Initial Outfitting, Activation, and Transitioning Contract Questions / Answers to Solicitation RFQ 36A77620Q0143
1. Reference: Solicitation Section E, E.1 (F)(2), Pg. 33 Would the VA consider allowing the Transition Plan to be outside of page count (i.e., an attachment)? It will be extremely difficult to provide a technical approach to all the PWS task areas with the Transition Plan included in the same 8 pages.
Answer: Page limit is increased to 15 pages for the Technical Submission.
2. Reference: PWS, 15.2 Comprehensive FF&E Planning Support and 16.2 Activation, Installation, Transition, and Relocation Services/Move Plan Implementation, Pg. 12 and 20 IT Planning/activation question: Where/at what point does the VA plan to image the end user devices? Will the IOT&A contractor deploy the computers after the VA images them?
Answer: VA IT personnel will format equipment at the new clinic. VA personnel will deploy to the appropriate work location.
3. Reference: General Could the VA provide the estimated start date just to ensure all bidders use the same date?
Answer: Estimated Effective Date is June 1, 2020
4. Reference: PWS 3.0 Background, Pg. 02 What is the approximate mileage from each of the four existing clinics to the new clinic at 7932 Little Rd.?
Answer: Addressed in Section 16.2, page 21
5. Reference: General Since solicitation 36A77620Q0079 (Tampa NBT) supports the same client/VA hospital and the on-site Activation PM will be working in the same physical location on both ‘0079 and this solicitation, our question is, can IOT&A bidders propose the same Activation PM for both projects? Or does the VA require two different full time Activation PMs – one full time Activation PM supporting ‘0079, Tampa NBT and one full time Activation PM supporting ‘0143 New Port Richey?
Answer: One full time for each project.
6. Reference: Performance Work Statement, Paragraph 15.4, IT/IM CONOPS “assess and determine the infrastructure required to support low voltage systems medical and non-medical”. Does this apply only to the systems shown in ATTACHMENT M - FF E Acquisition List - 02072020 - Tampa NPR or are there additional low voltage systems to be provided by the GC that the IOT&A contractor will need to account for?
Answer: Only to those listed in Attachment M.
7. Reference: ATTACHMENT M - FF E Acquisition List – 02072020 Tampa NPR includes LAN equipment that acquisition packages should be prepared for. Was the LAN equipment identified on the FF E Acquisition List part of a completed, existing network design or is the IOT&A contractor expected to design or validate the network design?
Answer: They are part of a completed design
8. Reference: PWS, Paragraph 16.2 page 21 includes a requirement for physical movement of administrative files, PII files, accountable equipment, expendable supplies, FF&E identified to be reused in the reuse plan, and 900 boxes. Are the 900 boxes inclusive of the administrative files, PII files, and expendable supplies or in addition to the administrative files, PII files, and expendable supplies?
Answer: The 900-box estimate is for office contents as listed in the PWS
9. Reference: ATTACHMENT M - FF E Acquisition List – 02072020 Tampa NPR, indicates 2 JSNs (X2100 qty2 and X5900 qty2) that will be relocated. Movement of these items by anyone other than the manufacturer is costly and may void the warranty. Is the cost to relocate of these items to be included in the IOT&A contractors price for CLIN 0008, Activation, Installation, Transitioning, and Relocation Services/Move Plan Implementation or should the IOT&A contractor simply include the cost to prepare acquisition packages for the VA to purchase relocation services from the manufacturer for these items?
Answer: Contractor to include the cost to prepare acquisition packages for the VA to purchase relocation services in CLIN 0008
10. Reference: General Can the VA identify currently planned number of pieces of equipment to be relocated? We recognize that this number will change based on the final reuse plan but a rough order of magnitude or % is useful to estimate the level of effort.
Answer: There are approximately 3,000 items on the current reuse plan. Per this contract, the reuse plan is to be updated. Appx 5% of the new re-use plan is expected to be relocated into the new clinic.
11. Reference: General Will the IOT&A contractor have any responsibility to move existing equipment form the current clinic that is not reused in the new CBOC?
Answer: The contractor will not be responsible for moving excess unused equipment.
12. Reference: General What responsibility will the IOT&A contractor have to clean, remove excess furniture/equipment, or assist with building turnover of the existing clinics once the new CBOC is open?
Answer: The contractor will not be responsible for moving excess unused equipment or building cleaning and turnover.
13. Reference: Page 33 of 57 of the Solicitation identifies that a draft Transition Plan should be included in the Technical Submission. A Transition Plan is often several pages. Would you consider excluding the draft Transition Plan from the page count?
Answer: See answer to question #1
14. Reference: General The request to include a draft Transition Plan in the Technical Submission is very vague as a Transition plan can easily be more than the 8 pages allowed for the Technical Submission. Are you looking for a draft of the full Transition Plan or a draft Transition Schedule or a draft Concept of Transition?
Answer: Draft Concept of Transition and Transition Schedule
15. Reference: 15.2 Comprehensive Furniture, Fixtures and Equipment, Pg. 13 What program was the Existing FF&E Database developed in during Phase I? Is the Existing FF&E database the VA asset management system, Maximo?

Answer: The contractor shall utilize and supplement as necessary the New Port Richey Reuse Plan tool on the local VA SharePoint, including user validation of the planned disposition of the items. The life cycle analysis shall include maintenance histories and any other information the Contractor deems relevant. The inventory reuse analysis shall be documented in a report. At a minimum, the report shall identify factors used in determining whether an item was fit for reuse, identify the items to be reused, identify the items to be dispositioned during the implementation phase, and a brief explanation of why the item is unfit for reuse. 69. Reference: Solicitation Section E.8, Evaluation of Offers, page 39 of 57 under 3, Technical Submission “the travel narrative to determine if the proposed travel is appropriate to accomplish the requirement.” seems to contradict with Solicitation Section E.1, Instructions to Offerors (F)(4) Price Submission part a. starting on page 33 of 57 states “Travel will be included in the award on a not-to-exceed – cost reimbursable basis, based on the Government’s travel estimate. Travel will not count towards the total evaluated price, therefore quoters should not submit travel pricing as part of their price submission. The Technical Submission evaluation criteria also seems to contradict Solicitation Section E.1 (F)(4) b. which states “Cost Reimbursable travel is estimated by the Government and is not included in the total evaluated price. Travel will be added at the time of award.”
Question: Should bidders include a travel estimate?
Answer: Solicitation Section E.8 Evaluation of Offerors is amended to read: Technical Submission – The Government will evaluate (1) the technical submission based on PWS to determine the Government’s confidence in the offeror’s approach to meet the requirements; (2) the degree to which the submission describes a detailed technical/management approach for accomplishing the tasks and addresses all management aspects associated with the tasks; (3) the offeror’s Basis of Estimate worksheet to determine if the proposed labor mix and labor hours are appropriate to accomplish each task; and (4) the travel narrative to determine if the proposed travel is appropriate to accomplish the requirement.
Amendment to include NPR Solicitation Question/Answer End of Document
