About this file
This technical specification document is for the Knoxville Utilities Board (KUB) outlining requirements for a 15kV, 3-phase, 1200A electrical utility substation switch. The specification covers the procurement of four switches with precise technical requirements, including a vertical break, group-operated switch with a horizontal upright mounting configuration. The switches must conform to ANSI, IEEE, NEMA, and ASTM standards, with specific requirements for design, testing, assembly, and delivery.
The specification details extensive submission requirements for bidders, including approval drawings, factory-certified test reports, and a comprehensive bid data sheet. Vendors must provide detailed product information, warranty terms (minimum 24 months), and pricing. Shipping is to be manufacturer-paid, with switches delivered as a single crated or palletized unit. The bid emphasizes compliance with technical specifications, with manufacturers required to submit descriptive literature, references, and a completed bid data sheet to be considered responsive. The total procurement is focused on acquiring high-voltage switches that meet KUB's precise electrical infrastructure needs.

PART 2 – PRODUCTS
2.01 OWNER’S SWITCH DESCRIPTION
A. Switch 15 kV vertical break, group operated, station class, 1200A, 3-PST, 110 kV BIL, 61kA MOM, KUB stock item number 180281 for horizontal mounting on top of a steel structure. Arcing horns, swing handle, open-close indicators with insulators per specifications 33 72 23.13. Add extra nameplate.
Approval drawings required.
2.02 MANUFACTURED UNITS
A. Regulatory Requirements: Switches shall be in compliance with the latest revision of IEEE and ANSI standards.
B. Performance/Design Criteria:
1. An "OPEN" and "CLOSED" position indicating device shall be provided at or near the operating crank in a conspicuous location.
2. An adequate flexible conductor shall be furnished for connecting the handle end of the vertical operating shaft to Owner's grounding system. The current-carrying capacity of such conductor shall not be less than that of #2/0 AWG copper cable. A connector suitable for connecting the flexible conductor to the vertical operating shaft shall be furnished. The connection shall be such that the stranding of the conductor will not lay against the vertical operating shaft. It is preferable that the angle of approach of the conductor to the shaft be adjustable, but if it is fixed it is desirable that it be at 90 degrees.
3. No part of the operating shaft or swing handle grip shall be insulated.
C. Fabrication:
1. Both hinge and jaw terminal pads, if fabricated of copper or bronze, shall be tinned, top and bottom, by hot dipping in either pure tin or a solder metal bath of at least 50 percent tin. Aluminum pads shall not be tinned.
2. Switches are to be supplied with porcelain insulators per Owner Section 33 72 23.13, attached.
Insulators shall be installed by the Manufacturer prior to shipment.
3. Terminal connectors are not to be supplied.
15KV STA. 3PH SWITCH [AS-229]

a. Name of manufacturer
b. Type designation
c. Continuous current rating
d. Voltage rating
e. Momentary current withstand rating
f. Manufacturer's shop order or work order number
g. Owner's purchase order number and date
h. Owner’s Equipment File number shown on the Invitation to Bid
5. The operating mechanism shall be a non-removable swing handle, padlock provision, open and close position indicators.
6. Base construction and drilling details are shown on KUB Drawing A-6242.
7. All operating shafts shall be standard galvanized pipe (furnished by Mfg.). Vertical operating shaft shall be supported on non-friction bearing (requiring no lubrication) located near the top. All connections to operating shafts shall be provided with a positive means (self-piercing set screws and/or through-bolts) for prevention of slipping along or around shafts. Connections employing threaded shafts are not acceptable.
8. Switches shall be fully assembled, and factory adjusted for proper operation prior to shipment.
2.03 SOURCE QUALITY CONTROL
A. Tests and Inspections:
1. No switch will be acceptable unless a switch of the same manufacture and type has been inspected and approved by the Owner prior to the issuance of Invitation to Bid. After initial approval of a switch type and design, departure from the approved design will be permitted in minor details only, provided such departures are, in the opinion of Owner, definite improvements over the earlier design.
