1. Amendment No. 0002 is issued to: 1) provide drawings for the sample task order; 2) insert a correction to pages74, 95, and 103 of 107; and 3) open a Request for Information (RFI) period through 7/27/2020. Responses to RFI’s will be issued via amendment number 0003 on 8/4/2020.
The sample task order drawings are provided as Attachments 1-3 of Amendment No. 0002.
2. Questions and Responses received to date follow:
Question #1. Our firm is assessing the Large Construction IDIQ for our ability to bring value to the contract. We noted that I.16 52.236-1 PERFORMANCE OF WORK BY THE CONTRACTOR (APR 1984) on page 72 is requiring that the Contractor shall perform on the site, and with its own organization, work equivalent to at least 51 percent of the total amount of work to be performed under the contract. This is much higher than we typically see on this type of contract (IDIQ). Would you please confirm the Government’s intent is 51% and not 15% or another value?
Response: The percentage is changed from 51 percent to read 15 percent. See correction to page 74, Amendment No. 0002.
Question #2. Additionally, we did not see any instructions for submitting requests for clarification or additional information. Are you the proper point of contact, or shall questions be directed to another party? And is there a deadline for submission of any such requests? I don’t see where in the attachments RFI’s for this solicitation are referenced and to whom they should be sent and a date/time all RFI’s are due by. Is this information you could provide?
Response: The RFI Period is open and will close on 7/27/2020 at 1:00 PM, EST. Email all RFI’s to: crice@kennedy-center.org Insert: (RFI to RFP #33310520R0014, replacing RFP #33310520R0001) in the Subject Line of the Email.
Question #3. In order to develop detailed pricing for the sample Task Order, please provide the drawings (Attachment 1, Section 3.1. Related Documents – Drawings and Specifications). Can you provide Plans and Specifications for the Sample Task Order, or is the project to be performed as a Design/Build contract?
Response: See paragraph #1 above.
Question #4. Confirm that the sample task order will be awarded as a part of this solicitation.
Response: The sample task will not result in a task order award. The sample task will be evaluated in accordance with RFP Section M.3, Technical Evaluation Factors.
Question #5. How many awards to you anticipate for the IDIQ? Per Section C, it states that you intend to award to multiple contractors. Is there a maximum number of responsive offerors that you intend to award a seat on the IDIQ program?
mailto:crice@kennedy-center.org
Response: The number of awardees is undetermined.
Question #6. If we have Past Performance References or Government CPARS that were previously received from our clients, will you accept those in lieu of your Attachment Response:
Response: See correction to page 95, Amendment No. 0002.
Question #7. When do you anticipate having the Site Visit?
Response: Site visits will be conducted for actual task order requests only.
Question #8. The RFP references a Pre-Bid Site Walk/Preproposal Meeting that would occur 10 days after the RFP being issued. Could you confirm if that is for this RFP or if that is referencing the future task orders that would be solicited to the awarded contractors? Let us know when you set a date for the pre-bid site walk.
Response: The pre-bid site walk/preproposal meeting applies to future task order requests.
Question #9. Section C states that the estimated cumulative value is equal to or less than $50,000,000. In terms of maximum amount expendable under the entire MACC IDIQ program, would I interpret that to mean this IDIQ contract could be $250,000,000/Responsible Offeror over the possible 5 years ($50,000,000 x 5 years).
Response: The anticipated maximum total contract value per awardee is not-to-exceed $50,000,000.00 for the base and option year periods, if exercised.
Question #10. In the Solicitation Section L11, subsection 1, Relevant Past Performance Experience, the first paragraph states: “Past Performance should include information about the ability to complete the requirements stated forth in the SOWs and demonstrate past performance of contracts of similar scope, size, and complexity within the last 5 years.” The next paragraph states: “Offerors shall list and provide at least 3 (commercial and/or government) references of the same or similar construction services performed in the past three years.
Response: See correction to page 95, Amendment No. 0002.
Question #11. In Section M, Criterion 1, Relevant Past Performance, the solicitation states (in the first paragraph), “JFKC will evaluate the past performance of the Offeror, including each entity participating in the teaming arrangement thereof as defined by FAR 9.601, and each major subcontractor for contracts or projects currently on-going or completed within the last three (3) years from the date of the solicitation that encompass work similar in scope, size, and complexity to the SOW and Sample Task Order.”
Response: See correction to page 103, Amendment No. 0002.
Question #12. Please clarify whether relevant past performance must be completed (or on-going) within the past 5 years, or past 3 years from the date of the solicitation.
Response: Relevant past performance is required for projects that meet the five (5) year period from the date of the solicitation.
Question #13. Please confirm that the list of references are for the same relevant projects as those to be detailed by narrative descriptions.
Response: Yes.
Question #14. Please clarify whether “at least three references” includes subcontractors, or whether the prime and each subcontractor must provide at least three references.
In L.11, Section 1, Relevant Past Performance/Experience, the solicitation states: The offeror shall provide evidence of relevant past performance/experience and their capability to perform all the requirements stated within the master Statement of Work and sample Statement of Work and the capabilities of any subcontractor, teaming arrangement, or joint venture.”
Should we assume that the information required for the “capabilities of any subcontractor” would be only for Key Subcontractors such as A/E firms, and not for subcontractor trades. With the possibility of multiple disciplines in any given project (and therefore multiple trades subcontractors), it would be difficult, if not impossible, for the Offeror to provide past performance/experience and/or “capabilities of any subcontractor” within a 50-page-limited proposal.
Regarding Teaming Agreements, referenced in L.12, Section 2, Subcontracting Teaming Arrangement Agreement: Please explain what “evidence” is required for subcontracts or teaming arrangements. If copies of Teaming Agreements are required in the proposal, please consider removing them from the page limit, as each one could be up to 8 or 9 pages.
Additionally, please confirm that Teaming Agreements are meant only for Key Subcontractors, such as A/E firms, and not for subcontractor trades.
Response: The requirement for three references applies to the prime and key subcontractor arrangements.

Amendment No. 0002
33310520R0014 Section L comprehensive Content, organization, clarity, accuracy of information, relevance, and completeness are important. Statements such as “will comply” or “noted and understood” without supporting narrative to define compliance are not acceptable. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary.
In preparing the proposal package, emphasis should be placed on brief, complete, and factual data in the areas set forth in the solicitation. Maximum use should be made of tables and information summaries in describing the proposed efforts.
Information to be provided in the technical proposal (Volume I) includes, but is not limited to:
technical capability; relevant past performance/experience; ability to tap into local personnel/resources, if needed; and Key Personnel information, qualifications, resumes and commitment letters. Information shall demonstrate the offeror's understanding and management of the requirements and IDIQ contract.
Failure to provide a sufficiently detailed technical proposal package may constitute the offeror’s response as non-conforming/”non-responsive” and could result in their proposal not being evaluated or considered for award.
The Technical Volume shall consist of the following components. No cost or pricing information shall be included in the Technical Proposal, Volume I.
Section 1: Relevant Past Performance/Experience
The offeror shall provide evidence of relevant past performance/experience and their capability to perform all the requirements stated within the master Statement of Work and sample
Statement of Work and the capabilities of any subcontractor, teaming arrangement, or joint venture. Past Performance should include information about the ability to complete the requirements stated forth in the SOWs and demonstrate past performance of contracts of similar scope, size, and complexity within the last five (5) years. Offeror shall provide relevant past performance/experience information for each contract reference cited both for the prime contractor and any sub-contractor(s), if applicable.
Offerors shall list and provide at least 3 (commercial and/or government) references of the same or similar construction services performed in the past five (5) years. The work/past performance/experience examples shall be completed by the references and submitted by the offeror within their proposal response package. The offeror will be required to provide the company name, address, point of contact, phone number, scope of work performed, schedule and overall dollar value. Contractors shall submit copies of CPARS in place of or in conjunction with the Past performance questionnaire.
The Government reserves the right to use past performance information obtained from sources other than those identified by the offeror.
The Government reserves the right to contact references for verification or additional information.

33310520R0014 Section M
4. Sample Task Order
5. Business Management Information
CRITERION 1: RELEVANT PAST PERFORMANCE
JFKC will evaluate the past performance of the Offeror, including each entity participating in the teaming arrangement thereof as defined by FAR 9.601, and each major subcontractor for contracts or projects currently on-going or completed within the last five (5) years from the date of the solicitation that encompass work similar in scope, size, and complexity to the SOW and
Sample Task Order.
Scope is defined as the same or similar type of work to the master SOW requirements and how well those requirements align to past performance references;
Size is defined as dollar value, number of staff, and duration of project, and
Complexity is defined as involvement of many teams or stakeholders; budget/restraints;
and numerous schedule dependencies.
The JFKC will consider past performance information submitted by the Offeror references on the
Attachment J-4, Past Performance Questionnaire (where applicable or where a Contractor
Performance Assessment Reporting System (CPARS) record is not available), and any other information obtained through the available Federal Government electronic databases , readily available Government records, and sources other than those identified by the Contractor.
Contract references, including those identified by the Offeror on Attachment J-4 and those not identified by the Offeror, but listed in E-government databases, may be contacted for information to be used in the past performance evaluation.
The higher the degree of relevance of the work described to the SOW functions that each entity is proposed to perform, the greater the consideration that may be given. Additionally, more recent relevant past performance information may also be given greater consideration.
In the case of an Offeror without a record of relevant past performance, or for whom information on relevant past performance is not available, the Offeror will be evaluated neither favorably nor unfavorably. Offerors with no record of relevant past performance/experience must submit a signed and dated statement to that effect. If the offeror has no past performance information, the past performance for the teaming arrangement(s) for this project can be submitted. If no past performance information is available, the offeror will be evaluated as neutral.
The Government will assess the offeror’s past performance/experience and proposed significant subcontractor’s past performance/experience. The assessment will be an unbiased judgment about the quality of an offeror’s past performance. Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with the Statement of Work, contract schedule, and contract terms and conditions. Past performance is also a measure of the risk of performance associated with the offeror.
