About this file

This is a Request for Proposal (RFP) solicitation issued by the Housing Authority of the City of Stamford, doing business as Charter Oak Communities (COC), located in Connecticut. The RFP seeks qualified contractors to provide comprehensive Resident Services, Family Self-Sufficiency (FSS) program coordination, and Relocation Services across 24 properties containing 1,539 rental units. Services will be delivered to low-income, moderate-income, and market-rate residents, including seniors and individuals with special needs. Required services encompass case management and resident engagement, data management and reporting, service coordination and advocacy, community programming (workforce development, financial literacy, educational advancement, health and wellness, and recreation), housing stability support, resident leadership development, FSS program management with escrow coordination, and comprehensive relocation services including housing search and move coordination. The solicitation opened April 15, 2026, at 8:00 a.m. EDT with proposals due May 22, 2026, at 2:00 p.m. EDT. Vendor questions must be submitted by May 8, 2026, at 2:00 p.m. EST. Board approval for contract award is anticipated for June 24, 2026. The initial contract period is three years with two optional one-year renewal periods, allowing for a maximum contract term of five years. Charter Oak Communities may select either a single contractor to provide all services or multiple contractors for different service areas.

Contractors must submit fixed hourly rates by personnel category that will remain firm for 120 days from the proposal opening date, with rates including profit, overhead, employee wages and benefits, supplies, materials, insurance, and ancillary costs. Evaluation will follow a best-value approach using four criteria: appropriateness and cost effectiveness of hourly rates (30 points), staff professional experience and ability to provide the full range of services (25 points), experience in resident services, FSS coordination, and relocation services (25 points), and appropriateness of service approach and methodology (20 points). No specific contract value or budget range was disclosed in the solicitation documentation. The RFP contains no identified set-aside designations, disadvantaged enterprise restrictions, or incumbent vendors. Prior to contract award, successful proposers must provide proof of Workers Compensation, General Liability, Professional Liability, Commercial Automobile, and Crime Coverage insurance with specified minimum limits, as well as applicable state business licensing. Contractors will provide personnel on an as-needed basis as required by COC in writing, along with necessary supervision and administrative support. Inquiries should be directed to Zachary Galasso at Charter Oak Communities, 22 Clinton Avenue, Stamford, CT 06902, at 203-391-7626 or zgalasso@charteroakcommunities.org.
