About this file
This specifications document outlines a cooperative purchasing opportunity for rock salt and related deicing products for the Stafford Township Cooperative Pricing System, involving 21 participating agencies across New Jersey including Stafford Township (Lead Agency), multiple municipalities, and school districts. The contract solicits bids for three product categories: untreated rock salt (estimated 0–43,587 tons annually), pre-treated rock salt with magnesium chloride and organic-based performance enhancer (estimated 0–39,870 tons annually), and liquid deicing agent in a 30 percent solution blend (estimated 0–55,100 tons annually). The contract term runs from July 22, 2026, through July 21, 2028, with an option to extend for up to two additional one-year terms at the Township's sole discretion, subject to governing body approval. Quantities listed are estimates only with no guaranteed minimums or maximums; purchases may occur in bulk or small quantities. All rock salt deliveries must be made within 24 hours of receipt of order to designated delivery locations, with delivery charges included in the bid price. Failure to meet the 24-hour delivery requirement results in a $100 daily penalty per day of delay, and the ordering unit may procure materials from alternative sources at the contractor's expense for any price differential.
Award will be made to the lowest responsible bidder as determined by the Township of Stafford, with bid prices remaining firm for at least 60 days following bid opening. All deliveries are priced FOB destination with no additional charges permitted. Sales to cooperative participants are exempt from all state, municipal, and federal taxation, including excise tax. No pre-payment clauses or bid guarantees are required. Untreated rock salt must meet strict specifications including a minimum 97 percent sodium chloride content, specific grading requirements, and moisture content not exceeding 0.5 percent. Pre-treated rock salt requires compliance with chemical composition standards, particle size distribution tolerances, and corrosion inhibition performance benchmarks, with provisions for price deductions if moisture content or gradation fall outside acceptable ranges. Liquid deicing agent must maintain a true solution composition without settlement and meet corrosion inhibition standards, with contractor responsibility for corrective action within 48 hours of notification for any sediment problems. The Township reserves the right to reject non-conforming products and cancel contracts in whole or in part for consistent non-compliance with specifications.

GENERAL CO-OP INFORMATION
Any appeals by vendors shall be conducted according to the policies adopted by the Township.
Contract of purchase shall be awarded to the lowest responsible bidder as declared by the Township of Stafford.
The contract awarded between the Township of Stafford and the successful vendor shall:
(1) establish the contractual obligation regarding the specific items, specifications and quantities to be provided to the Lead Agency: and
(2) also set forth the estimated quantities, together with relevant delivery information, with respect to the other participating contracting units, as specified in these specifications. All other participating contracting units ordering any materials, supplies or work pursuant to this master contract shall do so by issuance of the appropriate contract between the other participating contracting units and the vendor, subject to the requirements of the master contract, which may be referred to by reference. No such subsidiary contract issued by another participating contracting unit shall provide for any deviation from the specifications, price or quality set forth in the master contract pursuant to these specifications.
No vendor shall be required or permitted to extend their bid prices to participating contracting units unless so specified in the bids. Once a contract is awarded and a participating unit not mentioned in the specifications wishes to become part of the award, the vendor has the right to either accept or reject to participate with a new member. However, if the participating unit is mentioned in the specifications the vendor must extend their prices to that member.
In the event that the lowest responsible bidder, responding to these specifications, indicates by the appropriate checkmark his unwillingness to extend the bid prices to the other agencies category, the contract for the stated needs of the Lead Agency will be awarded to the lowest responsible bidder, and if deemed to be in the best interest of the co-op participants, a second (master) contract for the other participating contracting units will be awarded to the next lowest bidder whose bid agrees to so extend their prices. The purpose of the master contract with respect to the Lead Agency shall be to establish the quantities required by each other participating contracting unit within the limits set forth in the master contract. The successful vendor shall invoice each of the other participating contracting units directly for the materials ordered by each unit. No additional contract will be required with respect to the needs of the Lead Agency as specified in the awarded master contract.
The bid prices submitted must remain firm for a period of at least sixty days after the receipt and opening of bids or for such other period of time as may be specified elsewhere in the specifications but in no case beyond sixty days.
The Township of Stafford shall, on behalf of each participating contracting unit, award a master contract or reject all bids within sixty (60) days after the receipt and opening of bid or within such time as may be specifically stated elsewhere in the specifications.
Participating contracting units shall issue their own purchase orders and/or execute any documents required consistent with the master contract. All contracts shall be for a period of not more than two years from the execution of the contract with the Lead Agency.
After the return of the signed contract by the successful bidder to the Lead Agency, all participating units must enter into signed contracts with the successful bidders. The ordering of supplies and payments, therefore, shall be the individual participating contracting unit’s responsibility and no participating contracting unit shall assume any liability for the performance or non-performance of the contract by any other contracting unit participating in the cooperative pricing system.
The rock salt deliveries shall be delivered to a site designated by Stafford Township or the participating contracting unit within twenty-four hours after receipt of order (A.R.O.) to the Contractor for delivery. If this stipulation cannot be met, it must be noted on the Exception sheet. Delivery prices must be included in the bid price.
A failure to provide the designated delivery at the time and site directed will result in a $100.00 penalty per day for each day after the first twenty-four hours of the failure to deliver the rock salt at the site and at the time designated by the Township of Stafford or Participating Co-op Member.
Further, in the event delivery is not made within twenty-four hours upon A.R.O., the Township or
Participating Contracting Unit may purchase the required material from any available source, the difference in price, if any, to be paid by the contractor failing to meet the 24 hour delivery requirement.
As part of the tabulation process, the apparent low bid price will be compared to state contract prices issued by the State of New Jersey Division of Purchase and Property. The Township of Stafford reserves the right to utilize the most advantageous source.
Contract(s) of purchase shall be awarded to the lowest responsible bidder(s) as declared by the Township of
Stafford. The contract awarded is between the Township of Stafford and the successful vendor(s): (1) shall establish the contractual obligation regarding the specific items, specifications and quantities to be provided to the Lead Agency; and (2) shall also set forth the estimated quantities, together with relevant delivery information, with respect to the Other Agencies, as specified in these specifications. All other agencies ordering any materials, supplies or work pursuant to this master contract shall do so by issuance of the appropriate contract between the other agency and the vendors, subject to the requirements of the master contract, which may be referred to by reference. No such subsidiary contract issued by another agency shall provide for any deviation from the specifications, price or quality set forth in the master contract pursuant to these specifications.
No vendor shall be required or permitted to extend bid prices to participating contracting units unless so specified in the bids. In the event that the lowest responsible bidder, responding to these specifications, indicates by the appropriate checkmark unwillingness to extend the bid prices to the other agencies category, then the contract for the stated needs of the lead agency will be awarded to the lowest responsible bidder, and a second master contract for the registered members who have submitted estimates will be awarded to the next lowest responsible bidder whose bid agrees to extend its prices.
The master contract shall state that the bid prices may be extended to registered members who have not submitted estimates prior to the advertisement for bids with the written approval of the lead agency and the contractor.
In the event that a new contract has not been awarded prior to the contract expiration date, as may be extended herein, it shall be incumbent upon the contractor to continue the contract under the same terms and conditions until a new contract can be completely operational. At no time shall this transition period extend more than 120 days beyond the expiration date of the contract.

5. The mixture of the melting agent and corrosion inhibitor shall have less than 2ppm phosphorus.
6. The corrosion inhibitor shall be a byproduct of corn processing and shall be rated acceptable for consumption of beef cattle.
7. The corrosion inhibitor shall contain natural salts and alcohols that complement the melting action of envirobrine and assist in the adhesion of salt particles to the road surface during spreading operations.
8. According to the Pacific Northwest Snowfighters (PNS) standards of approval the corrosion inhibited blend shall have a corrosion rate of 30% or less based on a corrosion rate of 100% for a 1% sodium chloride solution.
9. Laboratory test results shall be provided upon request.
Section C: Contaminated Solution
10. The brine solution by itself shall remain a true solution without settlement that affects the handling of the product. At no time shall the settlement in the brine solution affect the pumping of the brine into mobile storage systems or affect the spraying of the brine on the granular material being applied to the road.
11. Should sediment problems occur, the contractor shall, within 48 hours of notification (24 hours of notification during a storm event or impending 48-hour storm event) and at his own expense, remove the product from the tanks, clean the tanks and replace with a conforming solution.
12. If the bidder is unable to accomplish this, the Township will contract to have the faulty material removed and replaced with acceptable liquid melting agent at the expense of the bidder.
