About this file
This is a Joint Venture and Set-Aside Program document from the County of Bergen, New Jersey, establishing guidelines for business participation and certification categories for county contracts. The program applies to construction, architecture, engineering, professional services, and goods and services procurement. Bergen County has established a registration system through www.bergenbids.com where vendors can register to receive notifications of business opportunities, download specifications, track the purchasing process, and monitor past awards. The document outlines four certification categories that qualify businesses for participation: Qualified Minority Business Enterprise (MBE), Qualified Women's Business Enterprise (WBE), Qualified Veteran Business Enterprise (VBE), and Qualified Small Business Enterprise (SBE). All qualified businesses must maintain a principal place of business in New Jersey, be independently owned and operated, and meet specific ownership and control requirements as outlined in N.J.S.A. 40A:11-25.
Businesses seeking certification can obtain it through recognized government agencies, including the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, and the United States Department of Veteran Affairs. For businesses not currently certified or seeking additional information about available certifications, Bergen County has designated Glen Gardner as the point of contact (agardner@co.bergen.nj.us or 201-336-7112). The program demonstrates Bergen County's commitment to economic inclusion and equal opportunity contracting. Additional resources for registration and certification information are available through the New Jersey Business Contracting and Set-Aside Program website at https://www.nj.gov/njbusiness/contracting/sbsa/.
