About this file

This is a Certification of Receipt of Addenda form required by the South Central Transit Authority (SCTA) for bidders participating in the "Replace Unleaded Fuel Tank and Oil-Water Separator at the Reading Operations Center" project. The form serves as a bidder's requirement to acknowledge receipt of all addenda issued to the Advertisement for Bids and to confirm consideration of these addenda in bid preparation. Failure to submit the properly executed form may result in the bidder being deemed nonresponsive and rejected. The form provides space for bidders to list up to four addenda by number and date, and requires signature and authorization from the submitting entity. Bids are due electronically via PennBid by 2:00 PM on Wednesday, April 29, 2026, with results to be posted online. Two separate contracts will be awarded: Contract No. 1 for Prime/Mechanical work covering fuel tank and oil-water separator replacement and any necessary building modifications, and Contract No. 2 for Electrical work covering new electrical and fuel systems. A non-mandatory pre-bid meeting is scheduled for Thursday, March 19, 2026, at 9:30 AM at the Reading Operations Center located at 1700 N 11th Street, Reading, Pennsylvania.

All documents, specifications, and solicitation details are available electronically at no cost through PennBid. All bids and contracts are subject to applicable state and federal laws and to a financial assistance agreement between SCTA and the Pennsylvania Department of Transportation and Federal Transit Administration. Contractors and subcontractors must comply with Buy America, Build America, Non-Discrimination, Non-Collusion, Lobbying, Debarment, and Contractor Integrity laws and regulations. All bidders must certify they are not on the Comptroller General's list of ineligible contractors. SCTA encourages disadvantaged business enterprise (DBE) participation, and DBEs will receive full consideration without discrimination, though no specific DBE goal has been established for this project.
