About this file

Pre-Bid Conference Summary – Supplemental Elevator Services Solicitation

This is a pre-bid conference presentation document for Washington State's Department of Enterprise Services (DES) regarding a supplemental competitive solicitation for Elevator Full Service Maintenance, Testing, and Repair Services in the Olympic Region. The solicitation addresses a geographic coverage gap in the existing statewide agreement and targets five counties: Clallam, Jefferson, Kitsap, Mason, and Grays Harbor. Services include preventative maintenance, ASME examinations and testing, emergency repair services, 24/7 standby capabilities, and comprehensive documentation through a Maintenance Control Program for all elevator types including passenger elevators, freight elevators, escalators, industrial lifts, and wheelchair lifts. A virtual pre-bid conference was held on January 8, 2026, at 10:00 AM. The question and answer period deadline is January 19, 2026, with answers anticipated to be posted by January 22, 2026. Bid submissions are due February 18, 2026, by 11:59 PM Pacific Time. The anticipated announcement of apparent successful bidders is March 10, 2026, with contract awards anticipated on March 25, 2026. The resulting contracts will extend from date of execution through December 31, 2030, representing a 55-month term.

Pricing is structured with percentage markups over actual costs for parts replacement and refurbished parts, plus prevailing wage percentage markups for labor, both remaining fixed for the contract duration. Bidders must submit Not-To-Exceed (NTE) monthly rates for full-service maintenance, with rates subject to negotiation but capped at the submitted NTE amount. The evaluation will award up to five Main Awards and three Reserved Awards in the Olympic Region on a 1,260-point scale: 700 points for non-cost performance requirements, 500 points for cost factors, and 60 points for Executive Order 18-03 workers' rights compliance preference. All awarded contractors must maintain comprehensive insurance coverage, including $2,000,000 commercial general liability, $1,000,000 commercial automobile liability, and $1,000,000 professional liability. A Vendor Management Fee of 1.25 percent of total contract sales is required, payable thirty days after invoice receipt. Eligible purchasers include Washington State agencies, institutions of higher education, political subdivisions, tribal governments, federal agencies, and public benefit nonprofits, with state agencies mandated to use DES contracts unless needs cannot be justifiably satisfied. Bidders must be registered in Washington's Electronic Business Solution (WEBS) and comply with all Washington State business registration requirements with the Department of Revenue and Secretary of State.
