Gates are not a requirement. If gates are used by the Lessor , VA will need a remote switch from inside the warehouse and a PIV reader.
Generator Fuel storage and run time shall meet NFPA 110 Requirements. Generator Classification is based on NFPA 99 risk assessment, with considerations for ambulatory occupancies with 4+ patients incapable of self preservation, where required.
The Facility shall have an Essential Electrical System per NFPA 70, 99, and 110, where applicable as determined by the designer of record. Excess Generator Capacity per NFPA 99 is permitted to serve optional loads in a standby capacity. It is the desire of the medical facility to have increased resiliency and they have requested whole building sustainment, this would be in addition to any code required ESS. Essential Electrical Systems and Standby Systems shall be designed, installed, operated, and maintained in accordance with NFPA 110 and Florida State (AHJ) Requirements.
Code Required Essential Electrical Systems for occupancies in a healthcare building is a shell cost.
Additional loads connected to the generator that are not part of the EES, and are connected to standby capacity, should be included in TI.
1.8 Does staff parking need to be physically separated by gates or fencing, or identified by signage only? The FSL II document indicates signage only for control between employee and visitor/patient parking. If gates are required will this be controlled by PCAS system (PIV) or a day timer.
LDN part 4.6.1.11.3 references part 4.1.1.1.1, not found in the LDN. Please provide correct reference? 4.6.1.11.3 Fuel Storage and run time duration shall be required in accordance with code referenced in 4.1.1.1.1 and specifically classification and type requirements of NFPA 110. Provide refueling access.
LDN part 4.6.1.13 indicates that the standby generator loading is typically provided for whole facility connection in areas of increased resiliency and adverse weather conditions. Does this facility in Sarasota Florida meet this requirement? Should the entire demand load for the whole facility be connected to the Emergency Standby Generator? 4.6.1.13 Standby Loading as indicated in PFD and Design Review, typically whole facility connection in areas of increased resiliency and adverse weather conditions.
Please define the cost breakdown for the standby generator between shell and TI allocation.
This is not to be a shell expense; rather the responsibility of the Lessor. EV initiative is required for all new leases.
Yes. Refer to the LDN Section 4.4.6.
TI cost.
Confirmed correct.

Please confirm if a perimeter security fence around the clinic site is required.
Addresses requirements for “Patients of Size”. Please confirm if the cost of the above ceiling structural support framing is allocated to TI scope of work.
When the term "owned and operated by the Lessor" for the 5 minimum patient EV charging parking space, is it intended to define this scope as a shell expense?
Refer to the LDN.
Follow the LDN and FSL II requirements. Work with your Record of Architect to determine final design.
The FL SHPO will require a CRAS.
Yes, the Lessor shall provide and install all hardware, cabling, and software required for a PACS compatible with Software House CCURE 9000 v2.7 used at the CW Bill Young Medical Center in St.
Petersburg, FL. The Lessor shall configure the software for integration with existing systems and optimum operation of all security devices to be installed. It is not expected that the PACS communicate with any facility outside the BPVAHCS.
Yes it will be a multi-functional technology pad for MRI and CT for all utilities covering both functions.
Yes it will require a walking path with canopy from the building to the pad.
The five patient parking spaces for electric vehicles are exclusive of government charging spaces. VA will require five charging stations dedicated for GOV use. This is a total of 10 charging stations.
Yes - the lab. TI cost.
Follow the Authority Having Jurisdiction (AHJ) requirements.
Yes.
4.5.2.4.1 requires water softening for the entire building, please confirm this is a requirement. Confirmed.
Refer to Room Data Matrix (RDM).
Include chemical resistant pipe.
Shell.
4.5.4 discusses medical gases. What areas are to receive medical gasses and what gasses will be provided?
Is humidification for radiology a part of shell or TI since the humidification requirements are driven by the equipment manufacturer?
Are boilers required for heating?
Will any of the building be considered as I occupancy if gasses are provided?
Are high purity water systems required in the building? If yes please specify which systems and confirm these are a part of TI.
Please confirm if there is any SPS equipment that is required to be on the generator. IF yes how many different pieces of equipment will there be?
Blast is mentioned extensively in section 2.2 of the FSLII guidelines, is blast required for this project, if yes can the blast pressures be provided.
Is a full CRAS required or does a Cultural Desktop Study meet the needs of the RLP section?
3.3 Is Lessor to provide local card access/door control that is to be compatible with VA PIV badging? Is the system to communicate with outside VA health systems?
Technology Pad is shown in the concept plan but not referenced in the LDN is one to be provided? Follow up from the Pre Bid: Can VA clarify what MEP hook ups would be required at this location? Question was asked at the Pre Bid, answer was yes, not specifically for MRI but for additional capacity or in the event of downtime of the physical MRI or CT in the building. Flexibility for the pad and is still required.
Additional reads, "provide 5 minimum patient parking spaces for electric vehicles…". Are these 5 patient/visitor only, or is this number inclusive of the GOV charging spaces?
If exclusive, how many GOV charging spaces are required?
4.5.3.5 requires floor drains in the chemistry lab area? Will there be any unique liquids utilized that would cause any special drain pipe requirements or containment requirements?
