SECTION 1 - INTRODUCTION

1.1 The purpose of this Leased CLC Design Narrative is to consolidate the governing codes, standards, references, and guidelines in a document that provides performance-based standards for a VA leased CLC.

1.2 The governing codes, standards, and references are based on a VA affiliated outpatient clinic.

1.3 The design of the VA leased CLC is based on the Small House (SH) Model which is described in Part 3 Planning and Design Criteria.

1.4 Commonly Used Acronyms and Definitions:

PLANNING AND DESIGN CRITERIA

SECTION 3 – PLANNING AND DESIGN CRITERIA

3.1. Background

3.1.1. VHA has committed to the development of a resident centered Community Living Center in Tampa Florida, which is integral to the continuum of care for our Veterans. Vital to the success of this facility is the provision of physical environments that supports resident and staff needs for superior level of care.

3.2. Small House Guiding Principles

3.2.1. An operational and planning design guide was developed which identifies key principles and objectives specific to this type of environment. Refer to Small House (SH) Model Design Guide under References Section 2.4.

3.3. Community Living Center (CLC) Planning Approach

3.3.1. The development of the CLC Planning Module was guided by the Small House Model

Prototype Home noted under References Section 2.4. Using the Small House Model Prototype Home as the building block. Input from VA representative stakeholders was diligently obtained to arrive to functional areas and preferred adjacencies represented within this document. The Resident House is modeled based on a prototype available through the Small House Model.

3.3.2. The campus consists of a Community Center (CC), three Neighborhood Centers (NC), and 10 Resident Houses (RH). Each NC serves three surrounding Resident Houses, however, one of the NC serves four Resident Houses. Each Resident House has ten

(10) single occupancy resident rooms. Each Neighborhood Center is designed to serve specific population type such as Short Term, Long Term, and a potential Hospice. The NC serving Short Term Resident House will provide PT/OT services. The remaining NC serving Long Term Resident Houses will provide Kinesiotherapy.

3.3.3. Campus connectivity is important to the success of the facility. The Community Center is anticipated to be connected to each Neighborhood Center via inner garden sidewalks protected with open non-environmentally controlled covered colonnades structures.

Each Resident House is physically connected to its corresponding Neighborhood Center. An outer ring road with controlled entry access will circle the entire campus with access to parking at each Resident House and visitor parking immediately adjacent to the Community Center. A central garden accessible by all neighborhoods will be provided. Each Neighborhood Center will include its own patio as well as a healing garden for meditation/relaxation.

3.3.4. Refer to the Program for Design (PFD) for net square feet (NSF) listing of all spaces and rooms that are to be included in the project.

3.4. Room Data Matrix

3.4.1. A collection of typical rooms within leased CLCs. It lists the required finishes, STC ratings, ceiling heights, door size and type, hardware sets, HVAC space ventilation, number of electrical receptacles, lighting controls and fixture types, and number of standard density work area outlets for each room type.

3.4.2. The Lessor shall associate rooms listed on the program for design with the room data matrix by room name. Use department level room names and types when available, otherwise use general room/space for like room function.

3.4.3. FGI Equivalent for ASHRAE 170 – Where HVAC space ventilation requirements are omitted, ASHRAE 170 Tables 8-1 and 8-2 shall be followed. Column “FGI Equivalent for ASHRAE 170” lists the equivalent room name for use in the tables.

3.4.4. FGI Equivalent for Table 1.2-5 “Minimum Sound Isolation” - Where Column “STC” in the Room Data Matrix states “See FGI”, Column “FGI Equivalent for Table 1.2-5 Minimum Sound Isolation” lists the equivalent room name for use in FGI Table 1.2-5.

3.4.5. Additional Requirements in this LDN take precedence over the standard in the RDM.
