About this file
This is Amendment 2 to Solicitation 36C10D26Q0144 for Physical Access Control (PACS) Maintenance services issued by the Department of Veterans Affairs, Veterans Benefits Administration Acquisition Directorate. The amendment dissolves the previous Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside and converts the solicitation to unrestricted, full and open competition. The solicitation is for maintenance services for the PACS system located at the VBA's Providence, Rhode Island Regional Benefits Office. Key dates have been updated: the question and answer period extends until August 7, 2026 at 12:30 PM EST, and the solicitation response deadline is August 14, 2026 at 3:00 PM EDT. Vendors must submit quotes in four volumes: Technical (5-page maximum), Past Performance (no page limit), Price, and Solicitation Documents. The Technical volume requires demonstration of recent and relevant experience on at least one similar contract and certification that the prime or subcontractor is an approved reseller and factory-trained authorized service technician for Genetec Physical Access Controls. Evaluation criteria are equally weighted among Technical, Past Performance, and Price, with Technical and Past Performance determined on a pass/fail basis. Price evaluation includes HUBZone small business preference and additional credit for certified SDVOSB offerors (10% price reduction) and certified VOSB offerors (5% price reduction) when properly registered in the SBA's Dynamic Small Business database. The Government intends to award one purchase order to the quoter offering the best value, with prices evaluated for reasonableness under FAR Part 12 procedures.

8.3.1. VOLUME 1, TECHNICAL INFORMATION
· The Technical quote shall be submitted in accordance with the instructions contained herein. In no case shall statements such as “we comply with the requirements of the purchase order” or its equivalent be acceptable to meet the requirements of this request for quote. A quote that merely promises to accomplish the requirements of the RFQ may be considered unacceptable. A quote that is orderly and sufficiently documented will enable the Government to easily understand and perform a thorough and fair evaluation. The Technical Volume of the Quote shall not include price or pricing information.
· The quoter shall provide recent and relevant Experience information with a minimum of one contract where similar services were completed.
· Quoters shall provide evidence of the prime or subcontractor being an approved reseller and being a factory trained authorized service technician for Genetec Physical Access Controls.
· For consistency, please describe your Experience as follows per project:
· Recency: State the time frame including dates (from month/year to month/year) of the recent effort. Recency is defined as Contracts/purchase orders/task orders that are 75% complete or completed within the past five years from the date Quotes are due. The 75% completion applies to active contracts that include a base and option years. Thus 75% completion of an active contract's base year is considered recent. And active contracts that are on option years are considered recent.
· • Relevancy: State the title of the effort, contract number, and whether you or your major subcontractor are/were the prime or a subcontractor on the effort. Provide a detailed description of services provided and relevance of the referenced contract to the current requirement. Relevancy is defined as a contract that is similar in scope of the requirements in the Request for Quote.
· Scope compares how well the requirements in the Request for Quote’s SOW align with those of the contract referenced.
8.3.2. VOLUME 2, PAST PERFORMANCE INFORMATION
· Past Performance may include current on-going (present) performance. Do not include price or pricing information for this requirement in this section. Volume 2 past performance information shall include information for one (1) recent and relevant project. Failure to provide past performance information will result in a neutral rating which will not have a positive or negative effect on the past performance evaluation.
· The Volume Two (2) past performance information shall include a written narrative describing information for one (1) recent and relevant project as follows: Contract Number (when applicable), Contracting Officer’s(CO): Name, Phone number and Email address, Contracting Officer’s Representatives (COR): Name, Phone number and Email address, Non-Government Points of Contact (if applicable), Total Contract Value at time of award and final price after any/all modifications, Initial Period of Performance (POP) and final POP after any/all modifications, Detailed description of services provided and relevance of the referenced contract to the current requirement, and reason for any modifications which affected price or performance period.
· The Volume Two (2) past performance information shall correlate with one (1) Past Performance Questionnaire (PPQ) (see Section D of RFP for PPQ form). No more than one (1) PPQ shall be submitted. If more than one (1) is submitted, then only the first PPQ received will be evaluated. Former, current or planned subcontractors of the proposed prime contractor for this requirement may not submit a PPQ evaluating the proposed prime contractor for this requirement or other proposed subcontractors for this requirement and any such references received will be rejected. Additionally, the proposed prime contractor for this requirement may not submit a PPQ evaluating a planned subcontractor and any such references received will be rejected. Please clearly state in Volume Two (2) and the corresponding PPQ whether the past performance information pertains to the prime or a proposed subcontractor for this requirement.
· No more than one (1) Past Performance Questionnaire (PPQ) shall be submitted for contracts/purchase orders/task orders performed within the last five years. It is Quoter’s responsibility to submit a PPQ to the Evaluator from their previous contracts, purchase orders/task orders. To be considered, the PPQ must be completed by the EVALUATOR and emailed directly by the Evaluator to the Contract Specialist at Joshua.Gallien@va.gov prior to the due date and time located within block 8 of the SF1449. All PPQs received after the Quote due date and time may not be considered. PPQs submitted directly by the Quoter responding to this RFQ or completed by the Quoter responding to this RFQ will not be considered. The Government may contact the Evaluators for any clarifications. The Evaluator is the final individual/customer/end user who received the services and has knowledge of the Quoter’s performance of those services rendered. The evaluator shall not be the firm(s) responding to this request for quote.
· A Quoter with no Past Performance shall be evaluated as “neutral.”
· Definitions:
· Recency: Contract/purchase orders/task orders that 75% complete or completed within the past five years from the date proposals are due, shall be considered recent. The 75% applies to active contracts that include a base and option years. Thus 75% completion of an active contract’s base year is considered recent. And the active contracts that are on option years are considered recent.
· Relevancy: is defined as a contract that is similar in scope of the requirements in the solicitation.
· Major subcontractors are defined as the subcontractors who received the highest percent of the value of the contract.
· Neutral: No current and/or relevant performance record is identifiable upon which to base a meaningful performance risk prediction.
8.3.3. VOLUME 3 PRICE
The Quoter shall complete the Solicitation’s section B. Price\Cost Schedule. All prices shall be fully burdened and represented in TWO DECIMAL POSITIONS ONLY.
8.3.4. VOLUME 4, SOLICIATION OFFER AND AWARD DOCUMENTS AND CERTIFCATIONS/REPRESENTATIONS

After reviewing SAM information, the Quoter verifies by submission of this quote that the representations and certifications currently posted electronically have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard(s) applicable to the NAICS code(s) referenced for this solicitation), at the time this quote is submitted and are incorporated in this quote by reference (see RFO 52.204-7(c)(1)).
A.2 ADDENDUM to 52.212-2 EVALUATION- COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
I. INTRODUCTION
This evaluation plan describes the evaluation procedures that will be used to conduct a “competitive acquisition” for a purchase order for Physical Access Control (PACS) Maintenance. The Government will award a single all or none purchase order in accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 12 procedures. Technical, Past Performance and price are equally important.
II. THE EVALUATION PROCESS
A. Purpose: In accordance with RFO part 12 procedures, the purpose of this Evaluation Plan is to establish the method by which the Government will select the Contractor to provide the Veterans Benefits Administration with PACS Maintenance services. Evaluation of written quotes is utilized to determine the quotes that appear to meet the technical requirements to be able to perform with minimal risk to the Government.
B. Evaluation Procedures-
i. The Contracting Officer will conduct quote compliance review after solicitation closing for determination of basic quote adequacy prior to providing the quotes to the evaluator. Failure to provide a complete quote as required by the solicitation, may result in the quote being removed from further consideration for award.
ii. Noncompliance with the RFQ requirements may raise serious questions regarding a Vendor’s technical and/or cost performance and may be grounds to eliminate the quote from consideration for a purchase order award. Failure to include all information requested in the order requested may adversely affect the evaluation. A quote that merely reiterates or promises to accomplish the requirements of the RFQ will be considered unacceptable. A quote that is orderly and sufficiently documented will be easy for the Government to understand and will enable the Government to perform a thorough and fair evaluation.
iii. Pages exceeding the total allowable page limit for the technical factor, will not be forwarded to the evaluator for evaluation, and will not be evaluated.
iv. The evaluator shall review, evaluate, and document whether or not a quote is acceptable. A rating of “Acceptable” or “Unacceptable” will be given by the evaluator at the factor level.
v. The Contracting Officer will evaluate the reasonableness of the total proposed price for the requirement.
C. Evaluation Factor Criteria:
Government Technical Evaluator will rate technical based on the information contained in the technical quote. The evaluation will be two Subfactors as follows:
i) Experience
ii) Certifications
2. Past Performance Evaluation Criteria:
The Government will conduct a Past Performance evaluation based upon the Past Performance of the Quoter as it relates to the probability of successful performance of the work required by the solicitation. It considers each Quoter demonstrated recent, relevant record and acceptable performance in supplying services that met the contract requirements.
3. Price Evaluation Criteria:
Price shall be evaluated by the contracting officer to determine whether or not it is fair and reasonable in accordance with RFO part 12 procedures.
D. Technical Evaluation Procedures:
1. All quotes passing the compliance check will be evaluated for Technical Acceptability. The evaluation factor addressed in the technical quote determines whether the Quoter can provide all work required under this solicitation. The rating focuses on the acceptability of the quote and shall be assessed at the factor level. The technical evaluation shall consist of assigning either a “Acceptable” or “Unacceptable” rating when evaluating whether the quoter’s quote is acceptable.
2. The technical rating utilizes two subfactors to develop one technical rating. The government evaluator shall assess whether the quote demonstrated experience and certifications as follows:
Subfactor 1: Experience: The quote shall demonstrate recent and relevant experience on at least one contract. Only quotes that provide recent and relevant experience with at least one contract will be eligible for award. Any quote not demonstrating compliance with this subfactor, will be determined to not meet this requirement.
Subfactor 2: Certification: The quote shall contain confirmation of the prime or subcontractor being an approved reseller and being a factory trained authorized service technician for Genetec Physical Access Controls. Only quotes that provide certifications as stated will be eligible for award. Any quote not demonstrating compliance with this subfactor, will be determined to not meet this requirement.
E. Past Performance Evaluation Procedures:
i. To conduct the performance risk assessment, the Government will use the information provided in the Past Performance Questionnaire and may use data obtained from other sources. The Government may but is not limited to: evaluate present and past performance information through the use of discussions with the references provided; use data independently obtained from other Government or commercial sources, including, but not limited to, Government databases; and/or rely upon personal business experience with the Quoter.
ii. The government will evaluate the Past Performance Questionnaire (PPQ) to determine whether the Vendor’s demonstrated an acceptable past performance record that is both recent and relevant. The evaluation shall consist of assigning either a “Acceptable”, “Unacceptable” rating when evaluating whether the PPQ demonstrated an acceptable past performance record. Only information on one project/contract along with one corresponding PPQ shall be submitted. The PPQ must be for the prime and must be sent directly to the contracting officer from the reference, any PPQ received from the quoter will not be reviewed.
iii. The evaluator shall evaluate and document whether the past performance questionnaire (PPQ) received is considered a recent and relevant record of performance in supplying services that meet the contract requirements. If the past performance information is NOT considered relevant and recent then, no relevant and recent performance record identifiable; equates to a neutral rating having no positive or negative evaluation significance. The rating includes consideration of demonstrated acceptable past performance record which is considered relevant and recent.
F. Definitions
i. Recency: Performance ratings for contracts/purchase orders/task orders that are 75% complete or completed within the past five years from the date Quotes are due, shall be considered recent. The 75% completion applies to active contracts that include a base and option years. Thus 75% completion of an active contract's base year is considered recent past performance. And active contracts that are on option years are considered recent past performance.
ii. Relevancy is defined as a contract that is scope of the requirements in the solicitation.
iii. Scope compares how well the requirements in the solicitation’s SOW align with those of the past performance referenced.
G. Price:
The Government shall evaluate price to determine whether or not it is considered fair and reasonable in accordance with RFO 12 procedures. The total evaluated price will be the sum of all Line-Item Numbers. Price will be evaluated to determine reasonableness based upon the total price of the award to include the option periods and any possible contract extensions made under FAR Clause 52.217-8, Option to Extend Services. For purposes of award of this task order, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the task order. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the task order each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all quotes relative to each other, and will not affect the ranking of quotes based on price, unless, after reviewing the quotes, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
As stated in VAAR Clause 852.215-70, extra credit will be given to properly registered SDVOSB/VOSB’s. Please Note: To receive credit offerors shall be verified in the SBA’s Dynamic Small Business database.
(1) A qualifying SDVOSB’s Evaluated Price will be set at 10% less than their quoted price.
(2) A qualifying VOSB’s Evaluated Price will be set at 5% less than their quoted price.
All other Acceptable Quotes will have Evaluated Prices equal to their quoted price.
III. AWARD
A. Award shall be made based on the best overall (i.e., best value) quotes that are determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: Technical and Past Performance are pass or fail and Price. The Government will award a purchase order to the quoter that proposes the best value to the Government. The Government intends to award one (1) purchase order.
