Office of Planning Design & Construction
PROJECT: NASM: Construct Bezos Learning Center (SF Project # 2206101) STEP 2
LAST UPDATED: 5/20/2024
1 Executive Order (EO) 14603 indicates that all federal projects valued at $35 million and above will require a project labor agreement (PLA) unless a federal contracting agency expressly grants an exception.
During Step 1, SI indicated via RFI response that until further notice, a PLA is not required for the BLC project.
Please re-confirm if a project labor agreement will be required on this project.
Until further notice, PLA is not required.
2 The Division 1 specifications document includes a Table of Contents that does not appear to be applicable to this project. Please provide an updated Table of Contents to provide a better understanding of scopes that are applicable to this project but are not yet included in the drawings or narratives.
The design is currently in 35% design development, thus not all tables are available yet. A preliminary draft of the 35%DD submission is to be provided with the latest available information as of that time.
3 Please advise if a site visit can be scheduled for this project.
Thursday, 23MAY2024 at 11am. Please meet on the southwest corner of Jefferson Drive and 4th street. Please wear PPE to include: vest, helmet, gloves, glasses, boots, and long pants. Extra PPE will not be offered on site.
4 Please advise if the laser scan files can be provided for the existing areas impacted by this project. The most recently available laser scan information has been superseded by latest construction conditions. The current state of the BLC project site is that it is under active construction from the Revitalization project, thus all existing conditions info remains in a state of flux.
5 Please provide the Revit model files for the Schematic Design Documents for our use in preparing our technical proposal.
A Dropbox link is being provided to access the available files.
The Work Plan section of the technical proposal requires the contractor to identify one Subcontractor for each of the listed elements of work. It is too early in the preconstruction process to commit to a single subcontractor.
Please confirm that we may list more than one potential subcontractor and please identify how many subcontractors may be listed per element of work.
Please refer to response to RFI 16.
7 Section 019113 states that the government will employ an independent commissioning consultant. Commissioning is currently listed as an element of work that we are to identify a subcontractor for. Please confirm that Commissioning should be removed from this list or clarify the contractor’s responsibility for hiring a commissioning agent.
SI-OPDC is in the process of soliciting a 3rd party commissioning agent (CxA) contractor. Whole-buiding commissioning is a project requirement, thus prospective contractors should identify relevant resources on the contractor's team who would be responsible for meeting Cx coordination and related requirements.
Note 13 on S111N refers to 1972 Structural drawings and 1986 Structural drawings for reference for the existing structure. Please provide these drawings.
The referenced drawings are not the latest available design drawings that apply to current conditions on site. The current state of the BLC project site is that it is under active construction from the Revitalization project, thus all existing conditions info remains in a state of flux.
9 Please provide copies of the existing building As-Builts from both 1982 and 1986 for all disciplines for reference (Arch, MEP, Civil, etc.). If available, please provide the documents used for the demolition of the east building.
It is understood that this request refers to 1972-1976 As-built documentation (rather than 1982) for the Main Building and 1986-1988 As-built information for the demolished Restaurant Addition. This documentation is not available.
10 Are drawings available that would indicate the depth of the 14' x 15' combined sewer tunnel?
The design is currently in 35% design development, thus not all basis-for-design information is available at this time.
There appears to be an existing cistern at the SE corner of the site per C106UP. Are there drawings that would detail this cistern? Would remedial work be required at the system to bring it up to current code and re-use it for this project?
The existing cistern being referenced has been installed during the ongoing Revitalization project, thus as-built information remains in progress.
12 A green roof is indicated at level 02. Is a green roof required at the upper roof area?
No, one is not being planned or designed.
13 A 26'x16' overhead coiling door is indicated at the ramp entrance at column line 14.5 on A011LD. This door shows on the door schedule. On detail 4/A- 030LD, another door is indicated in front of the coiling door as a high-speed fabric door. This door is not indicated in plan or on the door schedule. Is the intent to have two doors at this location?
Yes. The design is currently in 35% design development, and so not all schedules have been developed yet.
14 Are drawings available from the current NASM project that would depict the curtainwall and stone details in the area adjacent to the BLC that require demolition and modification? Reference sheet AD-100. Stone shop drawings and curtainwall shop drawings in addition to contract drawings are requested.
The current state of the BLC project site is that it is under active construction from the Revitalization project, thus all existing conditions info remains in a state of flux and as-built information remains in progress.
15 Please confirm that the Exhibit Fabrication Shop will be vacated during construction to allow for the structural modifications. Please also confirm that spaces inside the existing NASM adjacent to the work area will be vacated to permit the new work to be installed.
The Exhibit Fabrication Shop (Suite P29) is vacant and will remain vacant from occupants and their FF&E during the project. Lower Level spaces to the west of the project scope delineation/Loading Dock will be occupied and in service and the project's design development has been anticipating that.
Page 527 of the solicitation indicates that the work plan requires submission of the names of subcontractors to be utilized for elements listed following paragraph d. This requirement is generally applied to complete design-bid-build projects and not typical for early contractor involvement procurements.
Given the current status of the design we expect the vendors who will be performing on this project to be decided closer to the final design completion and GMP establishment. Please confirm the listing requirement in section d work plan does not apply to this pursuit.
Replace this portion of paragraph (d) on p. 527: “Provide the name of subcontractors for each element of work listed below or indicate what work will be performed by the prime contractor. You will be expected to use the subcontractor listed for each element of work unless written approval for change is received from the Contracting Officer in accordance with the contract clause entitled SUBCONTRACTORS. Failure to indicate who will perform the work for each item below will result in lower scores during evaluation of the proposal. For each subcontractor listed below, list three references with customer contact, address, email address, and telephone number. If the contact cannot be reached by the Smithsonian Institution during the reference evaluation process, the proposal may be scored lower.”
Add this to (d): “During the construction phase, the CMc will compete at least three qualified subcontractors for all work on the project. Provide a list of the major subcontractors for each element of work.”
Please advise if the design model may be made available for coordination of the site utilization plan. We are open to signing a release form if that is requested.
Yes. As stated in RFI 3 response, "Thursday, 23MAY2024 at 11am.Please meet on the southwest corner of Jefferson Drive and 4th street. Please wear PPE to include: vest, helmet, gloves, glasses, boots, and long pants. Extra PPE will not be offered on site."
Our previously submitted RFIs included a request for a site visit of the site and impacted areas of the museum/loading dock. This is important for the development of our technical proposal. Do you know if this will be able to be accommodated?
Please refer to response to RFI 3.
Please advise if CAD files, or the project Revit models can be shared for use in the RFP submission.
As provided in Amendment 4 dated 5/14/2024, "Link to Architectural model as part of the Schematic Design to download is available below:
https://www.dropbox.com/scl/fi/px7d0pqf6f15or8rotu40/2206101-A_BLC- LDR22_SD.rvt?rlkey=zft6pv8bkt5i8rmhsjftwo7az&dl=0 " No other model files are available at this time.
Integrated AV Display is shown on drawing A-402. Who is responsible for furnishing & installing the AV Display? Is there an FF&E matrix for this project?
The design is currently in 35% design development, thus not all tables and schedules are available yet. A preliminary draft of the 35%DD submission is to be provided with the latest available information.
Landscape drawing L-102 LS notes the level 02 green roof to be an extensive green roof. Roof assembly “RF-C” notes the growing media of the green roof to be 3’-6” thick, more in line with intensive green roofs. Please clarify the level 02 green roof type.
The design is currently in 35% design development, thus not all details have been determined yet, and the roof assembly is still undergoing development.
A preliminary draft of the 35%DD submission is to be provided with the latest available information. A green roof would be intended to remain an extensive one that supports shallower root systems, if this feature is ultimately retained in the design. Although planting selections have not been set yet, there would not be trees or shrubs selected for the extensive green roof planter assembly.
22 The Solicitation states “Total period of performance including Pre-construction and Construction is estimated to be from notice to proceed in September 2024 to substantial completion in May 2027.” and “Total period of performance for Preconstruction and Construction Services is 36 months from the date of Notice to Proceed. Period of Performance: 01/22/2024 to 12/30/2027.” Please confirm the schedule for Preconstruction (Start & Finish) and Construction (Start & Finish) Services.
These dates are provided for preliminary planning purposes only. The precise timing depends on completion of solicitation and the input of the successful respondant.
The Solicitation states “The Smithsonian anticipates awarding a contract for pre-construction services by August 2024 and commencing of site preparation activity in early 2025.” vs. Volume 1 Narratives, 14 – Project Schedule shows Construction of Loading Dock not starting until 10/20/2025 and Construction of BLS not starting until 1/12/2026. Please provide a firm date for commencement of site preparation activity for Loading Dock & BLC.
These dates are provided for preliminary planning purposes only. The precise timing depends on completion of solicitation and the input of the successful respondant.
Who is responsible for furnishing & installing the theater specialties? Is there an FF&E matrix for this project?
The design is currently in 35% design development, thus not all tables and schedules are available yet. Although there are not any plans to develop and furnish a theatre in the BLC, the education programming will make use of AV/IT and lighting systems to support its operations. Those system details are still in development, and the intended installation is currently anticipated to be part of the scope of efforts for the prospective contractor's workforce (including subcontractor team). A preliminary draft of the 35%DD submission is to be provided with the latest available information as of that time.
25 Volume 1 Narrative references Spatial Scanning and Photogrammetry of Loading Dock. Please advise if 3D scans of the existing space can be shared before the submission.
3D scans of existing spaces are not being made available prior to the submission. The most recently available laser scan information has been superseded by latest construction conditions. The current state of the BLC project site is that it is under active construction from the Revitalization project, thus all existing conditions info remains in a state of flux.
26 Volume 1 Narrative references the Loading Dock renovations will move forward in advance of the BLC (page Architecture 81). Please confirm the Loading Dock scope of work to be included in the construction of BCL.
For the purposes of responding to the current solicitation Step 2, the floor plan for the BLC in the basement level shall be considered as part of the scope to be assessed, not the footprint of the planned Loading Dock Renovation.
27 Volume 1 Narrative references Geotechnical on-site investigation started January 29,2024 and the findings, and recommendations to be issued under separate cover (page Architecture 253). Please advise if Geotechnical on-site investigation findings and recommendations can be shared before submission.
Findings will not be available prior to submission. Geotechnical on-site investigation is still in progress, and the associated preliminary report information is anticipated with the formal 35%DD submission, which will occur after Part 2 response submission.
28 Who is responsible for furnishing & installing the food service equipment? Is there an FF&E matrix for this project? Volume 1 Narrative references “warm shell space” to be provided for the food service spaces (page Architecture 253). Please confirm food service equipment scope of work to be included in the construction of BCL.
The design is currently in 35% design development, thus not all tables and schedules are available yet. A preliminary draft of the 35%DD submission is to be provided with the latest available information as of that time, yet no specific food service equipment information is anticipated with this preliminary draft information. Preliminary exhaust hood and grease trap information, if any, would be in a very rough draft state.
29 Volume 1 Narrative references Won-Door Fireguard as a means to provide a 2 Hour Separation @ Level 1 opening, while maintaining egress through the large opening as basis-of-design (page Architecture 68). What fire protection is the design team looking for in the 2 hour Won-Door accordion product?
Rated to UL-10B or Rated to ASTM E-119?
As of the current point in design development, the AHJ has been amenable to the 120 min Rated, Tested to UL10B, standard for the basis of design, with appropriate signage and operating instructions given the currently anticipated/potential travel paths through the space noted.
30 Volume 1 Narratives, 14 – Project Schedule shows Construction of Loading Dock starting on 10/20/2025 and Establishing GMP on 11/14/2025. Are the construction of Loading Dock & BCL two separate projects and is it the intent of the SI to issue two separate contracts?
For the purposes of responding to the current solicitation Step 2, the floor plan for the BLC in the basement level shall be considered as part of the scope to be assessed, not the footprint of the planned Loading Dock Renovation.
31 Volume 1 Narrative references several decision points that have been identified through the course of Schematic Design, the resolution of which will be major design drivers as the team initiates 35% Design Development (page Architecture 254). We assume these major design drivers would impact the construction cost. Will these decisions be shared before the submission which would include the construction cost estimate?
The full extent of design decisions will not be determined until after the 35%DD submission and its review. The design team's cost estimate will not be provided. A preliminary draft of the 35%DD submission is to be provided with the latest available information (without cost estimation) as of that time.
32 Has a decision been made for pursuit of renewable energy from photovoltaics on the NASM-NMB roof? As of this time, any pursuit of installing photovoltaics for the NASM Mall
Building (with prospective new addition) would be through a separate acquisition. Coordination of that installation may or may not become part of the BLC scope, that remains undetermined at this time.
33 Volume 1 Narrative references final generator size to be determined (page Architecture 256). Has the generator size been determined?
The determination of the generator size is anticipated with the 35%DD submission which will occur after Part 2 response submission. A preliminary draft of the 35%DD submission is to be provided with the latest available information as of that time.
34 Please clarify if the intent is for field offices to be placed w/in the site/Limits of Disturbance, or if an area would be provided outside the LOD. In addition, please clarify if space will be provided outside the LOD for Construction staging and storage of materials.
All offices, material and contruction staging will be confined to the LOD.
35 Reference Section H, 52.236-S0030 Availability and Use of Utility Services (Jun 2000) (page 48 of 561 of the solicitation) and Section I, 52.236-14 Availability and Use of Utility Services. (APR 1984) (page 122 of 561 of the solicitation), please verify usage fees of temporary utilities including gas, water, electricity, and discharge are NOT to be included in the price proposal.
Please confirm utility consumption on the project will be by The Government.
Confirmed. Utility pricing should not be included in the proposal.
What’s the availability of the electrical service for construction? Will the electrical service be sufficient for the construction activities?
Electrical service on site will support what the SI has anticipated for construction activities.
37 Please verify Federal, State or Local Taxes are to be included in the price proposal amount per Section I, “52.229-S0043 Taxes (Jun 2000)” (page 140 of 561 of the solicitation).
Tax exempt certifications can be provided on request.
Please verify Buy American requirement is applicable per Section I, “52.225- Buy American Act - Construction Materials under Trade Agreements. (AUG 2009)” (page 92 of 561) of the solicitation.
Confirmed.
Reference 52.232-18 Availability of Funds (APR 1984), Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made (page 116 of 561). Please verify per C.2.1 Background (page 18 of 561), SI has received a donation of $200 million from Mr. Jeff Bezos, and the bulk of the gift will fund construction of the Bezos Learning Center (BLC).
The $200 million amount is a commitment by the benefactor to support the Learning Center program over time. This amount includes support for the programming and staff for the Center, as well as the construction of the facility itself, plus some of the donation amount has been designated towards the renewal of exhibits within the Museum. Not all of these funds are being made available for construction and not all of the programming funds have been made fully available yet, given that the project's effort is still in design. Thus the Availability of Funds clause applies.
40 Reference 52.236-1 Performance of Work by the Contractor (APR 1984), The Contractor shall perform on the site, and with its own organization, work equivalent to at least twelve (12) percent of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government (page 118 of 561 of the solicitation), please verify if less than twelve (12) percent of the total amount of work to be performed under the contract is allowed.
This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government (page 118 of 561 of the solicitation)
41 The solicitation states a minimum goal of 40% of the total planned subcontracting dollars shall be placed with small business concerns. At least 10% of total planned subcontracting dollars shall be placed with Small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions; 10% with Women-owned small businesses (WOSB); 7% shall be placed with Hub-zone Small Businesses (HubZone), 7% with Veteran-owned small businesses (VOSB); and 7% with Service Disabled Veteran-owned small businesses (SDV). Reference L.7. 52.222-23 Notice of Requirement for Affirmative Action To Ensure Equal Employment Opportunity for Construction. (FEB 1999) (b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: Goals for minority participation for each trade 28% & Goals for female participation for each trade 6.9%. Please verify the small business concern requirements. Please clarify if both requirements are correct, and if participation can count for multiple requirements.
Participation can count for multiple requirements.
42 Reference 52.236-S5006 Construction Cost Limit (Aug 2010), THE
CONSTRUCTION COST LIMIT (CCL) FOR THIS PROJECT IS
$76,000,000.00. a. At the time the solicitation is issued, a Construction Cost Limit (CCL) has been established by the Smithsonian Institution. The CCL is SI’s upper limit of the construction cost including cost of the work, fees, preconstruction services and contingencies. The sum of the "Pre-Construction Services" and "Construction Services" cannot exceed the CCL. Volume 1 Narrative references the Loading Dock renovations will move forward in advance of the BLC (page Architecture 81). Is the cost of Loading Dock renovations included in the Construction Cost Limit of $76,000,000.00?
No, the Loading Dock project budget is not included in the BLC CCL.
43 Please verify the Laser Scan requirement per Section C – Description/Specifications, C.17 Building Information Modeling, applies to this project, and costs should be included in the Construction Services estimate. Confirmed.
Reference Attachment No #9 to Section J, 1. Offeror’s Ability To Provide CMc Services, Work Plan - Provide the name of subcontractors for each element of work listed below or indicate what work will be performed by the prime contractor. If the contact cannot be reached by the Smithsonian Institution during the reference evaluation process, the proposal may be scored lower and 52.244-S0013 Subcontractors (Jun 2000) (page 155 of 561 of solicitation), item (b) (1) notes the Contractor shall provide this list to the C.O. within ten (10) days after execution of the Contract. Please confirm if Subcontractors may be named following success award and are not required to be named in response to Step 2 of this solicitation.
Please refer to response to RFI 16 included in Amendment 4 dated 5/14/2024, which states: "Replace this portion of paragraph (d) on p. 527:
“Provide the name of subcontractors for each element of work listed below or indicate what work will be performed by the prime contractor. If the contact cannot be reached by the Smithsonian Institution during the reference evaluation process, the proposal may be scored lower.” Add this to (d): “During the construction phase, the CMc will compete at least three qualified subcontractors for all work on the project.
Provide a list of the major subcontractors for each element of work.” A list of the subcontractors being considered is required in response to Step 2.
Please confirm Cost-loaded Critical Path Method Schedule is required per Specification Section 01 2900.
Confirmed
Please provide the preliminary design detail for the existing building and proposed BLC building interfaces for accurate construction cost estimate.
What is the scope at the existing stacked wall stone and wall framing system at the interface?
The design is currently in 35% design development, and a preliminary draft of the 35%DD submission is to be provided to the respondents with the latest available information and that information will continue to develop as the design progresses.
Reference sheet no. A-001 LD, Overall Floor Plan – NASM Basement shows an area to be revitalized and it is noted that revitalization is not in scope.
Please clarify.
In general, the ongoing NASM Revitalization extended to the building's Column Line 14.1 unless otherwise annotated and indicated on that project's contract drawings and documents (for example, installing flood gates at the ramps, constructing a new propane storage area, and other limited efforts fall beyond that boundary). For the purposes of responding to the current solicitation Step 2, the floor plan for the BLC in the basement level shall be considered as part of the scope to be assessed, but not the footprint of the planned Loading Dock Renovation.
Volume 1 Narratives, Floor Plans, Basement, page Architecture 14 shows cistern. What is the scope of work regarding existing cistern?
The intent is to make use of and maintain connectivity to the newly constructed cistern. The design is currently in 35% design development, thus sufficient details and sections are not available yet. A preliminary draft of the 35%DD submission is to be provided to the respondents with the latest available information and that information will continue to develop as the design progresses.
49 Considering the tight site conditions and location of the site (surrounded by Independence Ave./4th St./Jefferson Dr.), can a parking lane and/or travel lane be captured for Construction staging including field offices and storage of materials?
The SI will consider all reasonable requests.
Volume 1 Narratives, Facade Development, Physical Mock Up, page Architecture 57 states the design team built a physical mock-up at full scale of a portion of the facade in Perkins&Will’s Chicago studio. Please provide the list of products/materials and manufacturers used for the physical mock up including but not limited to lighting fixtures, tapered aluminum plate fin, aluminum plate rainscreen.
The façade details are still in development and the latest material recommendations have not yet been evaluated by SI. The referenced mock-up was during the Schematic Design phase and for informational and developmental purposes only. Even so, a preliminary draft of the 35%DD submission is to be provided to the respondents with the latest available information and that information will continue to develop and the associated details will continue to be assessed. Please note that façade details are subject to External Agencies' reviews.
51 Please confirm the existing loading dock will be out of service for the duration of Loading Dock renovations and BLC construction.
The existing loading dock is anticipated to remain out of service for the duration of the anticipated BLC construction and Loading Dock renovation and their design is developing accordingly.
52 Please advise how the new building connects to the existing NASM building.
Should we assume the removal of the existing stone and backup material?
Please provide section cuts.
The design is currently in 35% design development, and a preliminary draft of the 35%DD submission is to be provided to the respondents with the latest available information and that information will continue to develop as the design progresses.
53 . Wall type WT-F indicates "16 ga sheet metal attached to attack side of stud" in plan and section. Is this 16ga sheet metal intended to be continuous?
Please advise on the intent of the extent of this sheet metal.
The design is currently in 35% design development, and a preliminary draft of the 35%DD submission is to be provided to the respondents with the latest available information and that information will continue to develop as the design progresses.
54 Spec 014600 indicates the Contractor owes Delegated Design for the non-glazed facade, and some details provide limited information about what this could include. Please advise what blast loads the building are to be designed to.
The façade details are still in development and the latest material recommendations have not yet been evaluated by SI. Even so, a preliminary draft of the 35%DD submission is to be provided to the respondents with the latest available information and that information will continue to develop and the associated details will continue to be assessed.
55 Items tagged to Key Notes 49, 50, and 51 in the Structural drawings (S-114) are shown as HSS beams but in the architectural drawings and renderings the items appear to be round. This would be a significant price difference. Please advise if these columns are to be HSS or round.
A preliminary draft of the 35%DD submission is to be provided to the respondents with the latest available information and that information will continue to develop and the associated details will continue to be assessed.
56 FX-100DP includes a hatched area at loading dock with the note existing sprinkler and associated piping within hatched area to be removed. The hatched area doesn't extend far enough East to capture the entirely of overhead slab demo shown by note DM5 on sheet A-004LD. Please confirm those sprinkler and associated pipes should be removed.
The fire suppression array being installed in the Loading Dock area by the Revitalization project is for interim/light service conditions and would need to be removed to allow installation of the future project's system array. For the purposes of responding to the current solicitation Step 2, the floor plan and areas for the BLC in the basement level shall be considered as part of the scope to be assessed, but not the footprint of the planned Loading Dock Renovation.
57 A-004LD indicates a significant amount of slab demolition of the plaza level.
Please advise if emergency egress must be maintained for the NASM museum through the Zone 7 East entrance and stair doors to the extent possible during construction.
The assessment of egress needs from the NASM Building's eastern end are being regularly evaluated as the design progresses, and egress will need to be maintained from Zone 7 areas, yet the extent of the specific areas requiring maintained egress has not been fully defined yet. The successful respondent would advise SI about feasible means and methods to maintain egress from these areas.
58 Please confirm that NASM employee parking in the vicinity of the BLC work will be (1) accessed from the west side of the museum during construction of the BLC and (2) employee parking will be cordoned off as necessary to allow the BLC work to progress (e.g. internal wall or slab bracing).
Confirmed that staff and building operation access to parking level areas will be from the west ramp. No staff parking access will be allowed from the east ramp. Building operation access at the east, if and when it should prove to be necessary, would be coordinated as the need arises, but the default access during construction will remain from the west ramp, as it is currently.
59 Paragraph 2 on page 3 of the solicitation states “Total period of performance including Pre-construction and Construction is estimated to be from Notice to Proceed in September 2024 to substantial completion in May 2027.” This would be approximately 32 months. In multiple other places the solicitation refers to the duration as 36 months or 1096 calendar days. Please confirm the period of performance is 1096 calendar days from NTP until substantial completion.
The Period of Performance is 36 months or 1096 calendar days from the NTP date.
60 Note 7 on the bid form states that the offeror may provide up to 15 pages of back-up information supporting the costs shown on the price proposal. Would you consider allowing more than 15 pages if necessary to provide a complete estimate?
Yes
61 Demolition of Plaza level slab: The slab is shown cut along column lines. The location of this cut may compromise the top bars in the adjacent slab to remain. This will create a condition requiring supplemental support structure or temporary bracing of the ETR slab until the new slab is installed and tied in.
While level 01 slab bracing is noted on S110N note 7 for a limited amount of the perimeter of the slab demo (along some of col line 14.1, it is not indicated on the rest of the demo slab perimeter. Would bracing of the ETR plaza level slab be required at the rest of the perimeter? See sketch

62 S001 Foundation Note 4 indicates groundwater elevation at 0'0" which is above the B1 level slab on grade elevation (elev -1'6"). The documents do not seem to indicate existing or new water table mitigation methods. Specifically:
A. are there existing to remain sump pumps currently working to maintain the water table below the B1 -1'6" elevation? (note that the elevator 03 and 04 pits could be -2'6" elevation with their pit foundations as low as -6'6" (elevator
03) and -5'6" (elevator 04). This may necessitate new dedicated sump pits for each of these elevators which is not indicated on the plumbing plans.
B. is there waterproofing below the existing slab on grade? If so, what is it and should it be included with the replacement slab in the budget?
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design, to include whether to retain or replace existing building elements.

64 On A110, there is a note indicating a new 5" topping slab over an existing slab.
Dwg A003 indicates that the existing slab in this area is to be demolished. We recommend that the reference to an existing to remain slab on A110 be eliminated since the structural drawings call for a new 36" thick mat foundation and other footings to be placed at this same location.
This recommendation will be taken into consideration.
65 Is it known if there is existing underslab drainage under the B1 slab? If so, are drawings available to show the routing so that we can determine if it will be impacted by the slab demo and new foundation work?
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design.
66 S111 note 27. Can additional information be provided for the loading dock entry ramp walls? The note indicates we are to assume portions of wall to be reinforced / rebuilt? The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the
67 S111 note 27 refers to a new terrace slab over the loading dock ramp. It is unclear from A004 if the existing slab is to be demolished since it is outside of the new/old matchline. Please confirm that the existing slab over the loading dock entry ramp is to be demolished entirely.
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design.
68 Are drawings available for the existing east wall and foundation structure? It would appear that there may be a need for underpinning at this existing wall in order to accommodate the new 3' deep mat foundation. If the existing wall footing is close to the -1'6" elevation, there may still need to be underpinning to accommodate the mat foundation drop at elevator 03 (potentially -6'6" elevation). please advise.
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design.
69 Elevator 01 and 02 stop at Level 01. The elevator shaft walls are shown as extending to the B1 level to accommodate a pit for these elevators and to provide mat tie-in of the shear walls. Please confirm that there is no pit or depression below the B1 slab elevation (elev 2'6") for these elevators. Please also advise if there will need to be a steel grating added at these shafts at 5' below the Level 01 elevation for elevator servicing.
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design.
70 S110N and S110S indicate a slab on grade over top of the 24" and 36" thick mat foundations. Please advise how far below the slab on grade elevation (elev 2'6") should the top of the mat foundations be. Is the intent to provide a drainage layer or gravel layer below the slab on grade and above the mat?
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design.
There is a 24x24 column shown at H/14.3 but no footing. Should a 10x10 footing be included?
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the
72 A901 shows the perimeter observatory dome to be a CIP concrete wall.
However, this wall appears to be supported by both the new plaza level slab as well as the plaza slab on grade. Given the possibility of differing settlement associated with these two conditions as well as the unknown capabilities of the previous perimeter foundation wall backfill, shouldn’t there be a different foundation structure for the observatory wall? (i.e., new grade beam, mat or deep foundation)? Please advise.
This recommendation will be taken into consideration.
73 Please confirm that the new curved site walls shown on S111N and S111S are to have shallow footings (i.e. strip footings that extend only below frost line instead of deep foundations.
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design.
74 S111S shows the new stair 03 shear walls as starting at the plaza level and extending to the underside of the roof deck. The shear walls, however, do not extend into the basement level to any footings.
A.- should these shear walls continue into the basement to new foundations?
B.-If not, should a drop head be provided at the plaza slab in order to transition the shear load to the plaza slab?
Please advise.
The BLC design is currently in 35% design development, and details that address this and other similar questions continue to be developed. A preliminary draft of the 35%DD submission is being provided to the respondents and these materials contain the latest available information toward clarifying features of the design.
75 It is unclear on S110 if new columns and footings would be required along
14.1 line to support the new concrete girder (assumed 24" x 40") from H/14/1 to E7/14.1. See (sketch). Please advise.

78 Specification section 01 5000 paragraph 1.7 A 6 reads – “Contractor may not block access to loading dock indicated for Contractor use in staging area.
Loading dock shall remain in operation for Smithsonian use.” while page 81 of the Volume 1 Narratives reads – “The BLC construction will require removal of large portions of the existing plaza level slab which serves as the existing roof over the loading dock. This will require the loading dock space to be open to the elements for a period of time during construction to allow for the replacement of this slab, and potentially out of service for periods of time while new footings and foundations are poured for the new Loading Dock and BLC columns and walls. Careful coordination and phasing during construction will be critical.” Please confirm that the loading dock operations can be relocated during construction to allow for specific portions of the BLC work to be performed.
The design is currently in progress toward 35pc DD submission and anticipates that there will be no staff entry or parking access from the east ramps. Building operation access at the east, if and when it should prove necessary, would be coordinated on a case by case basis, but the default access during construction will remain from the west ramp, as it is currently.
