About this opportunity
East Lyme Public Schools in Connecticut is soliciting competitive sealed bids for a lump sum roof replacement project at Lillie B. Haynes Elementary School located at 29 Society Road, Niantic, Connecticut. The procurement is an Invitation to Bid (ITB) issued October 24, 2025, with bids due November 25, 2025, at 2:00 PM EST. The project scope encompasses the selective demolition of existing built-up roof systems and replacement with a 2-ply modified bituminous membrane roofing system across approximately 103,021 square feet of roof area (Roofs A through Q), including installation of tapered polyisocyanurate thermal insulation (R-30), metal and wood edging, flashing, roof drains, vents, ladders, hatches, and related accessories. Bidders must comply with prevailing wage rates established by the Connecticut Department of Labor, with the Roofer (composition) classification at $45.15 hourly plus $22.44 in benefits. The roofing system manufacturer must be ISO 9001 certified with minimum 24 years of documented experience, manufacture materials in the United States, and provide a 20-year system warranty with the option for a 30-year warranty under Alternate 2; the installer must provide a separate 3-year workmanship warranty. Required submittals include shop drawings, design pressure calculations, third-party professional engineer certification of compliance, and LEED reflectivity and emissivity verification. A mandatory pre-bid site visit is scheduled for November 4, 2025, at 10:00 AM, and the vendor question and answer period closes November 11, 2025, at 2:00 PM EST. Construction is scheduled to commence June 16, 2026, with substantial completion required by August 21, 2026. Bid security of 10 percent of the total bid amount is required for bids exceeding $50,000, with performance and payment bonds required at 100 percent and $100,000 respectively for qualifying bids. Contractors must maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation insurance, and a $5,000,000 umbrella policy.
Connecticut municipalities are exempt from federal and state excise, transportation, and sales taxes, which must not be included in bid pricing. The contract designates a 25 percent set-aside goal for DAS-certified small businesses and 6.25 percent for minority-, women-, and disabled-owned businesses on the state-funded portion of the contract; all contractors and subcontractors are required to be DAS certified. No incumbent vendors or current contractors are identified in the solicitation documents. The project is subject to the 2022 Connecticut State Building Code and Connecticut School Construction Standards and Guidelines, with the roofing system required to achieve Class A fire ratings from Factory Mutual (FM) or Underwriters Laboratory (UL) and withstand design wind loads per ASCE 7-16 standards with uplift pressures ranging from 31.5 to 81.5 psf depending on roof zone. The contract will be awarded to the lowest responsible bidder using AIA Document A101-2017 as the standard form of agreement. The solicitation documents do not specify an estimated total contract value or budget range. One addendum was issued November 12, 2025, addressing wage rate updates, roofing specification clarifications, edge metal and flashing requirements, and contractor DAS certification mandates.
