About this file

This document is a Request for Information (RFI) issued by the Washington State Department of Enterprise Services (DES) seeking feedback from potential respondents on the performance requirements and pricing structure for a new statewide contract for forklift equipment. The current contract 06115 - Forklifts is due to expire on 10/31/2024, and DES is developing specifications for the new contract. DES is requesting input on commonly purchased optional forklift features, relevant certifications, the ability to provide sales and repair/maintenance service in both Washington and Oregon, expedited delivery options, and volume discounts. Responses to the RFI are due by 10/04/2024, and DES may use the results to develop future solicitations. No contracts will be awarded as a result of this RFI.

The RFI indicates that the current statewide contract has annual sales of approximately $1.5 million. DES is also interested in feedback on the procurement scope, which covers forklift equipment, including options, parts and accessories, repair manuals, preventative maintenance agreements, and extended warranty programs. DES strongly discourages businesses from submitting sensitive information, as all documents submitted are public records subject to disclosure.

REQUEST FOR INFORMATION (RFI)

Forklifts

ANNOUNCEMENT

The State of Washington Department of Enterprise Services (DES) is in the process of developing specifications for forklifts and is requesting input from the business community. The current statewide contract 06115 - Forklifts is due to expire on 10/31/2024.

BACKGROUND

This statewide contract is for Forklifts by State Agencies and qualifying organizations who have signed the Contracts Usage Agreement (CUA). A list of CUA members is available at CUA Members.

The procurement scope covers forklift equipment including options, parts and accessories, repair manuals, preventative maintenance agreements and extended warranty programs.

Sales on the existing contract were approximately $1.5 million annually.

PERFORMANCE REQUIREMENTS

This request is an opportunity for potential respondents to provide feedback and raise issues for DES’ consideration in advance of solicitation. No contracts will be awarded as a result of this RFI. Please review the draft solicitation including all exhibits and refer to the questions section below, and identify any areas of confusion or challenges in meeting any of the listed performance requirements. DO NOT COMPLETE OR RETURN ANY OF THE SOLICITATION EXHIBITS. Solicitation exhibits returned in response to this request will not be evaluated or considered for award.

Please note Washington Apex, formerly known as Procurement Technical Assistance Center (PTAC), is a no-cost resource for small businesses that can help with bidding and strategies for selling to the government. For assistance, find your local adviser here.

QUESTIONS

1. Option Pricing: What are some commonly purchased optional forklift features?

2. Certifications: Are there are any relevant certifications for dealerships or for technicians that DES should require?

3. Service Area: Are you able to provide sales and repair/maintenance service in both Washington and Oregon?

4. Expedited Delivery: Are you able to offer expedited delivery options, either for free or for additional cost?

5. Volume Discounts: Are you able to offer volume discounts for larger purchases?

RFI PROCESS

Responses to this RFI should be submitted electronically to the RFI Coordinator listed below no later than 10/04/2024.

Businesses may also contact the RFI Coordinator to set up a time to discuss this solicitation and provide answers to the RFI questions directly to DES. Please be aware that the RFI Coordinator may have limited time and this would not be a discussion of the proposed solicitation. This meeting would be focused on DES learning more about the industry and advice on the solicitation.

A response to this RFI is not a mandatory requirement for participation in any subsequent solicitations released by the State of Washington. The results of this RFI may be used in development of future solicitations. All business community communications concerning this RFI must be directed to the RFI Coordinator.
