About this file
This is a Conformance Statements form for Pinal County, Arizona, related to an on-call subdivision regulation services contract opportunity (Contract #263331SOQ). The form requires responding consultants to indicate their acceptance or non-acceptance of the County's Scope of Work and Terms and Conditions by checking YES or NO boxes. Consultants who cannot fully comply with the County's requirements must clearly document their exceptions by referencing the specific section and paragraph, proposing alternative language, and providing rationale for the proposed changes. Consultants must submit revised versions of Attachment A (Scope of Work) and Attachment C (Draft Contract) with tracked changes as part of their proposal. Additionally, the form requires consultants to declare whether they are proposing any supplemental agreements, such as End User License Agreements or Lease Agreements, and if so, must submit a Word version that does not conflict with or duplicate terms in the Scope of Work or Draft Contract.
The form explicitly warns that any exceptions not included in the conformance statement will be without force and effect unless specifically accepted in writing by the Procurement Officer, and that responders' preprinted or standard terms will not be considered part of any resulting contract. The document further cautions that taking exceptions may negatively impact proposal evaluation, and that proposals taking exception to any solicitation requirement may be rejected. The form must be signed by the responder's authorized representative and submitted with the proposal offer documents.
