About this file

This document is a pre-bid presentation for a Department of Veterans Affairs (VA) Request for Lease Proposal (RLP) for a new Community-Based Outpatient Clinic (CBOC) in Northland, Kansas City, Missouri. The solicitation (RLP No. 36C10F25R0034) seeks a fully serviced lease for an outpatient clinic with specific requirements: 107,203 to 123,283 ABOA square feet (maximum 135,611 RSF), located on two contiguous floors, with 700 on-site parking spaces. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and will be awarded using a best-value trade-off source selection methodology.

Key dates include a June 10, 2025 deadline for submitting questions and a July 24, 2025 deadline for initial offers. The VA is seeking a 20-year lease term (with a 15-year backup option), preferring a facility that meets Green Globes two-globe certification, complies with accessibility standards, and includes specific design and operational requirements for a healthcare facility. Offerors must provide comprehensive documentation including a Phase I Environmental Site Assessment, Cultural Resources Study, zoning compatibility letters, and detailed financial and technical proposals demonstrating their ability to meet the VA's comprehensive facility requirements.
