ATTACHMENT A
STATEMENT OF WORK (SOW)
1. Date : TBD
2. Contract Title.
Hussey Collection Analysis.
3. Background.
In 2010 two major and several minor projects were initiated by the VA. These projects included the Major renovation of Building 86. In order to complete these projects and be in compliance with the National Historic Preservation Act and Section 106, the Walla Walla VAMC had to consult with various parties and draft a Memorandum of Agreement (MOA) that would mitigate for the discovery of archaeological resources, manage architectural design changes or updates, and manage existing cultural resources, to include the built environment. The MOA was executed in 2010 and revised in 2017 (executed April 2017). Included under the umbrella of management of existing cultural resources, is the completion of the Historic Preservation Plan (HPP), the creation and management of a GIS database detailing all archaeological sites on campus, a
Cultural Landscape Report (CLR), the completion of the National Register Nomination to include updated evaluations of campus buildings (both VA Era and Fort Era), and damage assessments for four archaeological sites. Stipulation VII of the MOA states the requirements for the HPP, National Register Nomination Form update, and CLR. The GIS Database is a requirement of the
HPP. The HPP and the National Register Nomination Form update are approximately 90% complete and were started under the original MOA. When the MOA terminated so did the work.
Now that the same MOA has been revised, work needs to continue. The CLR and GIS Database were never started and will need to be initiated and completed. The legal document driving this effort is the 2017 MOA.
4. Scope.
This effort is up to a five year project. Although the HPP and National Register Nomination Form update are approximately 90% complete, there are a number of comments from MOA signatories that will need to be addressed, document updates, and various site visits to gather building data and site information.
For the HPP, an extensive review of the existing document, updates where necessary, review of comments, and additional research will be necessary. This is a large effort and personnel should have experience in western frontier archaeology and history as well as military history, in particular frontier military history.
For the National Register Nomination form update, the building evaluations will need to be completed by a qualified architectural historian with experience in frontier military historical buildings and a solid knowledge of various architectural styles over time.
The GIS database was never started. This effort will include gathering any and all GPS data, analyzing said data, and compiling it into a large database then creating a working map. GPS data is housed in a few places, therefore coordination with Fort Walla Walla Museum, Eastern
Washington University, and a review of existing data housed in Walla Walla VAMC files will be necessary.
The CLR was never started. This will entail site visits, document gathering and verification, and extensive research.
Site damage assessments for archaeological sites 45WW331, 45WW304, 45WW305, and
45WW330.
5. Specific Tasks.
There are six deliverables for this project:
1. The completed HPP, to include updates to all sections and consultation with signatories to address all comments and concerns.
2. The GIS database should be a comprehensive Excel Spreadsheet and a working map of all archaeological sites, to include the district, on the Walla Walla VAMC.
3. The National Register Nomination Form update will need an expansion of the archaeological section and a review and updated evaluations of the build environment.
This will also include a review of the current Fort Walla Walla Historic District
Boundaries.
4. The CLR has not been started and will require extensive research and a comprehensive written report detailing both historical and Pre-Contact use of the Walla Walla VAMC property, formerly Fort Walla Walla.
5. Four sites were damaged during construction work that began in 2010. These sites, although now buried, will need full damage assessments. This will require a review of existing documentation (site records, etc.) and a report for each site that will be added to their individual records within WISSARD. These reports will need to be reviewed by the signatories prior to submission.
6. The final deliverable is a brief bi-weekly progress report that will detail the current status of the analysis and reports.
****REFER to table in Section 13 below for deliverable due dates.
6. Performance Monitoring
The COTR will require a bi-weekly typewritten progress report detailing status. This information will be reported to the CFM PM and the signatories of the 2017 MOA.
7. Security Requirements
This project does not include anything related to patient information nor does it allow for access to the secure VA network.
8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).
