About this file
This document includes responses to requests for information (RFIs) regarding a solicitation to replace an existing package air conditioning unit (PACU) at the Smithsonian Astrophysical Observatory's Submillimeter Array base facility in Mauna Kea Science Reserve, Hawaii. The solicitation seeks replacement of the over 20-year old PACU and associated controls with a new air-cooled water-glycol chiller unit, controls, and temporary HVAC system. Responses clarify allowable equipment, means and methods, work restrictions, and coordination needs. Offerors must acknowledge all amendments by the due date of August 31, 2023. The Smithsonian Institution will evaluate proposals using the lowest price technically acceptable method.
Key details include clarification that the research equipment must not be disturbed by vibrations; limited night work and storage are permitted; the entire existing controls system must be replaced; the temporary HVAC system must maintain critical conditions; and the glycol chiller and tank locations must be approved. Substitutions will be evaluated after award. The RFI responses provide guidance on the project scope and requirements.

SI RFIs 1-39 and SI Responses in bold
1. Per M.1. 52.215-S0095 Basis of Award (Jun 2009), The evaluation will be best value.
However it states further in M.2 Evaluation of Offers – Lowest Price Technically Acceptable (LPTA). During the site walk it was expressed how important the research is and that it takes priority over work and that the contractors technical proposal should express their approach to this sensitive subject. Can the Smithsonian Institute (SI) confirm if the evaluation will be best value or LPTA?
RFI 1 SI Response: Best Value is a continuum with LPTA on one end and Trade-off on the other (FAR 15.101). The evaluation will be based on LPTA, not Trade-off.
2. If the evaluation method is to be LPTA how will the SI decide which technical approach is best and most beneficial? The more expensive technical approach may have all of the proper controls, sequencing and methodologies.
RFI 2 SI Response: The award will be made on the basis of the lowest evaluated price proposals meeting the acceptability standards for non-price factors.
Reference Section L and M of the RFP.
3. Can the SI confirm if the research equipment will be effected by the contractors task/activities due to vibrations or frequencies? We would like to better understand the sensitivities when working around the specific equipment at the SMA.
RFI 3 SI Response: In general, hand power tools such as drills and saws should not pose a problem. Vibrations inside the Correlator Room may disturb equipment. The vibration source and frequency will need to be specified to make a definitive determination if damage could occur.
Yes, RF frequencies at a high power can disrupt and/or damage equipment inside the Correlator Room. Frequencies outside the room cannot damage equipment. A standard practice is to keep RF to a minimum.
4. Will night work be allowed?
RFI 4 SI Response: Generally no. There may be exceptions on a case by case basis.
5. Does the SI require a minimum key personnel roster to be onsite at all times? For example the SI would like a Project Manager, Site Safety Health Officer (SSHO), Quality Control Manger (QCM) and Superintendent onsite at all times.
RFI 5 SI Response: Generally no, the General Contractor (GC) is responsible for providing adequate oversite for implementing the project.
6. Can the SI confirm if key personnel roles can be dual-hated, triple-hatted? For example the Site Safety Health Officer can also be the Superintendent and Quality Control Manager.
RFI 6 SI Response: Generally no, the GC is responsible for providing adequate oversite for implementing the project.
7. Can the SI confirm if there are restrictions on specific type of transport vehicles/craft that are allowed up at the site?
RFI 7 SI Response: See Division One sections 15, 16 , 18, Appendix B SOP#1 and SOP#2 for additional information.
1883701 SAO SMA PACU Replacement - SI RFI Responses Page 2 of 6
8. Can the SI confirm if there are restrictions on specific type of lifting equipment that are allowed up at the site i.e. cranes?
RFI 8 SI Response: Generally no, though all equipment transiting to the site must be approved by the Center for Maunakea Stewardship (CMS).
9. Per Specification section 15.3 (pg 13), it states cellular phone use will be restricted to emergency calls only.
1. Can the SI confirm this is accurate?
2. If cell phones are restricted will calls over wifi be allowed? If not, is it to be assumed the contractor will be able to use SI phones to conduct business?
RFI 9.1 SI Response: Yes, that is accurate.
RFI 9.2 SI Response: Calls over wifi are not available. Wifi is prohibited at the science reserve. SI will provide access to a SI land line phone to conduct project only business.
10. Can the SI confirm what type of inspections are required for shipments (material and equipment) and vehicles to be received at the site?
RFI 10 SI Response: See Division 15, Appendix B SOP#1 and SOP#2 sections for additional information.
11. Drawing MD-102 notes to remove the existing package A/C unit. Please furnish the approved shop drawings for the package A/C unit. In particular looking for the overall weight and dimensions of the existing package A/C unit.
