About this file

This is a scoring matrix for RFP Bid 29-26 for Sports Officiating and Referee Services issued by the City of DeBary Parks and Recreation in Florida. The RFP solicits sealed proposals from qualified contractors to provide officiating services across five sports lots: Youth Soccer (approximately 165 games per season), Youth Flag Football (200 games per season), Youth Basketball 3-on-3 Tournaments (60 games per season), Adult Basketball 3-on-3 Tournaments (1-2 annually), and Adult Kickball (119 games per season). Bidders may submit pricing for one, multiple, or all lots, with awards determined by individual lot, multiple lots, or in the City's best interest. Sealed proposals were due July 29, 2026 at 2:00 PM EST. The contract term is three years from award with two additional one-year renewal options available at the same prices, terms, and conditions upon mutual agreement. Evaluation was anticipated for July 30, 2026, with possible presentations on August 5 and City Council approval on August 19, 2026.

The scoring matrix evaluated three proposals from American Sports Officials Inc, Soccer Assigning Management LLC, and West Volusia Athletic Club across four weighted criteria: responsiveness and completeness (10 points), qualifications, experience, and references (30 points), response to scope of services (40 points), and proposal price (20 points), for a total of 100 possible points. Pricing must be submitted on a per-game basis and include all labor, supervision, equipment, travel, overhead, profit, insurance, booking fees, training fees, and administrative costs. Contractors must maintain Commercial General Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Business Auto Liability of $1,000,000 per accident, and Workers' Compensation coverage as required by Florida law. All youth sports officials must complete Level 2 background screenings and hold current certifications, with screenings required every five years. Referees must be scheduled at least two weeks in advance and arrive 15 minutes before games, and contractors must attend pre-season coaches and rules meetings.
