About this file
This document is an Amendment 00001 with Answers to a Request for Information (RFI) for a U.S. Coast Guard carpet replacement project in Sturgeon Bay, Wisconsin. The solicitation (No. 31050PR250000138) is a small business set-aside for carpet replacement across four homes, with two potentially starting immediately upon contract award and the other two scheduled for summer. The project requires vendors to install Dreamweaver carpet matching existing color schemes, with specific requirements including a mandatory on-site vendor visit on March 24th, work hours of 8am-4pm, and no government-provided material storage.
Key contract details include a firm fixed-price purchase order, mandatory submission of quotes on business letterhead detailing materials, labor, man-hours, and worker requirements. Vendors must be registered in the System for Award Management (SAM.gov) and submit invoices through the Invoice Processing Platform (IPP). The government will award the contract to the most advantageous responsible contractor, considering price and other factors. Contractors must coordinate site access, provide their own dumpster, and receive approval for any work outside standard hours or dates. Full payment will be rendered upon completed job, with no partial funding for materials.

1. The SOW describes the requirements for laminate flooring demo and installation, however the materials description (2.7) only shows the square footage for the carpet. Can you confirm that this is solely a carpet job?
This is a carpet only job.
2. When is the anticipated start and end date for all of these homes to be completed?
Two can be started as soon as the contract is awarded since we have two vacant homes. The other two in the summer.
3. With an attempted 30 day notice prior to the availability to complete the job, will the one-week window schedule still be dependent upon contractor availability as well as materials?
Yes and one week schedule should be followed
4. Does the Coast Guard have a secure storage area for materials if purchased in advance?
No storage available
5. Because these projects are individual, is the billing for each house a separate billing? Can we get the cost of materials funded or partially funded before the project is completed?
Full payment will be rendered when job is complete
6. Would you do a virtual site visit?
No, vendor must come to original site visit in which is scheduled
7. If multiple houses are available close to the same time, are we able to rent a dumpster onsite?
Renting of a dumpster is your responsibility and it can be placed in one of the vacant driveways.
8. If we are available on off days (i.e. weekends), could we get it approved with your office to work on those dates?
No, unless there is a conflict with a completion date. It would have to be approved with the POC.
9. The work day listed is from 8am - 4pm; is a 7am - 5pm (or later) acceptable (especially if there are no occupants)?
No, unless there is a conflict with a completion date.
10. Do you know the exact style and color of Dreamweaver carpet you guys would like to have installed? There appears to be many styles under the dream weaver brand.
We kindly request that the new carpet aligns as closely as possible with the current color scheme and style utilized in the units currently. If the existing design has been discontinued, we ask that an alternative be selected that matches the original aesthetic to the greatest extent feasible. All newly carpeted units shall match.
