About this file

This is a detail sheet for landscaping and property maintenance services issued by the City of Midland, Texas, for contract 26001510. The City seeks qualified landscape contractors to provide comprehensive maintenance services across 17 municipal facilities located throughout Midland. The facilities requiring services include 10 fire stations, Harris Field, two buildings at the Transportation/Facilities and Warehouse/Meter shop complex, the Texas and Front tower intersection, Fire Station #4 tower, Midland Farmers Market, and NGA Auxiliary Storage. Each location requires 12 months of landscaping and property maintenance services on a monthly billing basis. All work must be performed in accordance with attached specifications, and vendors must direct all questions and clarifications to the City's Purchasing Agent in writing via mail, e-procurement system, or fax.

Bidders must submit pricing proposals for each of the 17 line items, indicating the monthly cost and total annual cost for landscaping services at each location. The City will award the contract to either the lowest responsible bidder or the bidder offering the best overall value, with determination criteria potentially including factors enumerated under Section 252.043 of the Texas Local Government Code. All bids must include signed waivers acknowledging the bidder's understanding of bid terms and conditions and waiving claims related to bid administration, evaluation, acceptance, rejection, or contract award. Failure to include the signed waiver will result in the bid being deemed non-responsive and rejected. The contract document does not specify response deadlines, award dates, or contract renewal options.
