Technical Criteria and Evaluation Framework - NC26-53 HB 48 Lot Assessment Database
This is a technical evaluation document for a Request for Proposal issued by the State of Utah, Division of Purchasing, through the Forestry, Fire, & State Lands department. The RFP seeks a single software tool package to facilitate lot assessments for high wildfire risk properties and enable data sharing capabilities. The project requires vendors to demonstrate compliance with 2025's House Bill 48, specifically Section 65A-8-402, and must include features such as mobile-friendly field assessment tools, offline functionality, ESRI-compliant hosted feature services, GovRAMP cybersecurity compliance, and reporting capabilities for both property owners and the division. The evaluation structure comprises three phases: technical criteria submission (1,350 total points), work plan and timeline (300 points), and interview/demonstration (400 points). Key deliverable deadlines are March 27, 2026, for initial product review; April 24, 2026, for refined products and field testing; and May 29, 2026, for final implementation. Vendors must achieve a minimum threshold of 665 technical criteria points to advance to the interview phase. The resulting contract will have a five-year term with guaranteed pricing for the first year.
The proposal evaluation emphasizes vendor experience in wildfire property assessment tool development, database creation with tiered access permissions, property scoring and prioritization functionality, and generation of actionable reports. Vendors must demonstrate familiarity with Wildland Urban Interface code and NFPA Firewise standards, along with the ability to integrate property owner submissions into the assessment system. Cost proposals are submitted separately using a designated attachment and are not included in the technical criteria evaluation, ensuring scoring objectivity during the initial review process.
