About this file
This document outlines the Joint Venture and Set-Aside Program for Bergen County, New Jersey, establishing the county's commitment to economic inclusion and equal contracting opportunities across construction, architecture, engineering, professional services, and goods procurement. The program confirms Bergen County's dedication to qualified business participation through designated certification categories, with vendors required to register on the Bergen County Purchasing portal at www.bergenbids.com to access current opportunities, download specifications, monitor the purchasing process, and track past awards. Registration requires submission of a New Jersey Business Registration Certificate, and businesses certified in applicable categories must upload corresponding documentation identifying themselves as minority, women, veteran, or small business enterprises.
The program recognizes four certification categories: Qualified Minority Business Enterprises (MBE), Qualified Women's Business Enterprises (WBE), Qualified Veteran Business Enterprises (VBE), and Qualified Small Business Enterprises (SBE), each requiring principal place of business in New Jersey, independent ownership and operation, and at least fifty-one percent ownership and control by qualifying members. Businesses holding certifications from the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, or the United States Department of Veteran Affairs automatically qualify for participation. Additional information and certification assistance is available through Glen Gardner at agardner@co.bergen.nj.us or (201) 336-7112, with further resources available through the New Jersey Business Contracting and Small Business & Supportive Services portal.
