Question #1: Volume I – Section 1: Relevant Past Performance/Experience - Do the Relevant Past Performance/Experience (projects) provided in this section need to match the Attachment J-7, Past Performance Questionnaires (PPQ) being completed by clients?

Response: Yes. See formerly numbered Amendment No. 0002 (dated 7/21/2020) which is actually Amendment No. 0001. CPARS can be submitted in lieu of or in conjunction with the PPQ. The date for receipt of the CPARS and or PPQ changed from 8/7/2020 to 8/13/2020. The date and time for receipt of CPARS and or PPQ is 8/21/2020 at 1:00 pm, EST.

Question #2: Does the Attachment J-7 get included in the Offeror’s submittal or sent directly to you? [From RFP-The work/past performance/experience examples shall be completed by the references and submitted by the offeror within their proposal response package.] However, the attachment J-7 itself states it should be returned to you by 8/7.

Response: See formerly numbered Amendment No.

Question #3: Can project/contract experience be from the past 3 years or 5 years? (See question below, should references match projects?) [From RFP-Past Performance should include information about the ability to complete the requirements stated forth in the SOWs and demonstrate past performance of contracts of similar scope, size, and complexity within the last 5 years]

Response: The project/contract experience was corrected to read the last 5 years in lieu of the last 3 years on 7-21-2020.

Question #4: Are the “References” requested separate from the Past Performance/Experience (projects) [From RFP-Offerors shall list and provide at least 3 (commercial and/or government) references of the same or similar construction services performed in the past three years.]

Response: References of the same or similar constructions services performed in the past five years shall be commensurate with the past performance/experience (projects).

Question #5: Section 3 - Are the letters of commitment included in the 50-page count?

Response: Yes.

Question #6: Regarding Bid Bond: SF 1442, item 13b. indicates that an offer guarantee is required. Q&A # 4 in RFI Responses (provided with Amendment 2), states that the sample task order will not be awarded. Please advise/confirm whether a bid bond is required.

Response: A bid bond is not required for the Sample Task.

Question #7: I was curious if this was a follow-on requirement. If so, would it be possible for you to provide the incumbent information (we need the contract number and contractor).

Response: The SF 1407 is excluded from the page count and can be submitted as an Appendix.

Question #13: There are no signature spaces on the Reps and Certs pages. If the Reps and Certs pages need to be included with the RFP, please confirm that the Reps and Certs do not count towards our page count, or can they be added as an Appendix?

Question #14: Request clarification on Subcontractor experience/reference requirements.

Per Amendment 2/Response to Question #14: “The requirement for three references applies to the prime and key subcontractor arrangements.” Does this mean that we only need to provide subcontractor experience and references if we have a teaming arrangement?

Response: Correct. A combination of three references shall apply to the prime and key subcontractor arrangements only. Otherwise, three references shall be provided for the prime.

Question #15: Request clarification on Subcontractor experience/reference requirements.

Per Section L/Page 96/Section 3: “Resumes, qualifications and commitment letters of the proposed Key Personnel for both the prime contractor and any sub-contractors that will be performing work under the resulting IDIQ contract shall be submitted. Offerors shall provide the key personnel titles/labor categories.” Please clarify if you want resumes for the proposed subcontractors for the Sample Task Order bid, or for any subcontractor anticipated for the IDIQ? Since each TO will bid and each one will have different trades, we cannot possibly know at this at this time which subs will be the best price and selected to award a scope of work. How should this be addressed with the subcontractor community in order to develop interest and participation? Will this work ever be awarded? If the work will never be awarded how should the Offeror's account for the lack of subcontractor input?
