About this file

This is an Addendum No. 1 document issued November 12, 2025, for the Lillie B. Haynes Elementary School Roof Replacement project in East Lyme, Connecticut (Project #045-0064-RR, LAA#2745-01). The project involves the replacement of the existing built-up roof system with a modified bituminous membrane roofing system. The specification details a two-ply modified asphalt roofing system with multiple installation options, including hot-applied (Base Bid) and cold-applied (Alternate 1) methods, along with a 30-year warranty option (Alternate 2). The project includes installation of thermal insulation layers, vapor barriers, cover boards, edge treatment systems, and roof penetration flashings. The roofing system must achieve Class A fire ratings from Factory Mutual (FM), Underwriters Laboratory (UL), or equivalent testing facilities and must withstand design wind loads per ASCE 7-16 standards with uplift pressures ranging from 31.5 to 81.5 psf depending on roof zone. The contractor must maintain a full-time supervisor on-site during all roofing work and provide weekly progress reports with photographic documentation. The roofing system manufacturer must conduct minimum three site inspections per week at no additional cost and provide final completion certification.

The specification mandates prevailing wage rates effective October 30, 2025, with the Roofer (composition) classification established at $45.15 hourly rate plus $22.44 in benefits. All materials must be manufactured in the United States by an ISO 9001 certified manufacturer with documented 24 years of experience and cannot be private label products. The bidder must disclose the specific manufacturer and products at bid opening, and no material substitutions are permitted after that date. All submitted roofing systems must be accompanied by a report letter from a third-party licensed professional engineer confirming compliance with design and performance criteria. The manufacturer warranty covers 20 years for the Base Bid or 30 years for Alternate 2, with the installer providing a separate three-year warranty against defects in materials and workmanship. The project requires submission of shop drawings, design pressure calculations, manufacturer progress reports, verification samples, manufacturer's site supervision letter, and certification that the system meets LEED reflectivity and emissivity criteria for heat island reduction.

3.3 INSTALLATION - GENERAL

A. Install modified bitumen membranes and flashings in accordance with manufacturer's instructions and with the recommendations provided by the National Roofing Contractors Association's Roofing & Waterproofing Manual, the Asphalt Roofing Manufacturers Association, and applicable codes.

B. General: Avoid installation of modified bitumen membranes at temperatures lower than 40-45 degrees Fahrenheit (7.22 degrees Celsius). When work at such temperatures unavoidable use the following precautions:

1. Take extra care during cold weather installation and when ambient temperatures are affected by wind or humidity, to ensure adequate bonding is achieved between the surfaces to be joined. Use extra care at material seam welds and where adhesion of the applied product to the appropriately prepared substrate as the substrate can be affected by such temperature constraints as well.

2. Unrolling of cold materials, under low ambient conditions must be avoided to prevent the likelihood of unnecessary stress cracking. Rolls must be at least 40 degrees Fahrenheit (4.44 degrees Celsius) at the time of application. If the membrane roll becomes stiff or difficult to install, it must be replaced with roll from a heated storage area.

C. Commence installation of the roofing system at the lowest point of the roof (or roof area), working up the slope toward the highest point. Lap sheets shingle fashion so as to constantly shed water

D. All slopes greater than 2:12 require back-nailing to prevent slippage of the ply sheets. Use ring or spiral-shank 1 inch (25.4 mm) cap nails, or screws and plates at a rate of 1 fastener per ply (including the membrane) at each insulation stop. Place insulation stops at 16 ft o.c for slopes less than 3:12 and 4 feet (121.92 cm) o.c for slopes greater than 3:12. On non-insulated systems, nail each ply directly into the deck at the rate specified above. When slope exceeds 2:12, install all plies parallel to the slope (strapping) to facilitate backnailing. Install 4 additional fasteners at the upper edge of the membrane when strapping the plies.

3.4 INSTALLATION HOT APPLIED ROOF SYSTEM (Base Bid)

A. Vapor Barrier Ply(s): Install a vapor barrier ply to properly prepared decking substrates prior to installing subsequent system layers. Metal deck substrates shall receive a self-adhering air barrier/vapor retarder for roof applications. Gypsum, concrete or other types of decking shall receive a nailable vapor barrier sheet, fastened or adhered according to manufacturer’s specifications and recommendations.

1. Overlap head laps a minimum of 6 inch (152.4 mm). Overlap side laps a minimum of 3 inch (76.2 mm). as indicated by the lap lines on the product.

2. If the ply has been used as a temporary roof and is expected to function as a air barrier in a finished roofing system, it must be inspected by the manufacturer and repaired as needed.

3. All damaged areas must be cut out and removed, and new membrane installed in those areas.

4. When the roof system is installed over the self-adhering sheet, the insulation must be attached by mechanically fastening it into the structural deck.

SECTION 075200

MODIFIED BITUMINOUS MEMBRANE

5. Install nailable base sheet plies in twenty-five (25) lbs (11.3kg) per square of bitumen shingled uniformly or nailed according to wind up-lifts.

B. Base/Felt Ply(s): Install base sheet or felt plies in twenty-five (25) lbs (11.3kg) per square of bitumen shingled uniformly to achieve one or more plies over the entire prepared substrate.

Shingle in direction of slope of roof to shed water on each area of roof. Do not step on base rolls until asphalt has cooled, fish mouths should be cut and patched.

1. Lap ply sheet ends 8 inches (203.2 mm). Stagger end laps 2 inches (50.8 mm) minimum.

2. Install base flashing ply…
