Summary of Exhibit A - Scope of Services

This is a Scope of Services document for the Florida Department of Transportation (FDOT) District 4 and District 6 Materials and Research Office structured cabling project. The project involves the design, procurement, and installation of a Category 6 (CAT 6) Plenum Cabling system to replace existing network infrastructure at 14200 W State Road 84, Davie, Florida. The scope encompasses approximately 160 total network drops across two buildings (158 drops in Building 4388 and 2 drops in Building 4559), including wireless access points, wall jacks, and cube jacks. All cabling and components must comply with ISO/IEC 11801 or ANSI/TIA-568 standards. The mandatory site visit is scheduled for February 11, 2026, at 2:00 PM with required bidder attendance; technical questions must be submitted by February 16, 2026, at 12:00 PM; electronic bids are due February 25, 2026, at 10:30 AM with public opening at 11:00 AM; and award posting is scheduled for March 2, 2026, at 4:00 PM. Work must commence within ten calendar days of the Notice to Proceed and be completed within 60 business days in one continuous operation during standard business hours (8:00 AM to 5:00 PM EST, Monday through Friday), with failure to meet this deadline resulting in a 5% reduction of compensation.

Qualified vendors must possess active BICSI certification, demonstrate a minimum of five years of structured cabling experience, and hold certified installation company status with major manufacturers including TE, Leviton, Belden, CommScope, Panduit, Siemon, or Proxim, with all components eligible for at least a 25-year manufacturer warranty. The contract carries a maximum budgetary limitation of $65,000.00 for the complete deliverable, provided as a single lump sum payment on a firm, fixed price per jack basis including all materials, installation, testing, and certification. Vendors must provide general liability insurance with combined bodily injury limits of at least $200,000 per person and $300,000 per occurrence, plus $200,000 property damage coverage. The initial contract term is three months or upon completion of services (whichever occurs first), with potential renewal for up to three years upon mutual agreement and satisfactory performance. All bidders must be registered in the State of Florida's MyFloridaMarketplace system, and compensation will be subject to MyFloridaMarketplace transaction fees at one percent assessed against all payments.

I. DESCRIPTION:

The Florida Department of Transportation (FDOT) (hereinafter referred to as “Department”) seeks to obtain a qualified Vendor to provide a compliant Districtwide Data Network Structured Cabling System to replace existing cabling in FDOT offices with a combination of Wireless access points, wall jacks, and jacks in cubes (the “Project”). FDOT currently has a mixture of cabling in the Agency Buildings which needs to be removed and replaced with a uniform Category 6 (CAT 6) Plenum Cabling.

The Scope of Work will include:

The displaced cables must be removed from the site once the new cabling is installed.

The current network must be kept up and running while the new system is installed.

Removal of existing replaced cables currently residing in the ceiling at one (1) location:

1. District 4 and 6 Materials and Research Office

14200 W State Road 84, Davie FL 33325

II. STRUCTURED CABLING SYSTEM REQUIREMENT:

CAT 6 – Plenum Fixed Cost Per Jack:

Rates to include jacks, patch panels, locking wall boxes, and face plates terminated at both ends. All components are to be CAT 6 rated, AWG 23 Gauge. Cabling and all associated equipment must be CAT 6 Compliant.

The Vendor will provide parts, materials, installation, testing, and certification proof.

The cable, connectors, and connecting hardware listed shall meet or exceed the performance requirements. All ports must be white with white jacks.

The cabling installation will be installed per (i) ISO/IEC 11801 or (ii) ANSI/TIA-568

Standard, EN 50173, including amendments to the foregoing Standards in effect as of the date of sale.

The cabling system shall be a Plenum Category 6 system. If the existing pathway cannot be utilized during the cabling upgrade, the Vendor shall provide an approved pathway using a combination of J-hooks, cable trays, or other approved hangers (suspension), possibly including firestop sleeved openings. J-hooks shall be spaced no greater than 5’ apart and not supported from ceiling grid hanger wire.

Cables shall not rest on ceiling tile. Cables shall not touch any fire suppression piping for the sprinkler system. Pathways shall be run parallel and perpendicular to walls. Diagonal cable runs will not be accepted.

A site walk-through will be mandatory prior to quoting this Project. During the site

A - 3 OF 9

visit discovery, the opportunity will be provided to see the available pathway and existing cables in the ceiling. A representative from each bidding company must be present at the site.

The Vendor shall use 24 Port Flat Patch Panels unless instructed otherwise before the start of the Project. The Vendor shall include manufacturer specification sheets for the following components:

Cabling (Color Blue) Jacks (White, Preferred Leviton) Patch Panels (Flat Models) Suspension Cable Management

A - 4 OF 9

guidelines. The Vendor shall replace cable and termination hardware that does not comply with TIA/EIA at no additional charge.

B. The maximum pulling tension shall not exceed 25 pounds/cable, and maximum lengths shall not exceed 275 feet.

D. The cable shall be installed without kinks or twists, and the application of cable ties shall not deform the cable bundle. In addition to cable supports, free-run cables shall be bundled and loosely tie-wrapped (24) inches in the center (minimum). Use plenum-rated tie wraps in air plenums. Once it has entered the IDF/MDF facility, all communications cabling shall be bundled and managed using Velcro strips.

E. When terminating CAT6 twisted pair cable, make sure that the natural twist of each pair is as close as possible to the point of termination. ANSI/TIA 568-C.2 requires no more than 0.5in (13mm) of untwisted cable for CAT6, as it will affect cable performance at high bit rates.

F. Separation from sources of Electromagnetic interference (EMI): Special care shall be taken in the open ceiling installation of any cabling to avoid any EMI-generating devices. Communications wiring should be avoided in spaces with electrical panels, transformers, or other high-voltage equipment.

Harsh, Hazardous, or Corrosive environments: Cabling shall not be installed where vapors, fumes, corrosives, dusts, or other industrial byproducts are present without taking appropriate precautions to protect the cables. Protection shall be in accordance with the manufacturer’s recommendations and NFPA standards and specifications.

J. Penetrations through walls shall be sleeved. Sleeves shall be sized such that fill ratios will not exceed 50% of the maximum.

K. Cabling shall not be run exposed to the public. Surface-mounted raceway is not permitted.

L. All Racks/Equipment used shall be appropriately grounded.

M. The Vendor is responsible for moving all furniture as needed to facilitate this

Project, however, the Department has agreed to assist.
