you'll see codes.
The codes will be VV or CCVV would be you know Virginia provided Virginia installed. CC would be contractor provided contractor installed.
Or it could be a combination of.
Those two.
Letters.
Next is the least design narrative or LDN, which is exhibit a .2. This is very important to read through.
There are multiple shell requirements within this document. Probably the most important part to look at pertains to site design. This will go into detail on the number of parking spaces required.
How many of those need to be handicap accessible? If there's motorcycle parking, if there's van parking?
Other on site amenities that are required, such as green space, you know, exterior eating areas for staff, exterior gathering areas for patients and their family. All of that will be outlined in the lease design narrative.
So it's a, it's a very important document to read through as you're preparing your proposal to ensure that.
You're let your site plan in your ultimately your floor plan and your building design.
I meet the minimum requirements of the RLP in the lease.
You can go to the next one.
So the next this is 8.3 the room data matrix.
So this kind of again builds on the program for requirements document.
Unlike the other document that had either room contents list, which described what would be in the room, this will tell you.
Kind of the construction materials that will be used within each of the rooms, so.
It'll give you again the name and functional area.
That the room sits within the square footage and then it'll start to to build on that, outlining what the flooring materiality would be, what the walls would will be.
The millwork ceiling, anything like that?
That's all going to be in this document.
So you know, a lot of that ends up being TI.
There are portions of it, of course, that are shell.
It's an important document as you're bidding your price.
Going in and then also post award as you're completing your pricing on the tenant improvements, this room data matrix will provide a lot of information on you know how each room is going to be finished.
Appendix A4 is just your.
Operations your it specs for the clinic.
Pretty straightforward for your data and your infrastructure.
This goes hand in hand with the document before, so this is again telecommunications design checklist.
This goes with Appendix 4 point or 4.0.
This is 4.1 that tells you about the data rooms and wiring and infrastructure needed for the telecommunication system.
This is afsl level 2 facility. Level 2 facilities have pretty standard security requirements.
You know cross government uses.
The main thing here is just looking at anything that would be a shell requirement to ensure that it's built into your pricing as well as your site and building design.
And then there are some items that could potentially be added through an allowance post award.
They're outlined in this document as well, and and it'll clearly state whether an item's to be priced as shell, or if it's to be priced as TI after the design is complete.
So why don't you get second on the conceptual layout? So this is one of the projects that the VA planning team designed themselves without an outside architect.
Like we say, for all these projects, I mean, there's been a lot of thought that's gone into the conceptual layout for the Northlands, Kansas City Cbock working with the locals at the Medical Center there to try to figure out the best flow for this clinic, so to the.
Extent that.
Possible.
At least the adjacencies in in kind of the floors of where these different functional areas are located.
We encourage you to try to keep those to to the extent you can.
Obviously every site's different.
This is a 2 Storey layout that we've provided here.
You know, some folks based on how their site lays out may not be able to have this exact layout. But again, going back to the idea of trying to keep these adjacencies and to the extent possible, the floors would be great looking at the first floor.
You have the police.
Department.
Kind of right off of the the main entrance there.
Key that this group has a line of sight to the the building entrance for security reasons.
Off of the lobby, a couple things to note there.
The pathology.
Department is right off the lobby. That gets a lot of foot traffic and it it's ideal to have that located off the lobby and not tucked somewhere back in the building where folks would have to walk quite a ways to get there.
Similarly, the pharmacy is located right off the lobby because of the foot traffic driven in that area and folks coming to pick up different medicines.
The lion's share off of the main lobby and the lion share of the first floor is your pact.
And so that's your primary care area.
This has three packed groups, as you'll see in the design.
Again, big thing there is for folks that have worked on these projects.
Six before you don't know this already, but kind of making sure we maintain that front of house back a House idea where staff and clinicians are accessing the the treatment rooms from one side of the facility while the patients access them from another side in a different hall.
And there is no kind of meeting up in the hallway and then trying to keep the staff separate from the patients within that packed area.
Few other smaller uses on this floor would be your mental health clinic can think. The main thing here is just pointing out that it's located along an exterior wall.
We do try to encourage the treatment that the mental health kind of treatment, visitation rooms to have as much natural light as possible, and that's why that's located there.
Radiology is also a component on the 1st floor along with SPS and then a large logistics area.
Area for receiving.
Equipment, medical equipment and supplies into this clinic.
Going to the second floor, we have most of our specialty clinics located up on the second floor.
Kind of starting in the bottom right, you have audiology followed by your eye clinic, your dental clinic and your multispecialty clinic.
So all these kind of specialized clinical areas are all located next to each other along a lobby waiting area.
The biggest part of the 2nd floor is the surgical clinic takes up almost half of the 2nd floor.
Adjacent to that you'd have endoscopy and then finally you have PMR and prosthetics which are uses that typically end up on the 1st floor. In this case the way this has been laid out, we've had them in the second floor.
I think that's probably one that could go either way, but if it, you know stays on the second floor.
Just ensuring that as we show here, there's a large room that runs along what would presumably be a window line for interior exercising in the PMR room.
So that's pretty much everything we wanted to share with the conceptual layout.
Again, just stressing the idea of trying to keep these adjacencies as they've been well thought out by the local user group.
Appendix B is our janitorial services insight management document. This will become part of the lease and really along with certain portions of Section 6 of the lease document itself, outline what the maintenance and janitorial requirements are for the lessor once the lease commences.
I'll add that that obviously will affect your operating expense.
So that's definitely a document to consider while you're putting together your operating expense cost.
You can go to the next slide.
So this is the GSA form 1364.
Sure, everybody's seen this form plenty of times.
This is the pricing form.
You will be expecting a 1364 form for both the 15 year firm term pricing scenario as well as the 20 year.
Firm term pricing scenario.
This is Section 3 of that document, just pointing out some areas that need to be completed. If you're offering free rent, please make sure to show exactly what is being offered, whether it's shell operating expenses, both how many months we need to be able to analyze that in.
Your net present value analysis.
And then there's other kind of fees in here as well.
So adjustment for vacant premises.
Adjustment for do services over time.
HVAC costs.
These are all things that ultimately become part of the lease and will be negotiated throughout.
The procurement process.
This is GSA form 1217.
So this is where you'll capture your operating expenses as a full service lease.
The lessor is responsible for all utilities, cleaning, maintenance, janitorial, everything.
This forms kind of broken into two sections.
You what we would call like above line 27 and below line 27. So line 27 and the cost which summarizes or the cost above it that would be your operating expenses.
And then below line 27 which gets summed up in line 33 which is your cost of ownership.
Those are the costs that are included in your shell rent.
So your taxes, your insurance management.
And any reserves you have would be captured there, but ultimately that gets built into your shell rental rate.
As we wrap up, just kind of pointing out a few contractual requirements and things to keep in mind as you're putting your proposals together.
Fire Protection.
Life safety, physical security, making sure that the zoning is compatible.
That you're meeting all codes, both local and federal, that you're using Davis bacon wages and that you're meeting all accessibility standards.
And Teddy mentioned a few of these things, but again, just to touch on them, make sure you read every part of the RLP.
Every RLP is slightly different.
So just because there is information in one version of a document that you may have looked at for a different project doesn't necessarily mean it's going to be the same here.
3.02 in particular, making sure that you look at that in the proposal matrix.
The proposal matrix really there for a guide for you guys to be able to kind of check off as you go along and put your proposals together.
Making sure that the documents are signed and everything's initial.
That there's.
Yeah, talk throughout the and then, yeah, the making sure your same registration for the offering entity is active.
I mean, that's a key thing here is that the offering entity has to be registered in Sam and to to be eligible for award and that should also match the entity on your purchase contract or your option to purchase contract. All those things need to tie back to.
For that specific offering entity.
I get a couple of reminders making sure you have your face one your cultural resources study for those that have been on a fair amount of these projects.
Those are obviously long lead time items, so just ensuring that you get those ordered as soon as possible so you're not coming up against the deadline, making sure you're reaching out to the jurisdiction for letters showing in zoning, compatibility, and utilities coming to the site.
In terms of just the narratives and where it says eliminate discrepancies mean as you can imagine, these proposals are very vulminus and can take a while to look through, you know, making sure that the information that you want, the technical evaluation board to see.
You know, making sure that that is brought to the forefront of your proposal, not making anything vague or hard to read and and have you know, kind of having inconsistencies.
Throughout is really important.
You know, there's multiple proposals that come in.
The board's looking at them and you know we want it to be as easy as it can to find the information you're trying to present to us.
And then lastly, there will not be acceptance of any kind of conditional offers or contingent offers?
This includes, you know, trying to set bases for different things like taxes, for example. Like if there's going to be a tax base set, that's something that VA would come back to.
Everybody and say everybody, here's what it would be.
We will not be, you know, accepting offers that are contingent or trying to set different bases.
And talked about site control.
You know the occupancy date, we have a estimated timeframe for the schedule in your project management plan. I think a key thing that we've been hearing a lot as we've been working on some of these projects and sitting in boards is that showing activation on the schedule is.
Extremely important as well.
So obviously there's a lot of design steps that are outlined in 4.1.
Of 4.01 of the lease and all of those need to be captured. Of course, all the construction steps leading up to the building being ready for occupancy need to be captured, but also having the steps in there showing how the building will be basically brought.
Up to use.
Financial resources, making sure that the letters are clear. Again, show funding for the offering entry.
The group that's going to be bidding on this need to be the ones that are listed on all the financial letters that are coming in and then lastly, just making sure that we respect procurement integrity and sensitivity throughout the procurement process.
So for the next steps, we will be requesting that all the questions come in by June 10th. We will turn those around as quickly as we possibly can to get answers out and that'll give folks, you know, time to be able to respond back.
With that information, with an ultimate due date of July 24th, in addition to the questions that are the answers that we'll send out to the questions we'll send out.
A transcription of this meeting.
So folks on your project team weren't able to come.
They can at least see what was discussed. Met July 24th dates. Really a firm date. So we already have plans in terms of next steps after that on the calendar. And so I don't just want folks to kind of have the expectation that that date is not.
Going to move.
Excellent. And that said, we appreciate everybody's time.
Sorry for the confusion at the beginning of the call, getting everybody on, but hope this was informative and look forward to working with everybody on this project.
