About this file

This is a Project Manual and bid package issued by East Lyme Public Schools in Connecticut for the roof replacement of Lillie B. Haynes Elementary School located at 29 Society Road, Niantic, Connecticut. The project involves selective demolition of the existing built-up roof system and replacement with a new 2-ply modified bituminous membrane roofing system, including thermal insulation, roof deck replacement where necessary, metal soffit panels, flashing, and associated accessories. A mandatory pre-bid site visit is scheduled for Tuesday, November 4, 2025, at 10:00 AM, with sealed bids due no later than 2:00 PM on Tuesday, November 25, 2025. The contract is anticipated to be awarded to the lowest responsible bidder, with construction scheduled to commence at the conclusion of the school day on Tuesday, June 16, 2026, and substantial completion required by Friday, August 21, 2026, with final completion by August 22, 2026. The project is designed as a lump sum contract utilizing AIA Document A101-2017 as the standard form of agreement.

Prevailing wage rates established by the Connecticut Department of Labor apply to all workers on this project, with rates varying by trade classification and updated annually on July 1st. The project requires bid security in the form of a certified check or bid bond equal to 10 percent of the total bid amount for bids exceeding $50,000, and performance and payment bonds equal to 100 percent of the contract sum if the total bid exceeds $50,000 and $100,000 respectively. Connecticut municipalities are exempt from federal and state excise, transportation, and sales taxes, which must not be included in bid prices. The contractor must maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with workers' compensation insurance and a $5,000,000 umbrella policy. The roofing system manufacturer must provide a 20-year system warranty (or 30 years under Alternate 2), and the installer must provide a 3-year workmanship warranty. Contractor must demonstrate good faith effort to meet a 25 percent set-aside goal for DAS-certified small businesses and 6.25 percent for minority-, women-, and disabled-owned businesses on the state-funded portion of the contract.
