About this file

This is a Request for Information (RFI) information package from Brookhaven National Laboratory for the procurement of nine helium-water shell-and-tube heat exchangers to replace aging equipment in the RHIC Central Helium Plant. The project involves four primary intercoolers operating at 4.5 bar inlet pressure cooling helium from 405 K to 305 K at 1.13 kg/s mass flow rate each; four primary aftercoolers operating at 16.7 bar inlet pressure with identical temperature and flow specifications; and one smaller utility compressor aftercooler operating at 17 bar inlet pressure cooling helium from 350 K to 308 K at 0.096 kg/s. All units must be engineered and fabricated to ASME BPVC Section VIII with U-stamping, fitted with helium on the tube-side and water on the shell-side to match existing plumbing interfaces, and mass-spec leak checked to 10⁻⁹ Torr-L/s for water-to-helium leakage. The procurement encompasses fabrication and delivery, preliminary and final design reviews with engineering calculations, detailed fabrication drawings and material certifications, test procedure review and compliance testing results, vendor inspection visits to BNL to examine existing equipment, and BNL visits to vendor facilities for fabrication and testing progress hold points. Design specifications are detailed in Tech Spec SPEC-CAD-1372, with quality and management requirements to be included in a future Request for Proposal. The RFI goals are to identify qualified vendors capable of fabricating similar water-cooled gas-process heat exchangers, collect budgetary cost and fabrication schedule estimates, and familiarize potential vendors with BNL procurement requirements and timelines. BNL is a Department of Energy national laboratory located in Upton, New York, managed by Brookhaven Science Associates in partnership with Stony Brook University. The RHIC facility is shutting down in 2026 for upgrade to the Electron-Ion Collider, with the central helium plant undergoing repairs and upgrades to support EIC operations beginning in the early 2030s.

Nine new helium-water shell-and-tube heat exchangers

Director’s Review of Injector Operations and RHIC R&R July 8-10, 2025

• The purpose of this project is to procure quantity nine (9) new helium-water shell-and-tube heat exchangers. The old heat exchangers currently cool compressed helium in the Relativistic Heavy Ion Collider (RHIC) central helium refrigeration plant at Brookhaven National Lab (BNL).

• Starting in 2026, the RHIC is shutting down to undergo a major upgrade. The machine will become the Electron- Ion Collider (EIC), coming back online in the mid 2030s. The RHIC central helium plant will become the EIC central helium plant, and these new replacement heat exchangers will be part of the helium refrigeration system for EIC.

• Four of the heat exchangers, the primary intercoolers, will operate at a helium inlet pressure of 4.5 bar and cool the helium from 405 K to 305 K at a mass flow rate of 1.13 kg/s each.

• Four of the heat exchangers, the primary aftercoolers, will operate at a helium inlet pressure of 16.7 bar and cool helium from 405 K to 305 K at a at a mass flow rate of 1.13 kg/s each.

• There is a single smaller aftercooler on the utility compressor skid. This aftercooler will operate at a helium inlet pressure of 17 bar and cool helium from 350 K to 308 K at a at a mass flow rate of .096 kg/s each.

• See Tech Spec "SPEC-CAD-1372" for all other design and fabrication parameters.

• There are additional important design requirements:

• The overall design should minimize helium leakage to outside air.

• Because the helium flow is part of a cryogenic plant cycle, the cross-stream leak rate must be zero. Delivered units will be required to be mass-spec leak checked to 10-9 Torr-L/s for the water to helium side leak rate.

• The heat exchangers must be engineered and fabricated to ASME BPVC Section VIII, and be U-stamped.

• The new units must fit into the same location and mate with the same water and helium plumbing as the original units. This requires helium to be on the tube-side and water to be on the shell-side of the heat exchanger units.

• Tech Spec "SPEC-CAD-1372" is the primary document for all design and fabrication requirements. A statement of work (SOW) that includes quality and management requirements will be included with the future Request For Proposal.

• The complete procurement will involve

• Fabrication and delivery of nine heat exchangers

• Preliminary and final design reviews and final design documentation, including all required engineering calculations.

• Final detailed fabrication drawings and material certs

• Test procedures review and a complete set of compliance testing results

• Vendor visit(s) to BNL to inspect the old heat exchangers in place

• BNL visits to the vendor for fabrication and testing progress hold points

Goals of the Request for Information (RFI)

July 8-10, 2025

The goals of this RFI are

1. Identify vendors that are qualified to participate in the future RFP and evaluate vendor capabilities and experience fabricating similar water-cooled gas-process heat exchanger

2. Collect budgetary cost and fabrication schedule estimates from potential vendors

3. Help potential vendors understand BNL procurement requirements, typical procurement timelines, and to answer questions about working with BNL
