About this file
This is a Project Manual containing contract conditions, specifications, and bidding requirements for the Dinner Creek Stormwater Detention Basin expansion project being undertaken by the Harris County Flood Control District (HCFCD) with funding from the Community Development Block Grant Disaster Recovery (CDBG-DR) program administered by the Texas General Land Office. The project involves expansion of an existing stormwater detention basin to remove developments near Langham Creek and West Little York Road from the effective 100-year floodplain. The scope includes construction of six cast-in-place junction boxes, a 7.67' x 26.42' custom junction box at an existing reinforced concrete box outfall, extension and upsizing of existing storm sewer piping to 8' x 8' dimensions, expansion of existing basin cells through excavation and off-site disposal, construction of an outlet facility with intake structure and discharge piping, installation of equalizer structures connecting basin cells via five 72-inch-diameter and one 42-inch-diameter reinforced concrete pipes, channel armoring work within Dinner Creek, backslope swale systems with interceptor structures, turf establishment, and site preparation including project signage, temporary office facilities, and traffic control measures. Work must be performed within the contract time of 648 days, with liquidated damages assessed at $5,000 per calendar day for delay, and includes 123 calendar days to accommodate inclement weather.
The project is funded by CDBG-DR grant program and is estimated at $35,656,303 according to the related contract opportunity listing. Minimum 25 percent of work must be performed by the bidder in accordance with Texas Local Government Code. All contractors are subject to prevailing wage requirements under Texas Government Code Chapter 2258, with workers subject to prevailing wage rates and required record-keeping and inspection procedures. The Contract Price may not be increased by more than 25 percent unless necessary to comply with federal or state statute, rule, regulation, or judicial decision enacted after contract execution, and may not be decreased by 18 percent or more without contractor consent. Contractors must comply with federal cost principles under 2 CFR Part 200 for federally funded work. Environmental compliance is critical, with requirements including Alligator Snapping Turtle exclusion fencing and biological monitoring, migratory bird nest surveys with specified buffers, storm water pollution prevention plan implementation, and compliance with Clean Water Act and Endangered Species Act provisions. The project utilizes Harris County Flood Control District Standard Specifications (June 2020), Harris County road and bridge specifications, and Texas Department of Transportation Standard Specifications for Construction (September 2024). Work must be completed using electronic project management through Oracle's Primavera Unifier system, with contractors required to provide regular schedule updates, submittal documentation, and as-built drawings upon project completion.
