About this file

This document is Amendment A00001 to Request for Information (RFI) Solicitation 127EAW26Q0045, issued by the USDA Forest Service Procurement Operations, Construction and A-E Division West on July 9, 2026. The amendment incorporates RFI responses to clarify requirements for office trailer utility connections on National Forest land. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline using one of three methods: completing items 8 and 15 on the amendment form and returning copies, acknowledging receipt on each copy of the offer submitted, or submitting separate written communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt at the designated location prior to the specified hour and date may result in offer rejection. Contractors are not required to sign and return the amendment document.

The RFI Log contains ten numbered questions and government responses addressing project specifications and execution methods. Key clarifications include: electrical connections will be above ground per contract specifications, while water lines may be above ground from the point of connection and sewer lines must be underground to the concrete pad edge; pavement patching is required with cold patch asphalt acceptable as an alternative to hot-mix, subject to government approval; no permits are anticipated for work on federal land; Davis-Bacon wage determination CA20260014 (05/18/2026) applies with weekly certified payroll required; existing utility specifications include a 600-amp/240-volt 3-phase main electrical panel, 1-inch PVC water line, and 6-inch vitrified clay wastewater pipe; Buy American Act compliance is required for all materials regardless of purchase source; PVC is acceptable for water line connections but PEX is not; and concrete pouring is acceptable as an alternative to hot-asphalt trench patching. The document is effective July 9, 2026, and the RFI log was last updated on that date at 6:50 AM.

RFI # RFI Question Government RFI Response Notes

1.Temporary/above-ground installaƟon: The Statement of Work (Sec. 1.0) describes the requirement as utility service for "temporary work trailers." Will the Government confirm whether temporary, above-ground electrical, water, and wastewater connections are acceptable in lieu of permanently buried installations? If so, please amend the specifications and Schedule of Items accordingly.

Electrical will be above ground, per the contract specs and statement of work. Water can be above ground from point of connection.

Sewer to be underground to the edge of the concrete pad.

2.Asphalt trench repair – Item 6: Bid Item 6 requires "excavaƟon and backfill and asphalt trench repair." For this temporary installation, will the Government confirm whether trench backfill and compaction without any asphalt patch is acceptable? If asphalt restoration is required, will a cold-mix patch be acceptable in lieu of hot-mix? Please amend Item 6 accordingly.

Pavement patch is required. Cold Patch is an acceptable material for asphalt patch. Proposed cold patch material to be approved by the Government prior to installation.

3.Permits: The SOW (Sec. 9.0) states the Contractor shall obtain all required state/local permits. Please confirm whether any state or local permits are required for this work on National Forest (federal) land, and if so, which authority has jurisdiction. No permits are anticipated

4.Davis-Bacon wage determinaƟon: Please confirm the applicable Davis- Bacon General Decision is CA20260014 (05/18/2026), the applicable construction type (Building vs. Heavy/Highway) for labor pricing, and that weekly certified payroll (WH-347) is required.

Confirmed.

5.EsƟmated magnitude of construcƟon: Per FAR 36.204, will the Government disclose the estimated magnitude (price range) for this project?

FAR 36.204 is no longer applicable per FAR Overhaul.

https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-36

6.ExisƟng uƟlity specificaƟons: Please provide the available voltage/amperage/phase at the existing electrical building switchgear, and the size and type of the existing waterline and wastewater line at the tie-in points, to support accurate material sizing and pricing.

Per plans:

Wastewater pipe diameter = 6" (assumed vitrified clay) Water line pipe diameter = 1" PVC (south of concrete pad) Electrical Panels - Main panel = 600 Amp/240 volt 3 phase.

Per the trailer manufacturer, the trailer requires 125 amps 240 volts.

7.Materials – Buy American: The SOW requires all materials be US-manufactured and labeled as such. Please confirm whether standard commercially available electrical, conduit, and PVC materials satisfy this requirement, or whether Buy American Act certification/documentation is required per material.

Buy American Act applies to any and all materials. It is the duty of the contrat awardee regardless of where the materials are purchased.

Are we able to use PVC or PEX for the water line connections after the new riser is installed?

PVC is acceptable. PEX is not acceptable

Are we able to pour concrete instead of hot-asphalt for the trench patch?

Yes

Are we able to use cold patch asphalt?

Cold patch is acceptable. Proposed material to be approved by the Government prior to installation.
