About this file

This is a supplemental bid price exhibit for a statewide elevator maintenance, testing, and repair services contract for the Olympic Region in Washington State, administered by Enterprise Services for Washington State Eligible Purchasers. The contract covers full service maintenance, callback services, audit and testing services, and repair/replacement services for multiple types of elevator equipment across five counties: Clallam, Gray's Harbor, Jefferson, Kitsap, and Mason. Services are to be performed during normal business hours (6 am to 6 pm, Monday through Friday) and after-business hours (6 pm to 6 am, Monday through Friday), excluding holidays as stipulated by the International Union of Elevator Constructors' local labor agreement. Services include all labor, materials, travel expenses, mileage, fuel costs, parking fees, permits, licenses, and insurance required for full service maintenance.

Bidders must submit pricing on two components totaling 500 available points: labor rates accounting for up to 250 points and full service monthly maintenance rates accounting for up to 250 points. Labor pricing requires bidders to provide percentage markups over Washington State Labor & Industries prevailing wage rates for Elevator Technician Mechanic (hourly and overtime) and Elevator Technician Mechanic In-Charge (hourly and overtime) for each county. Bidders must also submit percentage markups for replacement parts and refurbished parts above contractor's actual costs, with supplier invoices subject to purchaser validation. Full service monthly rates must be provided in dollar amounts for thirteen equipment types with varying stop configurations, including passenger traction/roped and gearless elevators, hydraulic elevators, machine room-less hydraulic elevators, service/freight elevators, escalators, wheelchair lifts, and industrial roped hydraulic equipment. The lowest bidder in each category receives full points, with other bidders scored using a formula based on the ratio of lowest to their submitted bid. Apprentice technician rates are optional but must not exceed the journeyperson mechanic hourly rate. Pricing must be expressed as percentages for labor and parts; dollar amounts for labor or parts will render the bid non-responsive.

Sample of a Responsive Bid
Bidder A bids 10% as shown above for cost plus for replacement parts, the bidder may charge their actual cost of the part and an additional 10%.

For example, if a replacement part costs $200.00. The bidder may charge their actual cost ($200.00) plus 10% of the actual cost (0.10 X $200.00 = $20.00) for a resulting cost to Purchaser of $220.00.

LABOR (Prevailing Wage Rates) Example: Shows how the bid mark-up percentage over the Washington State Labor & Industries prevailing wage is used to determine maximum rates on a resulting Main or Reserved Contract. Assume that prevailing wage for Elevator Technician Mechanic (hourly) in OLYMPIC Region Counties is $100.00 and the bidder bids +120% for Elevator Technician Mechanic (straight time hourly) as shown below. The maximum rate that the bidder may charge would be the prevailing wage for OLYMPIC Region Counties ($100.00) plus the bid mark-up percentage over the Washington State Labor & Industries prevailing wage (120% of the $100 prevailing wage for OLYMPIC Region Counties = $120.00), for a total of $220.00 per straight time hour.

NOTE: % mark up for Counties in the OLYMPIC Region can the same % mark up or different % mark ups, as appropriate.

LABOR EXAMPLE
RATE Example: Shows how the bid Full Service Monthly Rate is used to determine maximum rates on a resulting Main or Reserved Contract. Assume that Bidder's Maximum Not to Exceed Full Monthly Service Rates in OLYMPIC Region Counties (Clallam, Gray's Harbor, Jefferson, Kitsap, & Mason) is as shown above. The maximum rate that the bidder may charge would be the Full Service Monthly Rate for OLYMPIC Region Counties of the OLYMPIC Region Counties, is as shown above.

For example #1, if Purchaser requests quarterly Full Service visits for a Traction Geared Elevator with more than 10 stops, the maximum quarterly charge cannot exceed $3,000.00 for the quarterly full service maintenance visit.

For example #2, if Purchaser requests annual Full Service visit for a Wheelchair lift, the maximum annual charge cannot exceed $1,200.00 for the annual full service maintenance visit.

NOTE: Full Service Monthly Rates for Counties in the OLYMPIC Region can the same $ or different $, as appropriate.
