Coordination will be a team effort accomplished by GC/VA/NCA.
1. Do not store materials and equipment in other than assigned areas.
01 00 01 - 7
2. Where access by Cemetery personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements. All such actions shall be coordinated with the Utility Company involved and the RE/COR.
G. Phasing: To ensure such executions, furnish the RE/COR with a schedule of approximate dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, notify the RE/COR two weeks in advance of the proposed date of starting work in each specific area of site, building or portion thereof.
Arrange such dates to ensure accomplishment of this work in phases as is mutually agreeable to the Cemetery Director, RE/COR and Contractor. Before construction operations begin, the Contractor shall provide a chain link construction fence, six feet (6’) minimum height, around the temporary facilities area and the construction area indicated on the drawings. Where indicated on the plans, the construction fence shall be provided with materials to produce a visual barrier to the public from the adjoining properties into the

The trimming shall be performed as often as the lawn adjoining the fence is cut by the Cemetery. The Contractor trimming shall be from where the Cemetery mowing ended to the fence and shall be at the same height as the grass was mowed. Contractor shall also water and mow any other areas outside of the temporary fence between the fence and closest hardscape surface to keep the areas neat and keep weeds down. Contractor shall maintain the areas inside of the fences, so they do not become unsightly. Any areas immediately outside of the temporary fencing that were previously mowed by Cemetery staff using mowers, and now can't be mowed by the same mowers because of limited space, are to be maintained by the contractor in the same manner as was done by the Cemetery staff until the entire area is restored after the work is complete.
J. Utilities Services:
01 00 01 - 8
1. Provide an underground utility locating service to locate any existing underground lines, pipes or other underground facilities within the work area that are to remain in service.
Any new information, not clearly indicated on the Bid Documents, shall be passed on to the Contractor's underground locating service staff. Any new information discovered by the underground locating service staff shall be turned over to the RE/COR.
H. Provide temporary and permanent utility services (water, electric, telephone, and data links) as needed to execute this construction project.

3. No utility service such as potable water, irrigation water, gas, sewer, electricity, fire protection systems or communications systems may be interrupted without prior approval of the RE/COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without the RE/COR, and
Cemetery Director’s prior knowledge and written approval. Refer to specification Section
26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS for additional requirements.
4. Submit a request to interrupt any such services to RE/COR, and Cemetery Director, in writing, at the interval agreed to by the RE/COR in advance of proposed interruption.
Request shall state reason, date, exact time of, and approximate duration of such interruption. Should the interval for the utility be longer than that established by the
RE/COR, the longer interval shall govern.
5. The Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of the
Cemetery. Interruption time approved by the Cemetery may occur at other than
Contractor's normal working hours at no additional cost to the Government.
6. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the RE/COR, which may require the work to be performed off hours which shall be done at no additional cost to the Government.
7. In case of a contract construction emergency, service will be interrupted on approval of
RE/COR. Such approval will be confirmed in writing as soon as practical.
01 00 01 - 9

K. Coordination of Construction with Cemetery Director: The burial activities at a National
Cemetery shall take precedence over construction activities. Cooperation and coordination with the Cemetery Director, through the RE/COR, in arranging construction schedule to cause the least possible interference with Cemetery activities in actual burial areas, is required. Construction noise during the interment services shall not disturb the service.
Coordination of work may require that equipment that is heard from the service location be shut-off, or moved out of the area prior to the service, as acceptable to the Cemetery Director through the RE/COR. Trucks and workmen shall not pass through the service area during this period:
1. Discontinue work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, and clean up all areas of operation adjacent to functioning areas of the Cemetery, including existing burial sections and any other areas identified by the RE/COR before these dates.
2. Clean-up activities shall include the removal of all equipment, tools, materials and debris and leaving the areas in a clean, neat condition.
1.7 ALTERATIONS (NIC)

C. At the Contractor's own expense, immediately restore to service and repair any damage caused by the Contractor's workmen to any operational existing piping and conduits, wires, cables, etc. The above is applicable for all owner operated systems with underground
01 00 01 - 13 elements or those of utility services or of fire protection systems and communications systems (including telephone) which are indicated on drawings and which are not scheduled for discontinuance or abandonment.
D. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.243-4 and VAAR 852.236-88) and "DIFFERING SITE
CONDITIONS" (FAR 52.236-2).
1.12 PHYSICAL DATA
A. Data and information furnished or referred to below is for the Contractor's information. The
Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
1. The indications of physical conditions on the drawings and in the specifications are the result of site investigations by the design team for Construction Document preparation and Mabbett and Associates who produced the Environmental Assessment (via a separate contract with the VA).
Paragraphs 1.12.A and 1.12.A.1 are from (FAR 52.236-4).
B. Subsurface conditions have been developed by core borings and test pits. Logs of subsurface exploration are shown diagrammatically on drawings.
C. A copy of the Geotechnical Report is appended to the specifications as APPENDIX "A" and shall be incorporated in the Contractors information used in developing his bid, along with all other information available to the Contractor.
D. The Government does not guarantee that other materials will not be encountered, nor that proportions, conditions or character of several materials will not vary from those indicated by explorations. Bidders are expected to examine the site of work and logs of borings and, after investigation, decide for themselves the character of materials and make their bids accordingly.
1.13 PROFESSIONAL SURVEYING SERVICES
A. A registered professional land surveyor or registered civil engineer whose services are retained and paid for by the Contractor shall perform services specified herein and in other specification sections. Provide a written certification to the RE/COR that the land surveyor or civil engineer is not one who is a regular employee of the Contractor, and that the land surveyor or civil engineer has no financial interest in this contract.
B. Professional surveyor shall provide certified surveys (stamped/dated/signed drawing) after every definable feature of work.
C. In addition to the conventional surveying services typical for this type of construction, as specified in the various specifications, the selected entity that will be performing these services needs to coordinate with the Contractor's GIS Consultant to identify the appropriate
01 00 01 - 14 means, methods, and equipment that are appropriate to facilitate the creation, storage and sharing of information so the specified GIS mapping of the project facilities as described in the Contract documents can be achieved and that the data for the "As-Built" electronic and other drawings can be produced and delivered with all of the information that is required.
1. The coordination between the Surveyor and GIS Consultant shall be part of the Quality
Control activities by the Contractor and scheduling, content and results shall be as approved by the RE/COR as part of the Contractor Quality Control activities.
1.14 LAYOUT OF WORK
A. Lay out the work from benchmarks indicated on the Drawings. Contractor shall be responsible for all measurements in connection with the layout. Furnish, at the Contractor's own expense, all stakes, templates, platforms, permanent monuments, equipment, tools, materials, and labor required to lay out any part of the work. Execute the work to the lines and grades established or indicated by the Contract Documents. Maintain and preserve all monuments, stakes and other marks until authorized to remove them. If such marks are destroyed by the Contractor or through Contractor's negligence before their removal is authorized, the RE/COR may request their replacement at the Contractor's own expense.
B. Establish and plainly mark center lines and/or drawing indicated layout reference lines for:
each building; lines for each gravesite control monument; locations for each sprinkler head within the burial section as detailed or at the point equal distance from the closest point on surrounding planned headstone locations; footings and foundations for columbarium, memorial walls, ossuary, site walls and elements in their respective complexes; preplaced crypts; and all such other lines and grades that are reasonably necessary to properly assure that location, orientation, and elevations established for each such structure and/or addition, and all other facilities to be constructed as part of the work for this project. All design coordinate information is provided to three decimal place accuracy in feet. All layout work for facilities to be constructed shall be to the same three decimal point accuracy as the design drawings with the thousandths decimal point value being estimated (+/- 1/1000' accuracy).
C. Following completion of general mass excavation and before any other permanent work is performed, establish and plainly mark (through use of appropriate batter boards or other means) sufficient additional survey control points or system of points as may be necessary to assure proper alignment, orientation, and grade of all major features of work. The Survey shall include all work and shall include as a minimum, but not be limited to, location of lines and grades of footings, exterior walls, centerlines of columns/piers in two directions, major utilities and elevations of floor slabs:
1. Such additional survey control points or system of points thus established shall be checked and certified by a registered land surveyor or registered civil engineer. Furnish such certification to the RE/COR before any work (such as footings, floor slabs, columns, 01 00 01 - 15 walls, crypts, utilities, and other major controlling features) are placed and/or poured as applicable.
2. The forms for the concrete foundations, of the ossuary, columbarium and/or memorial wall elements and complexes, where exposed in the final installation, require tighter construction tolerances than for general foundations (See Drawings for the allowable tolerances). For the exposed foundations of these elements provide such additional survey points and elevations as are needed so a registered land surveyor, or registered civil engineer can quickly check the work and provide the required certification(s) before concrete is poured. The rebar placement, size, and number shall be reviewed by the testing lab and/or A/E design team responsible for the reinforcing design. The reinforcing work shall be reviewed, and modifications made thereto, until acceptable by the reviewer as being in compliance with the design as indicated and specified in the Contract
Documents, is granted to the RE/COR in writing. The Contractor shall install and adjust the forms sufficiently in advance of scheduling the concrete pour(s) so they can be checked and certified prior to concrete being poured. The required certification(s) by the registered surveyor or engineer to the Contractor and/or RE/COR shall be provided before concrete is poured in the forms. The signed certification(s) shall identify the specific forms for which the certification is applicable, and shall contain language that clearly indicated that the identified foundation forms for the portions of the work that will be exposed in the final installation, and to a depth below expansion joints where the foundations abut new rigid hardscape (concrete, stone, pavers, etc.) are at the correct location, correct dimensions, and correct orientation, and that the indicated pour elevations are correct, all according to the contract drawings, within the allowable construction tolerances for layout and elevation of this work. The Certification that the form work and elevations are according to the design drawings, within allowable construction tolerances (which need to be indicated in the certification) should be provided to the RE/COR for review and acceptance prior to concrete for the foundations being poured.
D. During progress of work, and particularly as work progresses, the Contractor shall have line, location, grades and plumbness of all form work checked and certified by a registered land surveyor or registered civil engineer as meeting requirements of contract drawings. The
Contractor shall be responsible for the adequacy of the bracing for the concrete forms, through his Quality Control activities, to ensure that the forms do not move more than the acceptable tolerances. The Contractor quality control shall verify that the forms have not moved beyond the allowable tolerances after the concrete is poured. If the poured concrete is not within the allowable tolerances, the variations shall be immediately be brought to the attention of the RE/COR. The work shall be removed and replaced according to the contract
01 00 01 - 16 documents unless the Contractor submits documentation for a contract modification, and it is approved. The survey work for checking the installation is in accordance with the Contract
Documents shall be performed at the same level of accuracy as the layout survey work.
Following the Contractor's placement of forms and reinforcing the work shall be verified as being in compliance with the Contract Documents as indicated herein, and the Licensed
Surveyor or Professional Engineer shall furnish such certification to the RE/COR before any items of concrete work are placed. Upon removal of the forms from the concrete pour, the location and elevation shall again be surveyed, and a certification provided as to the location and elevation being in conformance with the contract documents shall be provided. If this certification cannot be provided because the work is not in conformance with the contract requirements, the surveyor shall identify where and how the work is not in conformance, in writing to the RE/COR. In addition, furnish to the RE/COR certificates from a registered land surveyor or registered civil engineer that the following work is complete in every respect as required by contract drawings:
1. Placement of preplaced crypts in their respective fields, prior to any backfill around and/or between the crypts being placed. When the work is in compliance with the Contract
Documents, the certification indicating that the preplaced crypts are installed in accordance with the contract documents (at the correct location within the plots, at the correct elevation(s) and at the correct spacing) all within the allowable construction tolerances indicated in the Construction Documents, with the tolerances being indicated in the certification.
2. The earthwork installation around and on top of the preplaced crypts, and the final grading and compaction, just before the sod is placed on top of the preplaced crypts in the locations indicated.
3. The installation of the precast niche units on top of the foundation, making sure the overall length and alignment of the units is according to the contract documents.
E. During construction, and specifically before elements are buried, survey shots shall be taken of the installed facilities, using either conventional survey methods, or by the use of calibrated and ground-controlled GPS coordinates to "centimeter" grade accuracy.
F. Follow the survey requirements for documenting the constructed facilities as identified in the
Sections in Division 11 for the GPS/GIS work especially the requirements for measuring, recording, documenting and saving the location and elevation of all of the site work construction so the GIS mapping of the facilities can be completed as specified. Each point of data collected, for the elements being constructed, shall include all of the information required in the Division 11 Specifications, including but not limited to: precise location by coordinates (X and Y) and the elevation (Z coordinate) for each survey shot taken.
Conventional survey shots, taken to the same accuracy as the layout work, shall be taken
01 00 01 - 17 and used to verify and certify to the RE/COR that the work elements are constructed at locations and elevations as indicated in the Construction Documents within the allowable tolerances. The coordinate and elevation data for the survey shots of constructed elements, as the other relevant point data, shall be recorded and used to create the electronic "As-Built" drawings as well as for creation of the GIS mapping to be included in the GPS/GIS system installation as specified. All the constructed features, unless specifically excluded, are to be included in this effort to include, but are not limited to:
1. Lines of each building and/or addition.
2. Elevations of bottoms of footings and tops of floors of each building and/or addition.
3. Lines and elevations of sewers and of all outside distribution systems, sanitary pumping system as well as disposal system.
4. Lines and elevations of key points for all other buried infrastructure, sufficient to be able to locate the features as well as know the depth below ground at each location point.
Key points include all bends fittings, connections, and for curved elements a recording of location point and elevation not to exceed 25 feet intervals.
5. Location of all sprinkler heads, valves, fittings, and other appurtenances as clarified in the paragraphs describing irrigation system electronic "As-Built" and/or GPS/GIS data collection.
6. Lines of grave plot documentation. Monuments and cleanouts are to be included.
7. Lines and elevations of all swales and interment areas.
8. Lines and elevations of roads, walks, yards, curbs, plazas, pads and all features that are visible as part of the finished grade.
9. Lines and elevations of top of pre-placed crypts.
10. Lines and elevations of grade over pre-placed crypts.
11. Northing/Easting coordinate and elevation coordinate (value) shall be recorded for every survey shot taken to record the features being constructed (outside of all the building footprints). This shall include, but not be limited to locations of all water, sanitary, storm, gas and irrigation structures, directional fittings, control wire and lines, as well as any other features or elements indicated in the GPS/GIS sections and required to complete an accurate "As-Built" record to be used to create "As-Built" drawings and the GIS mapping of the Cemetery. Refer to the GPS/GIS sections for additional information on the requirements for creating and displaying the information from this survey information.
Elevation information if specifically required for the survey data collection, so points indicating the depth below finished grade can be displayed in the GIS mapping at each data collection point for the features, whether exposed at the surface, or buried.
F. Upon completion of the work, the Contractor shall furnish the RE/COR with reproducible drawings, in AutoCAD form, at the scale of the contract drawings, showing the finished grade
01 00 01 - 18 on the grid developed for constructing the work, (no greater than 25-foot grid) including burial monuments and fifty-foot stationing along new road centerlines. These drawings shall bear the seal of the registered land surveyor or registered civil engineer.
G. Perform the surveying and layout work of this and other articles and specifications in accordance with the provisions of Article "Professional Surveying Services".
1.15 AS-BUILT DRAWINGS (PRINT AND ELECTRONIC)
A. Maintain one full size drawing set of as-built drawings with red lines that show all as-built conditions (post with RFIs, modifications, clarifications, etc.) which are to be kept current during construction of the project. Red line set of drawings shall be turned over to the VA at the completion of the project as part of the project closeout documents. Contractor shall have the red line drawings digitally scanned and the electronic copy of the red line drawings shall be turned over on DVD to the VA.
B. All variations shall be shown in the same general detail as used in the contract drawings. To ensure compliance, as-built drawings shall be made available for the RE/COR's review, as often as requested.
