Project Shoshone Trail IDIQ

General Information

1.0 Scope of Work

Provide a brief statement of the overall project, including goals and objectives.

Shoshone National Forest Trail IDIQ Contract is located within the boundary of the Shoshone National Forest. By design, an Indefinite Delivery, Indefinite Quantity (IDIQ) contract allows the Government to respond to various emergencies, maintenance, and construction needs rapidly, without committing to a specific quantity or type of work. When a project is initiated, a Task Order will be offered to the awarded Contractor that outlines the project needs, equipment needs, dates, and specific location. The resulting Task Orders will be competed among the awardees and evaluated based on lowest price technically acceptable to the Government determination. Section 2.0 Background below outlines, in a general sense, the various types of work that may be offered as a Task Order under this IDIQ Contract.

911(02) – EXCAVATION AND EMBANKMENT, NEW TRAIL CONSTRUCTION, FULL BENCH. This work consists of constructing new trail prisms to the specified dimensions shown in the DRAWINGS. This work also includes construction of native material features such as ditches, and drain dips. Trail structures such as culverts, rock or log waterbars, stream fords, check dams, switchbacks, turnpikes, and retaining walls will be paid for separately. Clearing and Grubbing will be paid for seperately.

911(06) – EXISTING TRAIL RESTORATION. This work consists of restoring the original trail template, including clearing, removing slough and berm, borrow, filling ruts and troughs, reshaping backslopes, excavation, reshaping trail tread, restoring existing drainage and other trail structures, reconstructing check dams, and removing protruding rocks, roots, stumps, slough, and berms. This pay item is primarily focused on earthwork to bring the trail back to its original template.

912(04) & 912(05) – EXISTING TRAILWAY CLEARING AND LOGGING OUT. Includes cutting and removing vegetation from inside the clearing limits and scattering outside of the clearing limits. Also includes removal of loose rock larger than 4” in diameter from the trailway. Roots larger than 3” in diameter shall be cut and disposed of outside the clearing limits. This pay item is primarily focused on the cutting and removal of vegetation and the removal of loose rocks; however, this pay item also includes cleaning drainage features such as drain dips and waterbars to ensure water drains off the trailway.

912(04) & 912(05) - EXISTING TRAILWAY CLEARING AND LOGGING OUT. The requirements for light & heavy trailway clearing and logging out are identical. The difference between the two pay items is the estimated amount of time and effort needed to clear the trail.

Heavy clearing is estimated to need a two person crew and a production rate of 1 mile per day. Light clearing is estimated to need a two person crew and a production rate of 5 miles per day.
