Commercial Trucking Solution Contract 2.0 (CTSC 2.0) - RFP Summary
This is a Request for Proposal (RFP) for a Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Commercial Trucking Solution Contract 2.0 services. Solicitation number FA520926R0003 was issued by the U.S. Air Force on May 4, 2026, with an offer due date of June 15, 2026, at 2:00 PM. The acquisition is unrestricted (not set-aside for small business) and covers commercial trucking and multimodal transportation services at nine different service types, including General Trucking, Temperature-Controlled (Reefer) Trucking, Oversized/Overweight (OSOW) Trucking, ISO Container Trucking, Air-Suspension Trucking, Material Handling Equipment (MHE) Services, and three Multimodal services (Ferry, Rail, and Air). The contract period consists of a five-year base ordering period (September 30, 2026 through September 29, 2031) with an optional six-month extension period (October 1, 2031 through March 31, 2032).
The guaranteed minimum amount per contract is USD $500 with a collective contract maximum across all awards of USD $249,000,000. The Government anticipates making 10-15 total contract awards but reserves the right to adjust this number based on capacity offered and Government requirements. Pricing shall be submitted in Japanese Yen using whole numbers only on a firm-fixed-price basis in the provided Pricing Exhibits. Evaluation will use a Lowest Price Technically Acceptable source selection approach, with award based on price and technical capability (minimum daily capacity requirements by service type and possession of required Japanese business licenses/permits). Payment will be made through the Syncada Third-Party Payment System (TPPS) at a current fee rate of 1.63% per invoice, with legacy payment options available through DFAS-Japan. Proposals must be submitted electronically in Microsoft Office 2016-compatible formats to specified email addresses.

No legal liability on the part of the Government may arise until the Contractor receives notice of such availability, to be confirmed in writing by OO on a bill of lading document, SF 1449 Task Order, or other written documentation provided by the OO. The Government will not be obligated to reimburse the contractor for work performed, items delivered, or any costs incurred, nor shall the contractor be obligated to perform, deliver, or otherwise incur costs except as authorized by duly executed orders. The Government may request proposals with no assurance of funding and provides no assurance that orders will be issued. Authorization for Oral Orders under this section supplements RFO 52.216-18, Ordering.
FAIR OPPORTUNITY AND ORDERING PROCEDURES
All services under this contract shall be ordered IAW following procedures, which are based on the estimated dollar value of the requirement and adhere to the principles of Fair Opportunity, primarily be based on readily available price, capacity, and utilization information rather than through direct contact of each of the contractor as set forth in RFO 16. However, the CO reserves the right to conduct a more formal Fair Opportunity Proposal Request (FOPR).
(1) For requirements with an estimated value below the MPT, a Fair Opportunity process is not required. An OO Orders At or Below the Micro-Purchase Threshold (MPT):
may place an order directly with the Contractor that is deemed to provide the best value and is most advantageous to the Government. Although not required to solicit from a specific number of contractors, OO should attempt to distribute orders among contract holders within the relevant "family".
(2) For requirements with an estimated value exceeding the MPT but not exceeding $25,000, the OO shall consider Fair Opportunity Orders Above MPT up to $25,000:
among all contract holders within the relevant "Family". The OO will place the order with the Contractor selected based on this consideration.
(3) : For requirements with an estimated value exceeding $25,001 but not exceeding the SAT, the Orders Above $25,001 up to the Simplified Acquisition Threshold (SAT) Government will provide a Fair Opportunity to all contract holders within the relevant "Family." The CO will provide the final approval for any order in this tier.
(4) A formal FOPR process is required for two distinct types of requirements: 1) Any requirement above Orders Exceeding the SAT or In-Scope, Unpriced Requirements:
the SAT and 2) Any requirement that the CO determines to be within the general scope of the contract but is not specifically priced in the PWS or its associated Price Exhibits. This formal process is required regardless of the estimated dollar value of the requirement. The CO will determine the appropriate pool of contract holders for each FOPR, which may be defined by "Family," geographic region, required capabilities, or may include all contract holders, as deemed in the best interest of the Government.
Based on the evaluation of proposals received in response to the FOPR, the CO will issue a firm-fixed-price Task Order to the successful Contractor(s). The FOPR Letter will include, at a minimum, the following information:
1) Date
2) Description of services
3) Quantity
4) Delivery Location(s)
5) Delivery Date
6) Response Date
7) Permissibility for oral response to FOPR (oral presentations)
8) Selection Criteria
9) Other pertinent data such as planned closures for federal holidays, family days, and goal days.
(5) Exceptions to Fair Opportunity in accordance with RFO 16.507-6 may apply.
(6) Initial Task Orders. Each awardee will receive an initial task order for the minimum guarantee of $500.
FAIR OPPORTUNITY ORDER SELECTION CRITERIA
Source selection approach as described in RFO 15.103 are not applicable. The Government will award to the contractor who is deemed most advantageous to the Government based upon consideration of price and readily available non-price value indicators. The OO has broad discretion in determining the level of detail and specificity of individual transportation actions to meet the unique needs of their mission. Generally, after preliminary consideration of all contractors in the "family", OO will identify from the "family" pool one contractor that is suitable to the user for the specific requirement and quickly screen lower priced contractors from the "family" pool based on prescribed value indicators for selection. The following value indicators may be used as selection criteria in addition to price to provide fair opportunity to be considered for each order, if fair opportunity applies:
(i) Contractor Capacity to Perform
(ii) Overall Contract Utilization
ON RAMP AND OFF RAMP PROCEDURE
(a) The Government reserves the right to reopen competition at any time during the term of the contract. The CO intends to periodically review the need for additional Contractors during the contract Period of Performance (PoP)/Ordering Periods.
(b) When an on-ramp is used, the Government will advertise the reopening of the competition on SAM (https://sam.gov/), and awardees shall meet the criteria established in the initial Multiple Award CTSC solicitation. The solicitation process will be the same as during the original solicitation, but changes may occur if law, regulation, or policy have changed and require alteration to the process. Any new awardees will be afforded equal opportunity to be considered for award with any existing or remaining CTSC Contractors for all subsequent task orders (excluding the need to meet the minimum obligation amount). Any additions due to on-ramps will not increase the contract ceiling and the ordering period for new awardees will not exceed the overall maximum term of the original contract. The Government will not consider unsolicited requests for addition to the competitive pool. The anticipated number of awards will be announced in the reopening announcement posted to SAM; however, the CO has the discretion to award more or fewer contracts than the number anticipated in the solicitation depending upon the quality of the offers received. The Government will follow the procedures described in RFO 52.216-22, Alternate II for Off Ramping.
Supplier Performance Risk System (SPRS) - Annual Eligibility Checks
(1) Compliance Monitoring: For all decentralized orders, the Contracting Office will verify SPRS records annually rather than querying the system at the time of each individual order.
(2) Review Process: The Contracting Office will conduct a batch review of all contract holders on the first business day of each ordering period. If a record is missing or non-compliant, that contractor will be suspended from receiving orders.
(3) Notification & Resolution: Transportation offices will be notified of any non-compliant contractors. Eligibility will only be restored once the contractor resolves the SPRS discrepancy and the Contracting Office verifies the update.
