Is the guest Wi-Fi shell or TI? Additionally does the two system requirement encompass the full faculty or is it specific locations? If so please specify.
Per the question 1 above, will the resident neighborhood drop off be accessible to visitor screened vehicles or only to staff / transport drivers.
Per the question above, will VA accept an alternate location for covered resident neighborhood drop off zone at an alternate second entry (not the main entry at the open space) to the neighborhood center (see diagram below from the VA TIL Small House Model)? The VA requires a vehicular and ambulance drop off at the main entry to each neighborhood center (not shown in the concept plan). This requires drive lanes into the green space between the buildings. Will the VA accept a pedestrian main entry to the neighborhood centers and allow a second separate entry for vehicular and ambulance drop off that is accessed from the perimeter road and away from the campus open space?
Please confirm at resident neighborhood entry (referring to the neighborhood center main entry not house entry), provide a covered resident drop-off zone with space for one full size passenger vehicle and an accessible access aisle ( not shown on concept site plan).
Please confirm that resident neighborhood entry refers to the main entry at the neighborhood center and not at the house entry.
If responses to the Q/A are provided after 11/24/23 would VA respectfully consider an extension of time for the submission?
Will Card Readers need to operate off VA PIV Badging system? Additionally will it need to communicate with any additional VA or Government locations outside this building? If so specify how many please.
Will VA provide a shell vs TI cost matrix?
Confirming the team will design to the PFD and the concept plan is for illustrative purposes only, there are conflicts between the PFD and Concept Plan. Conflicts include the following: Community Center - There is a Universal Toilet in the PFD that is not shown in the concept drawing. We presume the PFD requires the toilet and it should be incorporated into the design. Additionally, the narrative states 1 bocce court and 1 cornhole court but the Project Contents List states 4 bocce courts and 3 cornhole courts. Please clarify which count is correct.
How do we allocate the cost of the Emergency Power system (Gen-set and associated equipment) between Shell and TI?
We have downloaded the CLC design documents from the TIL and given the significant amount of information to be reviewed we are requesting that an additional 2 weeks (November 17, 2023) be provided for potential questions to be submitted.
Is a perimeter fence around the site required? If yes, is this a shell or TI item?
Given COVID pandemic what special requirements and measures are required to be implemented in the design in reference to "The Lessor shall control airborne contaminants at the source and/or operate the Space in such a manner that indoor air quality action limits identified in the PBS Desk Guide for Indoor Air Quality Management (Companion to GSA Order PBS 1000.8), OSHA regulatory limits, and generally accepted consensus standards are not exceeded. When Infectious Isolation areas are considered refer to ASHRAE 170 for room pressurization requirements and provide a dedicated exhaust system."?
Please confirm per RLP 1.04UNIQUE REQUIREMENTS (OCT 2021) H. Offered space will not be considered if located adjacent to industrial areas disallows the proposed site located near the Amazon Fulfillment Center submitted for consideration.
Please confirm if each 10 bedroom POD design requires separate trash storage and pickup by the public agency and whether this area must be conditioned to avoid any odors from food waste?
Please confirm per the Pre-bid conference that a teaming agreement is acceptable for the SDVOSB and SBA partners in lieu of JV agreement.
Community Center – The Universal toilet in the Program For Design (PFD) should be included in the project.
Bocce Courts should be included as shown in the Projects Content List: 4 Bocce courts and 3 Cornhole courts.
No. Refer to the L100 (Lease).
PIV card readers need to be compatible with the Tampa VAMC. Please refer to the RLP Appendices. Number of PIV card readers will be determined based on design.

Initial due date is extended to January 19, 2024.
It refers to the House Entry.
Please provide the vehicular and ambulance drop off at the entrance to each house by the perimeter roadway.
Drop-off of visitors to occur at the Community Center.

As we’re reviewing the VA Tampa RLP documents we’ve noticed that it has the requirements for the Energy Star. However there doesn’t appear to be an Energy Star category for the Community Living Center. Per Energy Star’s website, it does not appear that this property type is eligible for an energy star score. Per the RLP exemption 1 in section 2.09, is providing an energy star target report showing compliance if the project could actually get a score sufficient for this property?
