Contractors must have approved manufacturing facilities and must sample, test, inspect, and certify all materials in accordance with NYSDOT Materials Method 702-2 Asphalt Emulsion Quality Assurance. Required qualifications include maintaining approved storage facilities with a minimum of one permanent storage tank per asphalt emulsion type with at least 10,000-gallon capacity; annual scale or meter accuracy testing performed by a competent technician or County Sealer of Weights and Measures; and proper quantity measurement and documentation via truck scale or meter with specified ticket requirements including storage facility identification, ticket number, date/time, item type, and quantity in 60° Fahrenheit gallons for emulsions. The State reserves the right to inspect supply facilities and equipment at any time for conformance, with deficiencies requiring correction within 10 days or the contractor will be considered in default.
