About this file

This is a Questions and Answers document for a Defense Finance and Accounting Service Cleveland (DFAS-CL) solicitation regarding hard drive and tape destruction services. The Q&A covers technical specifications and requirements for destroying 3,443 pre-destroyed drives that have been degaussed and punched, plus additional drives for a total of 4,200 drives and various tapes.

Key details include: drives are standard 2.5-3.5" SSD and HDD sizes, tapes are LTO or DLT format (no reel-to-reel), materials are stored on pallets with tapes separated from hard drives, and shredding is required (crushing/drilling not acceptable). One Certificate of Destruction with a complete list of serial numbers is required. The period of performance is 30 days from contract award. While the word "Confidential" appears in Section 6 of the SOW, no security clearances are required and there are no classified materials involved. The contractor must complete inventory of the pre-destroyed drives, whose barcodes remain undamaged.

Defense Finance and Accounting Service Cleveland, Ohio (DFAS-CL) Hard Drive and Tape Destruction Services Q&A

1. Can you clarify the condition of the "3443 pre-destroyed drives" have they been folded, crushed, drilled? We need to understand their condition to know what type of shredder they will fit in. The Drives have been degaussed and need shredded. The drives were run through a degausser/punch tool. The drives have been degaussed and punched, basically a large device pushed down into the drive and breaks them.

2. Will inventory of these 3443 pre-destroyed drives be required? Yes. If so, are the barcodes on the drives damaged? No, they are not damaged.

3. Since we already have an active DoD Facility Clearance and personnel cleared to TOP SECRET is their reciprocity between DFAS and regular DoD? All of section 9 seems like it would be not applicable in our case since we can send a Visit Access Request VIA DISS and all personnel coming on-site are cleared DoD TS. None are TOP Secret or classified. No additional requirements.

4. There is still a reference to the word “Confidential” in section 6 in the SOW. Is the word “Confidential” relating to the DoD classification, (Confidential, Secret, or Top Secret), if so, will a DD 254 be issued, and will the contractor need an FCL and DoD cleared personnel as referenced in 6? No.

5. How many solid-state drives are among the 4200 drives to be destroyed? The number is unknown

6. Would crushing or drilling be acceptable alternatives to shredding for the destruction of hard drives? Specifically, crushing methods that snap the drive-in half, bending both the disk and the body of the drive to ensure data destruction. No

7. Could you provide the physical sizes of the hard drives and tapes being destroyed? Hard drives are mainly 2.5-3.5 standard SSD & HHD sizes. The size of the tapes are unkown.

8. Are the hard drives all traditional spinning disk HDDs, or are SSDs included in the destruction scope? SSDs are included in scope

Defense Finance and Accounting Service Cleveland, Ohio (DFAS-CL) Hard Drive and Tape Destruction Services Q&A

9. If HDDs are included, do they consist of standard 3.5-inch desktop drives and 2.5-inch laptop drives, or are there any additional form factors we should be aware of? Tapes are additional form factors that need to be destroyed

10. What type of tapes are being requested for destruction (e.g., LTO, DLT, DAT, or other formats)?

LTO or DLT, no reel to reel

11. Should a single Certificate of Destruction be provided with an attached list of all destroyed hard drives and tapes, including their corresponding serial numbers and required details? Or is a separate certificate required for each individual item, meaning a total of 8,043 certificates would need to be attached to the invoice? One Cert of Destruction with attached list of all serial numbers for each destroyed.

12. Are the tapes separated from the hard drives? Yes

13. Are the tapes and hard drives in boxes or shredding bins? They are stored on pallets

14. The request says the POP is for a month? would we be able to pick up the tapes and hard drives in one attempt if possible or is it through the course of 1 month? The period of performance for completing the on-site degassing and shredding is 30 days from the date of contract award.
