Soil Testing and Disposal Procedure
1.1 Soil Sample Collection shall be in accordance with ASTM D6232: Standard Guide for Selection of Sampling Equipment for Wastes and Contaminated Media Data Collection Activities.
1.2 The selected laboratory can provide sampling containers, chains of custody, and preservation methods. At a minimum, samples will need to be collected in appropriate sampling containers and kept on ice at 4o C (+/- 2o).
1.3 The samples shall be analyzed for TCLP-RCRA Metals, TCLP VOCs, and TCLP-Pesticides.
1.4 Laboratory Requirements. Environmental laboratory services shall be provided only by laboratories compliant with the most recently published version of the Department of Defense Quality Systems Manual (DoD-QSM) and holding a current National Environmental Laboratory Accreditation Program (NELAP) accreditation for the appropriate fields-of-testing.
1.5 Sample Handling. All soil samples shall be received by the analytical laboratories at the laboratory’s required preservation, or 2° - 4° Celsius (36° F - 41° F). The Contractor shall be aware that soil samples received by the analytical lab at temperatures higher than 7° Celsius will be declared invalid and will require resampling at no additional cost to the Government. If insufficient time is available between sample collection and receipt by the lab, then additional ice or time should be used to reduce temperatures to the desired range.
1.6 The Contractor shall be aware that soil samples not listed within the standard holding times may be declared invalid at the discretion of the Government and invalid samples would require resampling at no additional cost to the Government.
1.7 The soil must meet IL EPA’s definition of uncontaminated soil in order to be removed from the site. The following guidelines will be utilized to determine if the soil is uncontaminated.
Evaluation of analytical results will follow the process outlined in 35 Illinois Administrative Code, Part 1100, Subpart F, Section 1100.605-Maximum Allowable Concentrations for Chemical Constituents in Uncontaminated Soils. Please provide the evaluation and analytical to CEIEC for review and approval.
1.8 Absence/Presence of Contamination
1.8.1 Absence of Contamination. If contamination is below the standards above and meets Illinois EPA requirements for “clean fill”, the contractor may transport the soil for use elsewhere. The site will be restored to match the existing surrounding grade, with an emphasis on proper drainage.
1.8.2 Presence of Contamination. If contamination is present in excess of the standards above, the soil is not uncontaminated. Thus, the contractor will be responsible for removing and disposing of the soil. Off-base disposal of soil will be required in accordance with all applicable state and federal regulatory guidelines regarding non-hazardous/special/or hazardous waste.
1.9 Storage of excavated soils (if necessary). The soils will be stored in DOT-approved containers, whether that be drums or rolloffs, the contractor can determine what is best based upon the amount of soil excavated. No matter which container is selected, the container (s) will be stored closed and capable of being transported. The location of container storage will be at Scott AFB 90-day hazardous waste storage building (Building 3306), outside, in a way that will not deter building and parking lot egress. The containers will be appropriately marked, based upon the analytical results. (Example only: Special Waste-Soils. Site Former Building 4205, Scott AFB, IL. 1.10 Following approval of analytical data by an accredited disposal facility, the contractor will coordinate with the disposal facility to develop waste disposal profiles based upon the analytical data. Keep the Scott AFB HW/HM Manager involved, as all shipping paperwork (including the profile) must be signed by a delegated Scott AFB representative.

1.11 All transporters will be in compliance with 40 CFR Part 263, "Standards Applicable to Transporters of Hazardous Waste", 35 IAC 809.201, Subpart G, and Department of Transportation requirements at 49 CFR. All transporters of hazardous wastes will have an EPA transporter ID number. All transporters of special waste in Illinois are required to have an Illinois Special Waste Hauler Permit Number in addition to the USEPA Transporter ID Number. The selected transporters will provide all required DOT placards for the waste load(s), as applicable.
1.12 Provide a 24-48 hour notice to Scott AFB HM/HW Manager for scheduled waste pick-up to ensure a representative is available to be on site. If the work will be conducted on weekends or Federal Holidays, then notice will provided a minimum of 5 days prior to the Holiday or weekend to ensure 375 CES/CEIE support will be available.
1.13 Each waste hauler (truck load) will have an individual manifest that requires signature by a delegated Scott AFB representative prior to leaving Scott AFB. All manifests must be approved and signed by the waste generator (Scott AFB representative from 375 CES/CEIE office) prior to waste being transported from the Installation.
1.14 All ACM, lead based paint disposal, and soil profiles, manifests, Land Disposal Restrictions, etc. must be approved and signed by 375 CES Environmental Office personnel. Utilize the testing methods/protocol outlined by the disposal facility. No loads can leave the Base without signature on shipping paperwork by 375 CES Environmental Office personnel.
