Relevant complexity aspects include (in descending order or importance):
· VA/NCA National Cemetery projects (Very Relevant)
· State/local/private cemetery projects (Very Relevant)
· Projects requiring the construction of multiple features typical to a National Cemetery such as pre-placed crypts, columbarium niches, memorial walls, cast or natural stone columbarium caps, cast or natural stone veneers, turf (sod) placement and maintenance, tree and shrub placement and maintenance, irrigation systems with mainlines exceeding 4-inch in diameter, irrigation central control systems, roadways, wetlands/environmental remediation or restoration. If completed Questionnaires are not received timely by the Contracting Officer from the owner’s representative, the Government reserves the right to disregard them, contact the references directly or obtain the requested information, or obtain the information from any other sources.
Note: Multi-division or regionalized firms should submit projects performed by the division/business segment that would, if selected, perform the construction on this contract. 6. SOLICITATION REQUIREMENTS, TERMS AND CONDITIONS
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or sub-factors. Offerors must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale.
The Government will evaluate the following aspects of the Offeror’s price proposal 1) reasonableness, 2) completeness, 3) price Reasonableness:
A fair and reasonable price has been described as the price that a prudent businessperson would pay for an item or service under competitive market conditions, given a reasonable knowledge of the marketplace. The Federal Acquisition Regulations clearly establishes the need to determine a price to be fair and reasonable prior to a Government Contracting Officer or Ordering Officer making a contract award. The Government anticipates adequate price competition will result from this solicitation. Therefore, the Government intends to compare prices received from offerors against each other IAW FAR 15.404-1(b)(2)(i) to determine price reasonableness. However, the Government may use any of the price proposal analysis techniques specified under FAR 15.404-1(b)(2), as necessary & appropriate, to determine price reasonableness.
Completeness:
The Government will ensure the Offeror’s pricing proposals include verification for completeness and accuracy. The Government will verify proposal include prices for all CLIN Items. The Government will also perform a general review of submissions to verify math calculations in the schedules and perform a cross-check of amounts that are common to two or more of the schedules.
Based upon the proposed price for the CLIN Items, a determination will be made as to whether the Offeror properly understands the price proposal instructions and properly completed the pricing tables. A determination will be made regarding whether the price appears unbalanced either for the total price of the proposal or separately priced line items. An unbalanced proposal is one that incorporates prices that are less than price for some items and/or prices that are overstated for other items. An unbalanced price proposal will be considered grounds for rejection of the proposal as non-responsive.
Price:
Proposed prices that the Contracting Officer determines to be Reasonable and Complete will be compared against each other & ranked from lowest to highest.
Price analysis and a best value decision will be based upon offeror’s proposed pricing for CLINs 001 and 002 combined.
All work is to be performed within the period of performance specified in the solicitation. Pricing should reflect performing the work within the period of performance specified in the solicitation.

If the threshold for submission of certified cost or pricing data specified in FAR 15.403–4(a)(1) is adjusted for inflation as set forth in FAR 1.109(a), then pursuant to FAR 1.109(d) the changed threshold applies throughout the remaining term of the contract, unless there is a subsequent threshold adjustment.
(b) The Contractor shall require the subcontractor to certify in substantially the form prescribed in FAR 15.406-2 that, to the best of its knowledge and belief, the data submitted under paragraph (a) of this clause were accurate, complete, and current as of the date of agreement on the negotiated price of the subcontract or subcontract modification.
(c) In each subcontract that, when entered into, exceeds the threshold for submission of certified cost or pricing data in FAR 15.403–4(a)(1), the Contractor shall insert either—
(1) The substance of this clause, including this paragraph (c), if paragraph (a) of this clause requires submission of certified cost or pricing data for the subcontract; or

(a) Exceptions from certified cost or pricing data. (1) In lieu of submitting certified cost or pricing data, offerors may submit a written request for exception by submitting the information described in the following subparagraphs. The Contracting Officer may require additional supporting information, but only to the extent necessary to determine whether an exception should be granted, and whether the price is fair and reasonable.
(i) Identification of the law or regulation establishing the price offered. If the price is controlled under law by periodic rulings, reviews, or similar actions of a governmental body, attach a copy of the controlling document, unless it was previously submitted to the contracting office.
