This is a Statement of Work (SOW) from the US Department of Agriculture for utility connections serving helitack operations at the Los Prietos Complex in Santa Barbara, California.

The contractor shall connect three mobile trailer units (two office trailers and one shower/bathroom trailer) to existing water, wastewater, and electric utilities at 3505 Paradise Road, Santa Barbara, California. Electrical work includes installing a main breaker in the electrical building switchgear, placing two 25-foot utility poles (one outside the electrical building at 54-inch depth and one adjacent to the concrete pad), installing approximately 50 feet of overhead electrical conductor between poles, installing conduit from the building down to a new pole-mounted junction box with breakers/disconnect for each trailer, and connecting power at breaker panels in all three trailers. Water work requires exposing and connecting to the existing waterline at the concrete pad edge, installing a riser, and distributing PVC water piping to the shower/latrine trailer. Wastewater work involves trenching approximately 40 feet from the concrete pad to the existing wastewater line, installing buried wastewater piping, installing collection lines from all three trailers to a new wastewater riser, and connecting the shower/latrine trailer to new lines. All newly installed utilities and electrical conduit must be clearly marked and labeled. The contractor shall backfill all excavated trenches and finish with hot-mix asphalt patching. Option #1 includes connecting water and wastewater to only the two office trailers.

The contractor must be licensed in California and manufacture all materials in the United States. The contractor is responsible for obtaining all required permits and approvals from state and local authorities. Work must commence within 10 days of notice to proceed and be completed within 14 days of the start date. Required submittals include a schedule (due within 5 days after award), trenching/excavation/paving plans, power pole product data and shop drawings, electrical connections product data and shop drawings, water piping product data and shop drawings, and wastewater piping product data and shop drawings (all due within 10 days after award). Additional deliverables include a proposed project plan defining responsibilities, timeline, risks, and milestones (due within five business days after award), shop drawings of proposed electric line and pipe placement (due within five business days after award), and weekly status reports documenting tasks and issues (due every Friday by 3:00 PM until contract expiration). An organized site visit is scheduled for Tuesday, June 30th at 11:00 AM at the Fire Compound below the Los Prietos District Office. The Forest Engineer/COR is Brad King, telephone (805) 451-7270, email bradley.king@usda.gov. No special security considerations are required.
