About this file

This document is a Certification Regarding Lobbying form (Attachment C) required for federal contract bids exceeding $100,000. The form certifies that no federal appropriated funds have been or will be paid to influence or attempt to influence government officials in connection with awarding federal contracts, grants, loans, or cooperative agreements. Bidders are required to complete this certification, which mandates disclosure of any non-federal funds used for lobbying activities and requires the inclusion of similar language in all subaward documents.

The document outlines significant legal and financial consequences for non-compliance, including potential civil penalties ranging from $10,000 to $100,000 for each failure to file the required certification. Bidders must complete Standard Form SF-LLL to disclose any lobbying activities, and the certification is considered a material representation of fact upon which the transaction relies. The form provides spaces for detailed reporting of federal action type, status, reporting entity information, and specifics about lobbying registrants and individuals performing lobbying services.
