About this file
This is an evaluation criteria scorecard for the Massachusetts Department of Elementary and Secondary Education's Request for Response (27SEPRLS2) seeking a vendor to provide audiobook lending services to K-12 schools serving students with print disabilities. The scorecard establishes the evaluation framework that agency staff will use to assess all vendor responses submitted to this solicitation.
The scorecard contains two required qualification criteria that bidders must satisfy to advance in the evaluation process: vendors must demonstrate experience and expertise in producing audio versions of textbooks, offering large-scale audiobook lending services, and providing outreach, support, and training to educators and students; and vendors must have experience downloading files from the NIMAC repository and converting them to student-ready audiobooks containing synthetic audio, electronic text, and images supplied by publishers. The evaluation framework includes six additional scoring criteria weighted with multipliers totaling 100 points: experience downloading files from NIMAC and producing audiobooks within two weeks (25 points); knowledge of Massachusetts school districts and curriculum standards with strategies for effective service adoption (25 points); detailed, deliverables-based budgets with justification for fiscal years 2027 through 2033 and quarterly reporting commitments (15 points); experience and expertise providing K-12 educator training with current staff resumes, training descriptions, and proposed timelines (10 points); organizational and administrative capacity to serve Massachusetts schools with outreach plans for all public school districts including charter, vocational-technical, and underserved districts (20 points); and demonstrated commitment to racial equity within the organization and in service delivery (5 points). The scoring rubric ranges from non-responsive (0 points) to outstanding (5 points), with detailed descriptors for each level.
