About this file

This is a Performance Measures document for the Massachusetts Department of Elementary and Secondary Education's audiobook lending service contract (COMMBUYS Bid #BD-27-1026-DOE02-DOE01-133020, Alternate ID #27SEPRS2). The contract requires the selected vendor to produce audio versions of textbooks and provide an audiobook downloading and lending service to K-12 public schools throughout Massachusetts for students with print disabilities. The vendor must utilize synthetic speech and electronic text when NIMAS files are available and human speech when such files are unavailable, as funding allows. Services include producing audiobooks within two weeks of request, providing training and technical support to teachers, and delivering the service to schools at no cost to districts. The contract term spans from fiscal year 2027 through fiscal year 2032, with performance expectations measured across all six years.

The performance measures establish specific evaluation criteria across four categories: Program Outcomes, Program Outputs, Program Efficiency, and Program Effectiveness. All performance measures carry a goal of 100% achievement for each fiscal year of the contract. Key output requirements include quarterly invoicing and reporting on audiobooks distributed, schools and districts served, teachers trained, and students served. The vendor must serve as an authorized NIMAC user on behalf of Massachusetts, maintain a user-friendly ordering and distribution system, design an outreach program reaching all Massachusetts public school districts, and ensure administrative processes enable timely audiobook provision. The document specifies that the vendor must provide an unlimited number of audiobooks with training and support at no cost to participating districts while maintaining high-quality support with minimal complaints from schools.

Agency Staff Use Only (This document will be used to evaluate the performance of each awarded vendor) Performance Contracting: Performance contracting is the process of identifying and measuring the results, outcomes or products obtained from a contract through the use of measurable indicators. All procurements are expected to contain quantifiable and clearly defined performance expectations.

Program Outcomes
Are the results or accomplishments that occur because of the service provided through the contract.
Program Outputs
Are the quantity of services or work conducted (i.e., the # of participants or the # of training sessions provided).
Program Efficiency
Examine the cost of an outcome or output (i.e., cost per participant or cost per training session). An efficiency measure makes it possible to begin evaluating “reasonable” costs for the requested service.
Program Effectiveness
Examine whether the outcomes achieved were worthwhile and contained long-term benefit. Effectiveness measures determine the extent to which the program yielded the desired outcomes.
