About this file

This is a General Permit Notification of Acceptance issued by the Florida Department of Environmental Protection (FDEP) Southwest District Office to the City of Tarpon Springs for the Beckett Bridge Water Main & Force Main Relocation Project. The permit authorizes the construction of a domestic wastewater collection/transmission system, specifically a twelve-inch diameter force main pipe in Pinellas County. The project involves installing approximately 1,150 feet each of new 8-inch potable water main and 12-inch wastewater force main sub-aqueously in the vicinity of Beckett Bridge using horizontal directional drilling, with an estimated construction cost between $2,000,000 and $4,000,000. The permit was issued on April 21, 2022, with an expiration date of April 20, 2027. Raymond Page, Utilities Superintendent for the City of Tarpon Springs, is listed as the permittee, with engineering support provided by Ardurra Group, LLC.

The permit requires the permittee to comply with Florida Administrative Code Rule 62-4.540 regarding general permit conditions and stipulates that the project must conform to the description contained in the original notification/application. Before placing the facilities into operation, the City must submit Form 62-604.300(8)(b) requesting Department approval and cannot place the system into service until cleared by FDEP. The permit cannot be revised except for transfer and will expire five years from issuance; if the project remains incomplete at expiration, a new permit must be obtained to continue work. The permittee must report any abnormal events or unauthorized wastewater spills exceeding 1,000 gallons to the State Watch Office within 24 hours, with smaller spills reported to the FDEP Southwest District Office within the same timeframe. The permittee is responsible for obtaining any required dredge and fill permits separately.
