About this file

This document is an attachment to a Request for Proposal (RFP) or bid solicitation issued by the Oregon Department of Transportation (ODOT) for the ODOT Account Manager for the OReGO Road Usage Charge program. The attachment outlines ODOT's requirements for promoting competition among subcontractors and working with Disadvantaged Business Enterprise (DBE) and Certification Office for Business Inclusion and Diversity (COBID) certified firms, as per Oregon state laws and regulations. Respondents are required to describe the steps they will take to meet these requirements if awarded the contract. The RFP/bid solicitation covers services in the state of Oregon, specifically in the jurisdictions of Clackamas County and the City of Salem.

The document does not provide details on pricing terms, set-asides, incumbents, funding requirements, or other financial information. It focuses solely on the requirements for subcontractor competition and engagement with COBID/DBE firms, which will be reviewed by the Evaluation Committee but will not be scored as part of the overall proposal evaluation.

RFP/Bid Solicitation S-7300-00001203 (35078) – ODOT Account Manager for OReGO Road Usage Charge Attachment L Competition Among Subcontractors and COBID/DBE Goals

ORS 367.806(7)(c) requires that ODOT consider procedures to promote competition among subcontractors, and to report on the consideration to the Oregon Transportation Commission. Potential competition can also be a key factor in providing opportunities for COBID (Certification Office for Business Inclusion and Diversity) Certified Firms (e.g., minority-owned, women-owned, service-disabled veteran-owned, and emerging small business) in support of ORS 200.035 and Executive Order 18-03.

In no more than 1 page, please describe what steps your firm will take, if awarded a contract, to promote competition among subcontractors and to work with DBE/COBID businesses, as addressed in ORS 367.806(7)(c) and Exhibit D – Disadvantaged Business Enterprise (DBE) Provisions of RFP Attachment A – Sample Price Agreement.

Responses to this Attachment L will be reviewed by the Evaluation Committee but will not be scored.
