General Information
The current BHSIS IT infrastructure integrates servers, storage, networks, system security, and facilities into a shared pool of open, standards-based virtualized and interoperable resources that are controlled through a common management platform. These servers are primarily configured with Linux operating systems and Oracle data base software. Critical servers utilize redundant RAID arrays for data storage and all servers are backed up nightly with copies maintained both on and off site. All dedicated BHSIS equipment and software is Government owned and protected with manufacturer provided on-site service agreements.

BHSIS Data Flow
BHSIS High Level Data Flow
BHSIS High Level Data Flow Chart Narrative Description
STATE:
Treatment facility information and client admission and discharge records flow from the Substance Abuse Services Agencies within the various State governments to TEDS. Treatment facility information and client level data and URS tables flow from the State Mental Health Agencies within the various State governments to MH-CLD/MH-TEDS and URS. Names and other contact information for the State data representatives are listed in the Contact Management System (CMS).
Data Flows from STATES
· Information about the facilities providing substance abuse treatment and/or mental health treatment in the State
· Information on State data contacts
· Treatment admission and discharge submissions to TEDS
· Mental health treatment clients or admissions and update/discharge submissions to MH-CLD/MH-TEDS and URS
· State TEDS/MH-TEDS/MH-CLD crosswalks, which define how each States’ data elements are translated to TEDS/MH-TEDS/MH-CLD data elements
Data Flows to STATES
· Current TEDS/MH-TEDS/MH-CLD crosswalk information for crosswalk verification and maintenance
· The States query information about facilities using the I-BHS Query and Reporting System (IQRS) or BHSIS Resource Center
TEDS/MH-TEDS/MH-CLD:
The TEDS is a repository for information about clients receiving treatment for substance abuse problems. The Mental Health Treatment Episode Data Set (MH-TEDS) is a repository for information about clients receiving treatment for mental health problems. The data are stored in two data sets, one for admissions to treatment services, and the other for discharges from such services. A pair of matching admission and discharge records constitutes a single treatment episode. The MH-CLD is a repository for information about clients receiving treatment for mental health problems. States may choose to provide mental health data to either MH-TEDS or MH-CLD.
Data Flows from TEDS/MH-TEDS/MH-CLD
· Treatment facility verification with I-BHS and with the States
· TEDS/MH-TEDS/MH-CLD data for quality control and feedback to States
· TEDS/MH-TEDS/MH-CLD data for analysis and reporting
Data Flows to TEDS/MH-TEDS/MH-CLD
· Treatment admission and discharge records or mental health client data are submitted from the States
CWMS/DSS:
The Crosswalk Management System (CWMS) collects details about how each State stores its treatment data, and how a State converts its data into the data categories and format needed for submission to TEDS. The CWMS in incorporated into the DSS.
Data Flows from CWMS/DSS
· Current crosswalk information on file for editing and periodic validity checks with State.
· Crosswalk information for use in data analysis and reporting
Data Flows to CWMS/DSS
· State maintains TEDS/MH-TEDS/MH-CLD crosswalk by providing additions and updates as changes occur in the State data system
I-BHS:
The I-BHS is a repository for the names, telephone numbers, addresses and selected data for facilities offering substance abuse and mental health treatment nationwide. The I-BHS expansion will include the same types of data for mental health treatment facilities as is provided for substance abuse treatment facilities nationwide. The information is updated continually to keep track of changes in the basic facility contact information as well as their operational status. Some information on facility organizational relationships is also maintained on the I-BHS.
Data Flows to I-BHS
· Treatment facility information is submitted by the States
· Treatment facility information is submitted by the facilities (and verified with States)
· N-SUMHSS survey information is used to update facility data (primarily “Block A” data which is the provider’s basic location and contact information)
Data Flows from I-BHS
· Facility location and contact information is used annually to produce the National Directory of Substance Abuse and Mental Health Treatment Programs
· Facility location and contact information is used to update the on-line Behavioral Health Treatment Services Locator
· Facility contact information is used as the universe of facilities to be surveyed in N-SUMHSS
· Facility contact information is provided to external requestors for facility lists.
Other Sources:
Other sources are used to obtain information about facilities providing substance abuse treatment or mental health treatment. This includes a variety of sources that are consulted during an annual I-BHS augmentation process. During augmentation, yellow pages, hospital data bases, professional directories, the N-SSATS and N-MHSS and other sources are used to identify possible new entries for the I-BHS.
· Treatment facility information is obtained through special augmentations.
· National Directory of Drug and Alcohol Abuse Treatment Programs and the National Directory of Mental Health Treatment Programs:
An annual PDF directory that combines the most recent available contact information from I-BHS with selected information obtained from the N-SSATS. An annual PDF directory that combines the most recently available contact information from I-BHS with selected information obtained from the N-MHSS.
Data Flows to National Directories
· Facility location and contact information from I-BHS
· Services, payment, treatment focus, and other selected information from N-SUMHSS
· BH Locator:
The Locator is a World Wide Web application that allows searching of a database that combines the most recent available contact information from I-BHS with the selected information obtained from the N-SUMHSS. This database is refreshed monthly, with corrections made as needed. The Locator shows the results of geographically based searches on a map so that users can find the closest facilities meeting his/her criteria.
Data Flows to Substance Abuse Treatment Facility Locator
· Location and contact information from I-BHS
· Services, payment, treatment focus, and other selected information from N-SUMHSS
FACILITIES:
Establishments offering substance abuse treatment services or mental health treatment services.
Data Flows from FACILITIES
· Facility survey responses to N-SUMHSS
· Location and contact information to I-BHS
The N-SUMHSS collect facility-level information through survey instruments that are provided to treatment facilities on the I-BHS. Collected in the survey are the types of services offered by the facility, programs for special client groups (e.g., for women or adolescents), forms of payment accepted, and other questions designed to describe the facility, its services and its clients. Surveys are provided to facilities at the time they are first identified and added to the I-BHS and then annually. The annual survey includes data collection by paper questionnaire, web-based questionnaire, and computer assisted telephone interviews. The Locator versions of the survey are conducted through web-based questionnaires and computer assisted telephone interviews.
Data Flows from N-SUMHSS
· Block A (basic facility contact information) to I-BHS
· Services, payment and other information for the National Directory of Drug and Alcohol Abuse Treatment Programs
· Services, payment and other information for the BH Locator N-SUMHSS data for quality control
· N-SUMHSS data for analysis and reporting
Data Flows to N-SUMHSS
· Lists of facilities to be surveyed from I-BHS
· Survey data from facilities
AIMS:
The BHSIS Contact Management System (AIMS) is primarily used to manage the name, phone and address information for BHSIS representatives and State behavioral health agency staff. The application is also used to track information about any discussions with State staff.
