1 4/9/2025 General

I wanted to reach out regarding the list of trade partners that were not able to make the site walk today and see if there is a plan to hold a second site walk in the near future. Our recommendation would be to have a second site walk within the next 2 weeks to allow bidders to see the space to develop questions prior to the RFI submission deadline on the 25th.

Additional site visits will be offered 4/16/2025. See communications specific to this offering under separate cover.

2 4/10/2025 General

Can you please set up another site visit, have other people that will need to see so we can get you a better price? See question 1.

3 4/10/2025 General Do you have any as-built drawings?

Known as-built conditions have been incorporated into the demolition and existing conditions drawings. Please specify what conditions you want to see on as-built documents.

4 4/10/2025 General Will the demolition contractor be able to have more than 1 dumpster on site? Demo contractor will be allowed one dumpster on site.

5 4/10/2025 Demolition Is the demolition work going to be accomplished during normal business hours?

See Specifications Section ”CONTRACTOR USE OF PREMISES”. Work creating sounds or vibrations shall be accomplished during the week between start of off-hours and 6:00 am Monday through Friday.

6 4/10/2025 General

Does the building have a 3 phase - 480 volts - 60 amps breaker we could use for the concrete slab removal?

There is a 480 volt-60 amp breaker in the existing mechanical room ME-AUD.

7 4/10/2025 Demolition Will all the equipment be removed from the protection booth?

yes, all equipment will be removed from booth prior to turnover to contractor.

8 4/11/2025 Demolition

On Drawings HD-121-DP & HD-122-DP, Lists the hazardard materials throughout, Are we to remove all items on the drawings or just some? If not all, can you let us know which items will be removed?

All hazardous materials are to be removed per drawings with following exceptions:

- Doors ROTG2 and ROTG3 are existing to remain;

- Follow specifications and drawing notes for protocols related to LBP. Encapsulation is acceptable and preferred in most locations.

9 4/11/2025 Demolition

In the middle of the auditorium, Letter D, List Black Foil Duct Insulation seams.

Are we to remove the auditorium ceiling to access the ductwork?

No. Do not take down auditorium ceiling. Abatement and demolition needs to happen above the ceiling in the cavity space.

10 4/11/2025 Demolition Are there any as-built drawings? See question 3.

11 4/16/2025 Demolition

Can we use scissor lifts in the hallways around the auditorium to access the ceiling tiles? Electric scissor lift can be used inside the building.

12 4/16/2025 Demolition Can we use the emergency exit by the back of the stage, across from the chair lift to remove some debris?

Use of the exit (999 door) can be coordinated with COTR for pumping of concrete only. The use must be approved by COTR 2 weeks ahead of time and take place off hours between 8pm and 6am.

13 4/16/2025 Demolition How many dumpsters are we allowed to have on site at one time? See question 4.

14 4/16/2025 Demolition Will all the employees need to be badged? Will it cost anything?

See 01 0000 Section 54 Identification Badges. There is no cost.

15 4/16/2025 Demolition

Who is responsible for the disconnection, cut, cap, make safe and removal of all the electrical & mechanical conduits, wiring ductwork and panel boxes beneath the auditorium flooring? (All will need to be removed, because the upper slab is going to drop 3' feet onto the lower slab and don’t know what is connected to the rest of the building.)

The contractor will be responsible for the disconnection, cut, cap, make safe and removal of all the electrical & mechanical conduits, wiring ductwork and panel boxes beneath the auditorium flooring.

16 4/16/2025 Demolition Does anyone know the thickness of the concrete slabs (both upper & lower) ?

Based on historic drawings, the assumption is both slabs are 10": 6" base plus 4" topping. This has not been field verified.

17 4/21/2025 Demolition Does the Smithsonian have a electrical panel box with 208 volts, 60 amp 3 phase, near the auditorium?

Yes, there is a 208 V, 60 amp 4 phase panel in mechanical room ME-AUD.

18 4/21/2025 Demolition

If yes, The best way to breakup the slabs in the auditorium would be with a brok.

If we supply a pigtail, would your electrician be able to tie into your panel box closest to the auditorium?

SI electrician will identify the electrical panel location and secure power to the panel , however the contractor will be responsible for providing the wiring and making the connection to the panel.

19 4/21/2025 Demolition Will all of this work be accomplished in one (1) phase? Yes, this is a one phase project.

Bid Phase RFI Response Issued 5/22/2025

Number Date Received Discipline Question Response 20 4/23/2025 General Please provide the design model if available. Design model will be provided for reference only.

21 4/25/2025 Life Safety

The Public Safety DAS (Life Safety Communication, BDA, Emergency Responder Radio) Network is a mandatory requirement by the Local AHJs (DC’s OUC) for most of new buildings over 25K SF and also any Building Renovation in the Washington DC. Please confirm if this will be a requirement on this project.

This is not required for the renovation of the Baird Auditorium.

22 4/25/2025 010000

Reference specification section 010000. Section 5 indicates that unit prices are to be submitted as part of the RFP proposal; however, the niehter the RFP nor the bid schedule provided include a section for unit prices.

Please confirmed if unit prices are required to be submitted. No unit prices are required at this time.

23 4/25/2025 N/A

Please confirm if there any requirements for full-time or minimum percentage-of-time onsite presence for key personnel, including but not limited to the Sr. Project Manager, Superintendent, CQC Representative, safety manager or Historical Preservation Specialist.

Additionally, can one individual serve in multiple roles (e.g., can the Superintendent also serve as the Historical Preservation Specialist if qualified)?

See 01 0000 Section 21. Site Superintendent, Sr. project manager, and a CQC rep to be onsite fulltime. CQC representative(s) shall not be the same individual as superintendent or project manager (010000 21.3). 21.5.4 CQC specialized supplemental personnel: one individual may hold more than one of the roles listed.

24 4/25/2025 N/A

Please confirm if any temporary systems (MEP, fire protection) are required to maintain occupancy in adjacent spaces.

All adjacent spaces will remain occupied by staff and public. Any shutdown of MEP/FP systems within the construction zone that will affect the adjacent space must be coordinated with the COTR and building management giving adequate notice and done off hours; and spaces must be fully occupiable during regular business hours. We do not anticipate the need for a temporary mechanical unit, generator, pumps, etc. to meeting these requirements.

25 4/25/2025 RFP

The RFP requires that subcontractors be named for specific elements of work. If a subcontractor has not been selected for a particular scope at the time of proposal, is it acceptable to submit a list of prequalified firms under consideration and finalize selection post-award, subject to Contracting Officer approval?

It is acceptable to submit no more than three (3) subcontractors for specific elements of work.

26 4/25/2025 N/A

Given the historic character and structural delicacy of the Baird Auditorium (e.g., Guastavino tile ceiling, bowl-shaped floor slab), are there specific access restrictions or limitations on the use of lifts, scaffolding, or coring methods inside the auditorium?

See question 94. See 01 0000 38. Scaffolding and Platforms. Only electric lifts and equipment inside building.

See question 75 related to monitoring for excessive vibration.

27 4/25/2025 N/A

The drawings note that temporary contractor office space will be provided within the NMNH in an area designated by the COTR. Can the Smithsonian provide a list of potential acceptable locations for the contractor's temporary office space, or identify any specific areas within NMNH that are off limits for use? This will assist in planning and submission of proposed office layout in advance.

Temporary contractor office space can be set up within the footprint of the Baird project space, for example use of the green room.

28 4/25/2025 N/A

Please confirm whether the existing Guastavino tiles containing lead-based glaze (as identified in the hazardous materials report) are to be cleaned, encapsulated, or removed and replaced. If cleaning is required, are there pre-approved methods or mock-up requirements for testing and acceptance?

The hazmat report which is included in the Project Manual documents that the lab was able to demonstrate the lead surface contamination was cleanable from the tile glaze surface and is not integral to the glaze itself. Note #10 on sheet HD-121-DP indicates that the Contractor needs to collect and containerize all waste generated from the cleaning process. Spec 02 8300, “Work Activities Impacting Lead-Containing Materials” dictates minimum training and PPE requirements (OSHA Lead in Construction 29 CFR 1926.62) and waste collection and disposal (EPA 40 CFR Parts 260-279). This work should also be coordinated with the Guastavino tile cleaning procedures outlined in the drawings and spec 04 0110, “Masonry Cleaning”. There are no requirements for testing and acceptance; however, the cleaning of the tile as covered under spec 04 0110, “Masonry Cleaning” needs to be conducted with the knowledge that lead-containing residue is present and proper procedures need to be taken to protect contractors during the process and to properly dispose of the waste generated.

29 4/25/2025 N/A

Should any previously repaired or mismatched tile units be matched in kind (materials, color, jointing, etc.), and will the Smithsonian be providing a reference sample or mockup standard for finish acceptance?

Tiles that appear to be mismatched, previously had coatings applied to the surface. Where noted on the drawings, removal of these coatings is required. For other locations noted on the drawings, the contractor is responsible for matching existing tiles for replication and replacement.

Samples and mock-ups are required per specification section

040180.93 "Guastavino Tilework Restoration." Upon request, a reference sample can be provided for matching texture, glazing, and other properties. However, please note that the tiles range in color and the reference sample provided will not capture that range. The reference sample will need to be returned to the owner upon completion of the project.

Please confirm that during major demolition activities multiple dumpsters will be allowed to be staged with additional space to pull and swop dumpsters.

Multiple dumpsters may be allowed during demolition operations by request and based on space available.

87 4/25/2025

Site Access

Can the carriageway entrance and 999 doors be used for access when concrete must be placed in the auditorium? It will be nearly impossible to pump concrete from the loading dock because system friction will be excessive over that distance. Full size Georgia buggies will not fit in the corridor from the loading dock to the auditorium. Smaller buggies to convey concrete will reduce efficiency, limit pour sizes and increase cost because it will still need to be conveyed by some other means onto the risers and sloped surfaces of the space. Ideally a system pump could be staged near the carriageway entrance and a shorter run of pump hose be run directly to the space. The carriageway could be kept clear and egress available and this would only take place on certain days. Please consider if staging a concrete pump outside near the carriageway and pumping into the building either through the 999 door or existing window openings is acceptable. See question 12.

88 4/25/2025 Site Access

If pumping is not allowed, please provide weight restrictions for the proposal steel structure to determine what or if equipment could be used for placing concrete. See question 12.

89 4/25/2025

Concrete

For determining pour sequence, please confirm if a construction joint is permissible at the bottom of the seating area turn downs.

Confirmed, the proposed pour joint location will be acceptable. Pour sequence information should be provided during CA as a submittal for final review by EOR.

90 4/25/2025

Metal Restoration

On sheet AD-121 note AD112 appears to be asking for window grilles to be removed for restoration. Please confirm if grilles are anchored into masonry or if they can be unbolted. If anchored into masonry please provide instructions on intent for removal.

Most of the bolts used to secure the grilles are in the mortar joints between the glazed brick in the carriageway. They may be unbolted; however reinstallation should use the existing bolt locations to avoid further damage to the historic glazed brick.

91 4/25/2025

Masonry

Restoration

Please confirm the granite base cleaning on A-201 is limited only to the carriageway.

Yes, the granite base cleaning is limited to the carriageway only, generally between column lines 7.0 and 9.0.

92 4/25/2025

General

Please confirm that approximately 180 special events from

9pm-midnight a year should be considered in productivity when working in off hours for work zone 1 and 4 activities.

On average there will be 5-10 events that last until 11pm and an additional 50 lasting until 10pm. Vendors will remain in the building after the events but will not effect contractor work.

93 4/25/2025

General

For determining the sequence of events, should work zones 1 through 4 be considered phases of construction? Would it be acceptable that work zones 1 and 4, which note off hour working activities, to occur concurrently?

Zones can occur concurrently as long as all other criteria for safety and egress are met per specifications and drawings.

94 4/25/2025

General

For the scope of work in the mezzanine level and above the auditorium Guastavino ceiling, are there loading and/or weight restrictions within this space?

Limit construction live loading to 40 psf within mezzanine and 25 psf above Guastavino vaults within accessible chambers. Material storage on Guastavino is not permitted.

No live load permitted on the stage dome hemisphere aside from individual workers.

95 4/25/2025 Roofing

Is there an existing warranty and/or service agreement in place that can be considered for the limited roofing repairs scope of work? No there is not.

96 4/25/2025

Doors

The 999 door is called to be available at all times for egress, but the plans call for the door to be replaced. What is the procedure to follow when it comes time to replace this door?

The schedule for the door replacement is to be coordinated with the COTR and SI Security Officer. Work to occur off-hours so that door remains operable during all normal working/ business hours without exception. Contractor to assure all materials available prior to removal of existing door and beginning of work to minimize duration of work to the greatest extent possible.

97 4/25/2025

Structure

Drawing SF-461-MP note calls for “post locations to be set by allowable slab spans”. Please confirm that post locations have been structurally designed and delegated design is not required.

Confirmed, posts have been structurally designed and delegated design is not requried. The exact coordinates and dimensioned locations of posts is to be set by the contractor based on the provided edge of slab dimensions by the architect and max spacing guidelines provided on SF-

461-MP.

Will sleeves be acceptable in the slab on metal deck for the floor diffusers instead of core drilling? Core drilling will generate excessive noise and water. If sleeves are acceptable, please confirm what material type is acceptable.

Confirmed; intent is to use sleeves for metal deck floor penetrations as noted per structural keynote 41 on SF-411-MP. Refer to details 3 and 4 on SF-501-DT.

99 4/25/2025

Masonry

Restoration

Detail 10 on SF-503 shows how the existing openings in the

Guastavino need to be filled. There is a note that says, “Finish tile installed as part of future work, N.I.C.” The floating tile repair detail (Detail 1/AC-200) calls out sound tiles which will float over cracks in the structural vault; if a new finish tile is installed for this repair, should a new finish tile be installed over the infill?

The floating tile repair (1/AC-200) is independent of the small diameter infill detail (10/SF-503-DT). The note stating “Finish tile installed as part of future work, N.I.C.” is incorrect and instead should reference AC-series drawing for finish tile repairs. Please note that detail 10/SF-503- DT is included for reference only if field conditions reveal any existing openings that require infill and is not keyed on plan drawings at any locations.

100 4/25/2025

Doors

What is the extent of the scope for patching/repair? Please confirm if the door restoration spec is applicable to the project.

Historic wood doors to remain should be cleaned and all loose and flaking paint removed to a sound substrate for refinishing. See Section 09 0391 "Historic Treatment of Plain Painting" for paint removal, surface preparation for refinishing, and refinishing historic wood doors.

Replacement of damaged or deteriorated components that should be repaired or replaced according to Section 08 0314 "Historic Treatment of Wood Doors".

101 4/25/2025

Plaster

Restoration

Detail 1/AF-601 and Detail 2/A-414 call for the installation of

Acoustical Wall Plaster on top of the historic plaster barrel vault, but the Room Finish Schedule calls out the wall finish as ACW and the ceiling as plaster. Please clarify the intent for

ACW installation. Please also confirm whether or not restoration work is needed on the historic plaster barrel vaults before ACW installation.

The barrel vaulted ceiling should be finished in Remove existing non-historic acoustical plaster/ treatment from the existing barrel vault. This treatment does not continue along the walls. The existing plaster wall with reveals should be patched, repaired, and repainted.

102 4/25/2025

Adjustable

Acoustics

Pittsburgh Stage is not listed as an approved acoustic traveler drapery manufacturer per section 2.1B in specification 116112. Pittsburgh Stage fabricates their own curtains and could provide a stage curtain that meets the specified requirements and fabrics. Would a substitution request be accepted?

Yes, a substitution request would be considered, but curtain needs to match architect's sample for fabric type and color. The basis of design is to match the color of Architex Admiral Evergreene.

103 4/25/2025

Auditorium

Seating

Specification 126715 lists only one acceptable manufacture per section 2.1A. Can an alternative manufacturer be considered for this scope? What information would be required to submit a substitution request? See question 49.
