About this file

This is a Project Specifications document for the Helitack H-528 Office Trailer Utility Connections project located at the Santa Barbara Ranger District, Los Padres National Forest, under USDA Forest Service Region 5. The project scope encompasses the design and installation of utility connections for an office trailer facility, including water distribution systems, liquefied petroleum gas (LPG) systems, electrical systems, gravity sewer lines, and site improvements such as earthwork, paving, and temporary facilities.

The specifications detail comprehensive requirements across multiple divisions: General Requirements (project coordination, regulatory compliance, quality control, temporary facilities, product requirements, execution, and closeout); Existing Conditions (demolition and removal of structures); Plumbing (valves, water distribution, LPG systems, and gravity sewer lines); Electrical (basic requirements, wiring, distribution systems, and overcurrent protection); and Earthwork and Exterior Improvements (earth moving, trenching, backfilling, and asphaltic concrete paving). Key regulatory standards include the California Building Code, Uniform Plumbing Code, National Electric Code, International Fire Code, ASHRAE 90.1, and NFPA standards. The contractor must comply with environmental requirements including NEPA mitigation measures, stormwater management under Section 438 of the Energy Independence and Security Act, and Forest Best Management Practices. Water systems must be hydrostatically tested at 150 psi for four hours without pressure loss and disinfected per AWWA standards; LPG piping must be air pressure tested at 100 psi for underground lines and 50 psi for building lines; and all systems require inspection by the Contracting Officer. Product submittals, quality control plans, as-built drawings, operation and maintenance data, and warranties are required at closeout. The project involves a Total Small Business Set Aside with a construction magnitude between $25,000 and $100,000, with quotes due July 14, 2026, 10:00 AM Pacific Time, and a mandatory site visit on June 30, 2026, 11:00 AM PT.

Project coordination including, but not necessarily limited to:

1. Coordination.

2. Contractor's personnel.

3. General installation provisions.

4. Cleaning and protection.

1.2 COORDINATION

A. Coordination: Coordinate construction activities included under various Sections of these Specifications to assure efficient and orderly installation of each part of the

Work. Coordinate construction operations included under different Sections of the

Specifications that are dependent upon each other for proper installation, connection, and operation.

1. Where installation of one part of the Work is dependent on installation of other components, either before or after its own installation, schedule construction activities in the sequence required to obtain the best results.

2. Where availability of space is limited, coordinate installation of different components to assure maximum accessibility for required maintenance, service and repair.

3. Make adequate provisions to accommodate items scheduled for later installation.

B. Conservation: Coordinate construction activities to ensure that operations are carried out with consideration given to conservation of energy, water, and materials.

1.3 SUBMITTALS

A. Coordination Drawings: Prepare and submit coordination Drawings where close and careful coordination is required for installation of products and materials fabricated off-site by separate entities, and where limited space availability necessitates maximum utilization of space for efficient installation of different components.

1. Indicate required installation sequences.

PROJECT COORDINATION 01 00 40-2

2. Comply with requirements contained in Section "01 30 00 Administrative

Requirements."

PART 2 – PRODUCTS
